All bids must be submitted on bid forms furnished by the City of Carlsbad. 3. In order to be a valid bid, all bids must be signed. 4. Please submit three copies of your bid. 5. No alternate bids will be accepted. 6. All bid prices, shall include transportation charges. 7. All awarded items must be kept in stock. 8. Bids will remain subject to acceptance for 30 days after Bid Opening. 9. The City of Carlsbad reserves the right to accept and award bid on lowest individual price or lowest item price. 10. The Procurement Code, Sections through NMSA 1978, imposes civil and criminal penalties for its violation. 2 BID 11. GENERAL: The following specifications describe the installation of City provided sewer lift station at the Carlsbad Municipal Golf Course Maintenance Barn located at 1051 Mission Avenue. All specifications shall be considered as minimum. 1 Work Description Work consist of the installation of a city provided sewer lift station, electrical service to the station, connection of sewer services to the station and installation of 3-inch diam. forcemain, installation of PVC casing, installation of sewer manhole and installation of sewer line to connect station to the existing sewer at Mission Avenue and Pecos River Drive. 2. Work Standard and All work is to be done in Requirements. accordance with the standard Specifications for Public Work Construction published by the New Mexico Chapter of the Public Works Association current edition (NMAPWA). Work is to be performed by a properly licensed contractor to work on the installation of sanitary sewer lines. A GF9 3. New Sanitary sewer Line license is required. Install approximately 250 lineal feet of 8-inch diameter SDR 35, PVC sewer pipe, along the east side of Mission Avenue from manhole at Pecos River Drive to a manhole south of Pavilion Road. 3 Manhole sewer manhole. Sanitary Sewer Manhole to be type E precast concrete manhole as per NMAPWA drawing Manhole shall consist of a 2- ft. barrel and base and a flat concrete cover w/ 24-inch opening. (1) (2) 5. Sewer manhole rim and cover 6. City Provide Sewer Lift Station Sanitary Sewer Manhole Rim and cover shall be the std. 325 lb. cast iron manhole frame and solid cover as per NMAPWA Drawing 210. A concrete collar as per NMAPWA drawing is to be installed around the manhole rim. The cost and installation of the rim, cover and concrete collar shall be included in Bid Item No.2. The City provided lift station equipment consist of : One Submersible grinder pump One Control Panel, Float Control and Alarm One Fiberglass Basin, 5 ft. diam. by 6 ft. tall One Slide Rail System One Internal Piping One 2-inch Check Valve One 2-inch PVC Gate Valve All other equipment necessary to set the lift station in operation. 7 Excavation and The Contractor is required to BID NO Page 3 of 9

4 Back fill for Lift Station excavate a pit a minimum of 7-feet in diameter by 6.5 feet deep to install the fiberglass basin. The bottom of the pit shall be properly leveled and compacted with 6-inches of minus ¾-inch rock placed on it. A 3000 PSI concrete foundation 6-feet in diameter by 6-inches thick shall be placed on the rock layer and allow to cure before installing the Fiberglass Basin. Once the basin is installed, backfill material shall be placed around the basin in compacted layers as per NMAPWA. The cost of excavation, concrete foundation and backfill shall be included in Bid Item No.3, Install City provided Sewer Lift Station, CIP. (1) (2) 8 Lift Station Installation The fiberglass Basin shall be installed in such a way that the top of the basin shall be no more than 6-inches above ground. All the mechanical parts shall be installed in accordance with the drawings provided by the manufacturer. A 6-inch thick by 6-feet square concrete collar shall be placed around the fiberglass basin. The cost of installation of the station including concrete collar shall be paid of Bid Item No. 3, Install City Provided Sewer Lift Station, CIP. 9. Pump Electrical The pump provided for this BID NO Page 4 of 9

5 Requirement job is a 230 volt, 3 phase pump. Contractor is required to install wire and test the pumps as part of Bid Item No. 3, Install City provided Lift Station. (1) (2) 10. Sanitary Sewer Service Lines Two each 4-inch diameter PVC Schedule 40 service lines are to be installed from the existing buildings to the lift station. The new 180-feet long line to serve the Riverview Park Restrooms is to be connected to the existing 3-inch PVC sewer pipe at the building. The new 180-feet long sewer line to serve the Golf Barn restrooms is to be connected to the existing 3-inch service at the west side of the building. See attached aerial photo of the project site. 11. Electrical Service Location Electrical power for the lift station is to be obtained at the North East corner of the Golf Course Barn building. The electrical service will extend from the Golf Course Barn power disconnect to the new electrical control to be installed at the lift station. 12. Electrical Service Contractor is to install the BID NO Page 5 of 9

6 following as part of the service to the lift station: Approximately 160 ft. of inch underground PVC conduit. 4 runs, each of #6 THNN green standard wire. 1 run each of #8 ground wire. The cost of materials and installation will be paid from Bid Item No. 4, Install Electrical Service to Lift Station, CIP. 13. Electrical Controls The contractor will be required to install the control panel enclosure and other electrical equipment provided with the station. The contractor shall provide a 60 amp, 3 Phase 240 Volt, Type 3R Transfer Switch, wiring and all necessary underground conduit to make the station operational. The cost of added materials and equipment will be paid from Bid Item No. 5, Install Pump Station Electrical Controls, CIP. (1) (2) 14. Backboard and Instrument Rack Contractor is to provide a 6 ft. wide by 4ft. high backboard to mount the electrical panel and other instrumentation required to operate the station. Backboard shall be made of ¼ inch steel, mounted on 1 5/8 inch double strut legs and frame. The legs shall be bury in concrete a minimum of 24 inches. The outer backboard shall stand up no more than 6 feet above ground The cost and installation of the backboard will be paid from Bid Item No. 5, Install Pump Station Electrical Controls, CIP. 15. Boring and Casing Install 40 lineal feet of 6-inch BID NO Page 6 of 9

7 I.D. fusible PVC or PE pipe casing across Mission Avenue at a depth of 3 feet to top of pipe. (1) (2) 16. Sanitary Sewer Force Main Install 90 lineal feet of 3-inch inside diameter fusible PVC or PE Pipe. Forcemain is to extend from lift station to the sewer manhole to be installed at the east side of Mission Avenue. Forcemain shall be installed at a depth of 3 feet and shall tie into the new manhole at the invert as per NMAPWA Drawing Utility Trench Width Utility trench width is to be pipe O.D. plus 24-inches for sewer mainlines, services, forcemain and conduits. 18. Trench backfill and compaction The new pipe shall be properly bedded and compacted as per NMAPWA. The City will provide field testing services. Contractor is responsible for failed tests. Compaction testing to be done as per NMAPWA 19. Traffic Control All traffic control shall conform to NMAPWA Temporary Traffic Control general notes. 20. Construction staking Prior to purchase of pipe materials, contractor shall verify the horizontal and vertical location of the existing sewerline, other utilities and all obstructions with potential to change pipe alignment and limits of elevations necessary to complete the work as per the attached drawings. All distances and elevation shall be properly staked out by the contractor. 21. Work completion Work shall be completed BID NO Page 7 of 9

8 and delivery within 45 calendars days after notice to proceed. (1) (2) 22. Warranty All work shall be warranted for a period of one (1) year from day of acceptance. 23. Wage Rates The City has determined that a State of New Mexico Wage Rate decision is not required for this project. 24. Method of payment Payment for all work to be completed will be made on the basics of measurements per bid unit (square yard linear foot etc.) times the unit price for each item listed in the Bid Schedule. The bid unit price includes equipment materials, labor, fees, overhead, profit etc, necessary to complete the work under the bid unit price. 25. Inspection All work and materials are to be inspected and approved by the City Representative prior to installation. Work in progress will be inspected by the City Representative. BID NO Page 8 of 9

9 26. Bid Schedule The contractor shall provide unit prices and extended prices for each on one of the bid items listed in the Bid Schedule below. The total Bid Amount shall be provided in the Bid schedule and on the front of the bid. Failure to do so will rendered the bid Non-responsive.
