The CSHA Indoor Hockey Tournament 2014 will be held at the SARC, HMS Collingwood on Wednesday and Thursday, 12 th and 13 th Nov 14, by kind permission of the Commanding Officer MWS, Captain Steve Dainton RN, and the CPO PT, Leona Young. 2. Officials. The Tournament Director (TD) will be Mr Terry Lees TD MA, unless otherwise advised, and supported by Mr David Prideaux as Tournament Officer. Single Services and participating teams are requested to nominate other Tournament Officials and Judges to assist with table officiating or other duties as required by the Tournament Director and advise him accordingly. TD is requested to advise names, service nos. and accommodation requirements for officials to Secretary of Navy Hockey and Tennis and also to Chair CSIH for including in the Event Programme. 3. Umpires. Chair CSHUA, Mr Jim Patel MBE, is requested to appoint the tournament umpires, appoint/act as Umpire Manager, and advise Secretary of Navy Hockey and Tennis of their names, service nos. and accommodation requirements as soon as possible. Please also advise names to CSIH Chair for including in the Event Programme. 4. Administrative Instructions. Administrative Instructions (AIs) relating to teams, rules and the tournament are attached as Annexes. 5. Entry Fees. There are no entry fees for this competition. 6. Trophies. Individual trophies will be presented to winners and runners-up of the Inter- Corps/Command Cup and to winners of the Inter-Service competitions. A Plate competition will be held to determine 3 rd place (reserve for the Regional competition see Ser 12). Inter-Corps/Command trophies and Inter-Services Masters will be presented at the end of Day 1; the Inter-Services trophies at the end of Day winners are requested to return trophies to the tournament venue cleaned and engraved. No excuses for non-return, please. 1
2 The 2013 winners were: Senior Inter-Service Army Inter-Corps/Comd RAF 1 U25 Inter-Service Army Runners-up REME Ladies Inter-Service Army Plate Royal Signals Masters Army 7. Rules of the Tournament. Current FIH and England Indoor League Hockey Rules for 2014/15 will be applied unless amended by the rules of the tournament at Annex A. 8. Competition Format. a. Inter-Corps/Command. The Inter-Corps/Command will consist of 2 teams from each Service and will be run in 2 pools of 3 teams. The winners and runners-up in each group will then play off for the final and plate competition. All Inter- Corps/Command matches will be played and completed on 12 Nov 14. The Programme is at Annex B. b. Inter-Services. The Masters competition will be run on the evening of 12 Nov 14 (Annex B). The Senior men, the U25 men and the Ladies Inter-Service competition will take place on 13 Nov 14. Annex C shows the Programme for Day 2. c. Programme. The playing programme for both days will be tight and the Tournament Director will have little leeway in the application of the rules if teams arrive late on the pitch. 9. Briefings. Unless advised otherwise and provided with a written briefing from the TD, Team Managers and umpires are requested to attend short briefings as follows: a. Inter-Corps/Command Nov 14 b. Masters Inter-Service Nov 14 c. Inter-Services Nov 14 Team Managers are requested to send an advance electronic copy of their Team Sheet to the Tournament Director (by COP Mon 10 Nov) and to submit Finalised Team lists at the relevant briefing using the proforma at Annex D. 10. Food and Refreshments. Secretary Navy Hockey and Tennis is requested to assist by arranging food and watering for umpires and officials throughout the very long day on Wed 12 Nov (09:00 20:30), and for Thu 13 Nov. 11. Accommodation. Teams should make their own arrangements for accommodation as necessary. Secretary Navy Hockey and Tennis may be able to assist with service accommodation. Umpires/officials accommodation to be through Secretary Navy Hockey and Tennis as paras 2 & 3 above. 12. Regional Competition. The winning team and runner-up in the Inter-Corps/Command competition will progress to the Regional (West) round of the England Hockey Men s Indoor Competition to be held at Bath University Campus on Saturday 14 th December 2
3 2014, or preliminary rounds as advised. (NB. The West Indoor Ladies competition will be held at the same venue on Sunday 15th December 2014.) 13. Travel. 4 ANNEX A TO CSIH/1/14/TL DATED 13 OCT 14 RULES OF THE TOURNAMENT 1. The England Hockey Rules of the Indoor Game 2014/15 as published by the FIH and adopted by EHB for the National Indoor League shall apply unless otherwise stated below. This Tournament feeds into the Regional Indoor Competition which in turn feeds into the Indoor England Hockey National League competition and play-offs. TOURNAMENT AIMS 2. The aims of the Inter-Corps/Command Tournament are: a. To determine the champion Corps/Command Service team. b. To determine the 2 qualifying teams for the Regional Tournament of the England Hockey Indoor Championship. 3. The aim of the Inter-Service Tournament is: a. To determine the champion Masters/Senior/Ladies and U25 Service teams. PLAYER QUALIFICATION 4. Single Service publications set out the Rules of Eligibility of players to represent their Service or Corps/Command and are to be strictly observed. In the U25 competition, players selected for the U25 squad must be under the age of 25 on 1 Jan 15 (1 Jan during the hockey season in which the competition is held), ie. DOB before 1 Jan 90 IS NOT eligible. NO PLAYERS SELECTED FOR THE U25 SQUADS ARE PERMITTED TO PLAY FOR THE SENIOR TEAMS IN THE SAME TOURNAMENT. TEAM SHEETS, MATCH SHEETS AND BRIEFING 5. Teams for each match shall consist of not more than 12 players (5 players and up to 7 substitutes) and 2 officials who may be members of the playing team. Team Managers are requested to send an electronic advance copy of the team sheet to the Tournament Director by COP Mon 10 Nov 14. Team Managers MUST report for a briefing by the Tournament Director if required at the time he/she appoints (Covering letter Ser 9, and see Annexes B and C). Failure to attend will be reported to the Competitions Committee who may, having considered the circumstances, impose such financial or other penalty as they consider appropriate. The Team Manager must hand to the Tournament Director a finalised team sheet (Annex D) listing up to 14 players constituting that team for the tournament, and must also include the names of any nominated officials attached to the team. Only those persons listed shall be entitled to sit on the team bench. The Team Manager must sign the team sheet and, in so signing, he shall be deemed to vouch for, and confirm, that each player listed is eligible to play for that team. 6. Team Managers are also to agree the Result and sign the Match Report Sheet (Annex E) at the end of each game and before leaving the pitch. A - 1
5 DRESS 7. All teams shall wear shirts each bearing a different number of at least 9 inches in height for each team member and contrasting in colour to the shirts. Numbers shall be worn in the centre of the back of the shirt and shall correspond with the player listed on the team sheet. The goalkeepers shall wear protective headgear, numbered shirts or jerseys different in colour from those of their own team, those of their opponent, and those of the umpires. Pad buckles must be taped. Footwear for all players must be without abrasive protrusions and of a material that does not mark the playing surface. Team colours for each match will be agreed with the Tournament Director and posted on the notice board. If any team subsequently needs to change colours, the Tournament Director's approval must be sought well in advance of the match. Team Captains are each to wear an armband of a colour distinguishable from that of their own shirts. STICK CHECK 8. Prior to any game, if the Tournament Director so requires, all players must allow their sticks to be tested using an official ring and gauge. Masks and other equipment may also be scrutinised. DURATION OF THE GAME 9. The Inter-Corps/Command competition games shall be 15 minutes each half with a 2- minute interval (3/4 play-off will be 12 minutes each half). Time-outs will not be allowed in these shorter games. 10. The Masters competition shall have the same duration and interval as the Inter Corps/Command competition 15 minutes each half and 2-minute interval. Time-outs will not be allowed. 11. The Inter-Services competition games shall be 20 minutes each half, with a 5-minute interval. The first named team shall push back to start the game. HOCKEY BALLS 12. For all Inter-Corps/Command matches the first named team is to provide the indoor hockey balls for the match: one ball is to be given to the umpire and 2 balls to the Table Officials. The CSHA will provide indoor hockey balls for all Inter-Service matches. SUBSTITUTES 13. Substitutes must occupy the team benches provided and may enter the pitch only where the Tournament Director allows either side of the centre line. Including Keepers, all substituted players are to leave the pitch within the same bounds on the Control Table side. Nominated team officials may not enter the pitch without the permission of the umpires. Team Managers must notify the umpires and the Table when changing a goalkeeper, or using a field player as a goalkeeper. SUSPENDED PLAYERS 14. In the event of any player being temporarily suspended, he/she must seat himself/herself quietly on the chair provided adjacent to the Control Table. A player suspended from any further A - 2
6 participation in the game/tournament must remove himself/herself to the dressing room immediately. COMPETITION FORMAT 15. The Inter-Corps/Command competition will be split into 2 leagues of 3 teams. Each team shall play the other teams (once only) in that league; scoring and placing will be as for the Inter- Services below. If there remains a multiple (more than 2) tie having applied a, b, and c below, there is to be a Penalty Stroke Competition for which the Tournament Director shall make a separate draw. A Plate competition will be played to determine third place. In the event that there are less than six teams entered on the day the Tournament Director may adopt an alternate round robin format. 16. In the Inter Service Tournament the Services will play each other on a round robin' basis and positions will be decided on points awarded (3 for a win, 1 for a draw and 0 for a defeat). In the event of 2 (or more) teams having the same number of points at the conclusion of the matches, the winners will be determined in the following order: a. Best goal difference. b. The team having scored the most goals. c. The result of the match between the teams. d. A Penalty Stroke competition. DRAWN MATCHES 17. First Match in Each Group (Inter-Services). In the event of a draw in the first match of a group, a coin shall be tossed to determine which team is to play in the next match of that group. 18. All Matches Drawn. a. In the event that all matches in a group result in a draw and there is no goal difference between the teams, the teams are to play a 3-player per team Penalty Stroke competition in the same order as that of their original games. b. The players of each team nominated to participate need not be the same for both Penalty Stroke competitions. PLACE MATCHES 17. The first placed team in each league of the Inter-Corps/Command competition will play off (semi-finals) against the second placed in the other league, with the winners moving forward to the Championship Final. The losing teams of each semi-final will contest the Plate Final in order to determine the reserve service team for the West Indoor competition. In the event of a draw in these matches a penalty stroke competition will take place. PENALTY STROKE COMPETITION 18. The Tournament Director shall indicate the goal to be used; the team captains shall toss to decide which team shall take the first penalty stroke. The competition will proceed as follows: A - 3
7 UMPIRES a. Three players from each team, nominated by their respective captains, take a penalty stroke alternately against a single and same goalkeeper of the other team who shall not be substituted during a particular series of strokes. A goalkeeper may only be substituted if, in the opinion of the umpires, he/she is unable to continue through injury. b. The team scoring the most goals shall be the winner. c. In the event of an equal number of goals being awarded, the team order shall be reversed to take another series of penalty strokes under the same conditions, using the same players as in the first series, but not necessarily in the same order. This series will be on a sudden-death' basis, ie the team having been awarded the most goals after an equal number of strokes shall be the winner. Extra series of sudden-death' penalty strokes will be taken until a result is achieved, each time reversing the team order. 19. The CSHUA Chair shall appoint umpires to matches in consultation with the Tournament Director as appropriate. TOURNAMENT DIRECTOR 20. The appointment of the Tournament Director shall be in accordance with Annex F Para 8 of the CSHA Constitution. The Tournament Director is empowered to interpret the rules of the tournament at his/her discretion and TD ruling on any matter is final. He/she is empowered to suspend for one or more matches any player for misconduct on or off the pitch throughout the duration of the tournament. Should there be any need for a protest to be made it shall be made in writing by the Team Manager to the Tournament Director within 10 minutes of the termination of the match concerned, and accompanied by any fee that may be determined by the Competitions Committee. COMPETITIONS COMMITTEE 21. For any breach of the regulations the Competitions Committee is empowered to impose a penalty on the offending Service or Corps/Command of up to 25. The Competitions Committee may amend or vary these regulations as appropriate and their decision on all matters is final. The Committee shall consist of the Tournament Director (as Chairman), Technical Officer(s), event organiser, CSHUA Chair and all available members of the CSHA Indoor Sub-Committee. ENGLAND HOCKEY INDOOR CLUB CHAMPIONSHIP 22. The first and second placed teams in the Inter-Corps/Command Championship qualify to play in the Regional Rounds of the England Hockey Indoor Club Championship. The winning team in the Plate competition is to stand by as reserve should either the first or second placed teams not be able to field a side on the date of the Regional Competition. A - 4
8 ELIGIBILITY/CUP-TYING 23. The Inter-Corps/Command Tournament is the Services' qualifying competition for the England Hockey Indoor Club Championships. So any player who plays in the CSHA Inter- Corps/Command Indoor event is cup-tied and may not subsequently play for a civilian club in the EH Indoor Club Championship. Conversely, any player who has already played, or intends to play, for a civilian club in any fixtures of the EH Indoor competition may not play in the CSHA Indoor competition (eg. a County or Regional Inter-Club Indoor Competition is often the qualification decider). NON-ARRIVAL AND TEAM SIZE 24. Matches are to start at the programmed time, or at a time stated by the Tournament Director. Any team failing to arrive for a match, or not fielding a minimum of 2 players within 2 minutes of the programmed start time, will forfeit the match as a 3-0 defeat. In order to receive the 3-0 victory the opposing team must have a properly equipped team on the pitch at the programmed start time and remain there, prepared to play the fixture, until stood down by the Tournament Director. 13 ANNEX F TO CSIH/1/14/TL DATED 13 OCT 14 NOTES FOR SINGLE SERVICE SECRETARIES The success of this tournament depends upon a number of factors, one of the most important being the assistance given to the CSIH Chair/Secretary by Single Service Secretaries. As a Single Service Secretary you are requested to: a. Ensure that copies of these instructions are sent to all those appropriate within your Service. b. Give details of Corps/Commands qualifying for the Inter-Services and Inter- Corps/Comd Tournament (ISICT) as soon as your individual Service tournaments have been held. The CSIH Chairman/Secretary will need to know the position achieved by each qualifying team and the POC for each team. c. Provide to the CSIH Chairman/ Secretary a list (with addresses) of those individuals/vips who you intend to invite as guests to the ISICT. No special lunch arrangements are being made, although refreshment arrangements for guests and officials may be provided on the day of the Inter-Service Tournament if numbers are known. d. Provide to the CSIH Chair/Secretary the names and addresses of individuals responsible for the main trophies won at the 2013 tournament. e. Ensure all team managers are aware of their duties and responsibilities, particularly regarding the completion of the Team Sheet, attendance at briefings and match procedures (eg substitutions). f. Ensure that teams going forward to the Regional stages of the EH Indoor competition fully understand that they are committed to participating, and that dropping out without an exceptionally good reason (eg. Operational commitment) will be unacceptable. You must also ensure that all information concerning the EH Indoor Club Championship is communicated to Team Managers appropriately, and as speedily as possible. g. Organise accommodation for your teams, and this should include arranging any bag meals necessary when booking accommodation. h. Note that all the Inter-Corps/Command matches are being played on Day 1. It is important, therefore, that you ensure you have complete teams for the Inter-Service matches on Day 2, since the pool of available players staying on for Day 2 may be smaller than usual. i. Please bring your Service Flag with you for display in the Sports Hall during the competition. F - 1
