3 Introduction Hockey is one of a number of team sports in which Australia excels and which form the foundation of Australia s sporting culture and reputation. Both men s and women s senior teams are consistent medal contenders at Olympic and World Cup level. The men s team, the Kookaburras, have won seven Olympic medals since 1964, culminating in their gold-medal performance in Athens in They have also won four (4) gold medals from four (4) appearances at Commonwealth Games. The women s team, the Hockeyroo s, won Olympic gold in 1988, 1996 and 2000, and Commonwealth gold in 1998, 2006 and The Queensland Blades have won 8 Titles (Runners-up 8 times) whilst the Queensland Scorchers 3 Titles (Runners-up 11 times). Not only has Queensland had success at a senior national level but it has also won numerous Australian National Junior Championships through the Under 13 to Under 21 age groups. Queensland has contributed to Australia s international success by producing a significant number of world class and international athletes. From Queensland has provided 23.8% of the Hockeyroo s & Kookaburras ( information being confirmed). With this strong, historical background of success, the challenge for HQ is to maintain the necessary talent identification and development of athletes to ensure the success of state teams and the contribution of Queensland athletes to the international success of HA as outlined in their HP Plan. Hockey Qld High Performance Plan:
4 Executive Summary Hockey Queensland has formed a committee to direct the high performance portfolio as this is vitally important to the achievement of HQ s Strategic Plan and to the overall profile and health of hockey in Queensland. The HQ Board acknowledges and is responding to the fact that high performance requires specific governance oversight, often requiring specific knowledge, to ensure HQ is meeting all obligations. In early 2013, the HQ Board endorsed the formation of a working group to develop a High Performance Plan. This Plan identifies the current components and processes in the high performance program. The Board also endorsed the formation of a High Performance Committee (HPC) to replace the existing Coaching and Player Development Committee at the beginning of The primary role of the HPC is to provide direction to Management and advice to the Board on the development, implementation, monitoring and evaluation of the Plan. This will include all aspects from talent identification, program and pathway development, State team preparation and performance to national representation and system efficiency. The overall aim of the High Performance Plan is to: articulate performance targets clearly identify the current boundaries and components of the HP Program and its associated activities provide processes for monitoring and review of the plan connect and align to the HA HP Plan ensure strong linkage with the HQ Development Plan This plan provides guidance to personnel responsible for implementing the plan and various program stakeholders that include: Management and staff of HQ, HA & QAS QAS Coaches and State Team Coaches Regional Coaching Directors Hockey Qld High Performance Plan:
5 Executive Summary con t The High Performance Plan includes program performance targets and an outline of how the program operates. The plan will be regularly monitored by the High Performance Committee and supported by HQ s State Development Plan. HQ has welcomed the leadership and direction provided by Hockey Australia s High Performance Plan and HQ has aligned its plan with Hockey Australia s by utilising the same six key drivers: Leadership Athlete Pathway Daily Training Environment Competition & Camps Coaching Research & Innovation HQ would like to acknowledge the valuable support provided by Hockey Australia and the Queensland Academy of Sport (QAS) as key stakeholders and partners in HQ s HP Program. 6 Purpose The purpose of the high performance programs in Queensland are to identify, develop and provide players to contribute to national team success. The core business of each program is individual player development and case management. HQ also strives to maintain or increase the quality and success of Queensland teams in addition to the representation and contribution of Queensland players in Australian teams. It is therefore essential that the program ensures appropriate identification and ongoing development of a pool of high quality athletes to feed into, support and provide upward pressure on state and national teams. The High Performance Plan has the following performance targets: 1. Queensland player representation in Australian Teams is 25% or more 2. Queensland Teams consistently achieve a top 3 placing at AHL, U21, U18 &U15 National Championships This plan provides guidance to personnel responsible for implementing the plan which aligns training and competition pathways, talent identification and innovative research and technology solutions to ensure an athlete s seamless transition throughout the whole of the talented athlete pathway. This plan strives to foster a culture that leads to greater excellence and continuous improvement and HQ is committed to working towards achieving the above goals. Hockey Qld High Performance Plan:
7 Whole of Sport Pathway The diagram below describes the interconnectedness and co-dependence of the various stages of the pathway. The highlighted section in the diagram denotes the boundary of the High Performance Programs. The detail as described in the diagram outlines the components of the HP Program associated with identification and development of talented hockey players. 9 Key Performance Drivers Drivers Critical Actions Leadership Ensure all policies and procedures pertaining to high performance are relevant, up to date and accessible Develop annual operational plan to direct the HPM Develop annual budget appropriately prioritised against the key performance components Conduct annual review of the Plan and provide recommendations for improvements Educate and guide appointed State team coaches in the development and delivery of their programs Athlete Pathway Ensure athlete pathway on HQ website is current Ensure sufficient number of competent selectors are available at all stages of the pathway Ensure the integration of athlete support for nationally identified athletes aligns with the HA Athlete Nomenclature Categorisation Framework Daily Training Environment Refer to Programs on pages Competition & Camps Develop a competition/camp s schedule that ensures the provision of suitable (quantity, standard and timing) opportunities for identified talented players that is commensurate to the athlete s stage of development Provide quality coaching and appropriate support services at designated training camps Influence the HQ Game Management Committee to ensure the appropriate competitions are retained in the annual events calendar Influence HA on decisions regarding National Competitions & Camps Research & Innovation Gather coaches & others at Open and Super league plus RCD s conference to facilitate the sharing of innovative practices and knowledge within the coaching network Hockey Qld High Performance Plan:

11 Programs There are three major training environments in the pathway for talented Queensland athletes. They are Local (Member Associations), State (QAS) and National (AIS/Perth). The lead personnel responsible for driving talented athlete development in these training settings are Regional Coaching Directors (RCD s), QAS Coaches & State Team Coaches and National Coaches respectively. RCD s are responsible for overseeing the development of Queensland squad members residing in their home location. Program Lead/Manage Description National Training Centre (NTC) Yearly program AHL Blades & Scorchers 12 weeks program (July - October) State Open Development Teams QAS Coaches report to a High Performance Director plus liaise with HA & HQ Head Coaches report to HQ High Performance Committee including QAS representative Appointed Coaches The NTC network provides the daily training environment for nationally identified players in their home state. Daily training environment is an all-encompassing term that includes provision of facilities, coaching, training sessions (group and individual), program planning plus the supply and coordination of quality sport science and sports medicine (SSSM) and athlete career & education services. The core of Blades training sessions are generally held on Monday & Wednesday from 6-8pm at SHC plus optional sessions on Friday & Saturday mornings. The team of 18 players is selected in August by a selection panel to compete in the AHL in October and 6 staff supports the players. The core of Scorchers training sessions are generally held on Tuesday & Thursday 5-7pm at SHC plus optional sessions on Friday & Saturday mornings. The team of 18 players is selected in August by a selection panel to compete in the AHL in October and 5 staff supports the players. Two teams (male & female) tour another country and play matches to broaden the depth of Blade s & Scorcher s squads. Hockey Qld High Performance Plan:
12 Programs con t Program Lead/Manage Description Under 21 Men & Women 8 weeks program (May - July) Under 18 Men & Women 8 weeks program (February - April) Rubies & Blaze Under 15 Boys & Girls Under 13 Boys & Girls State Coaches appointed in October State Coaches appointed in October State Coaches appointed in October State Coaches appointed in October Squad training sessions held at SHC are generally on Mondays & Wednesdays (6-8pm) for men and Tuesdays & Thursdays (5-7pm) for women. Teams are selected in June by a selection panel to compete at National Championships in July with 18 players selected plus 4 support staff. Squads are selected by a selection panel at the State Championships in September. This squad attends trials in February (of the following year) where teams are announced to compete at National Championships in April with 18 players selected plus 4 support staff. Prior to attending the trials, players work with their respective RCD to prepare for the trials. In 2014, it s envisaged that a team camp will be conducted in early March as preparation for the National Championships. This program is designed to identify and support young indigenous boys and girls from all hockey communities in Queensland and work with them to achieve success on and off the field. The Remote and Indigenous Hockey Development Program delivers hockey development programs for remote and indigenous communities encouraging community involvement. It is designed to offer opportunities to expand horizons of thought, selfawareness and self-development through Hockey Art, Education and Player development. Squads are selected by a selection panel at State Championships held in June. These squads attend trials in February 2014 where two teams (1 & 2) will be announced to compete at the National Championships in April with 16 players in each team plus support staff. Prior to attending the trials, players work with their respective RCD to prepare for the trials. Two teams (of equal standard) will be selected by a selection panel at State Championships held in June These teams compete at the National Championships in Sept/October with 16 players in each team plus support staff.
