3 Purpose What is a school improvement plan? A school improvement plan is a road map that sets out the changes a school needs to make to improve the level of student achievement, and shows how and when these changes will be made. School improvement plans are selective: they help principals, teachers, and school councils answer the questions What will we focus on now? and They encourage staff and parents to monitor student achievement levels and other factors, such as the school environment, that are known to influence student success. With up-to-date and reliable information about how well students are performing, schools are better able to respond to the needs of students, teachers, and parents
4 Purpose A school improvement plan is also a mechanism through which the public can hold schools accountable for student success and through which it can measure improvement.
5 Policy 2500 (a) Administration School Accountability In accordance with Public Act No , this policy is intended to set forth the standards that the Board will use for determining whether there is sufficient progress relative to student achievement by a Hartford Accountability School. Hartford Accountability Schools will continue to submit School Improvement Plans (SIPs) for each school. These plans will be submitted to the Commissioner of Education for comment, and then to the Board of Education for approval. These SIPs formulate the core of site-based management for school improvement in the Hartford Public Schools.
6 Policy The Board of Education will apply the following standards to determine whether an accountability school achieves sufficient progress during this time: Surpassing the Overall School Index, which the State has set as the standard Improved school attendance. Decrease in number of school drop outs (if applicable) Reduction in suspensions/expulsions. Increase in parent involvement. Attainment of NEASC accreditation.
7 Policy Review of DRA results in grades 1-3 (English and Spanish) Reduction in the numbers of students required to attend mandated remediation summer school. Reduction in retention numbers Reduction in numbers of students in the intervention category of CMTs Adherence to all compliance issues (Special Education and Bilingual). Additional items aligned to annual District goals.
8 Role of the SGC Definition The School Governance Council (SGC) will focus on the analysis of student achievement, development of improvement plans, allocation of resources, programmatic and operational changes...
9 Role of the SGC The council collectively, shall establish an effective timeline for the following functions: Analyze school achievement data and school needs as they relate to the school s improvement plan. Assist in developing and reviewing the School Accountability Plan (SAP) and advise the Principal before the report is submitted to the Superintendent of Schools. The council as a whole must approve SAP before the Parent Chair and Principal sign the consent form and submit it to the School Governance Council Facilitator by the end of October
