9 The Masterplan has split the territorial into five concentric rings, considering the urban fabric as well as the density of services and facilities, and supposing a different modal split between public and private transport Starting from this point, the City Administration has developed policy aiming at discourage private vehicle use in central areas, where density of activities is very high and weakening limiting measures progressively with distance from the historic centre.
