2 A. GENERAL a. San Joaquin County (referred to as Owner ) is requesting proposals for a new structured cabling infrastructure to be installed at their facility located at 333 Washington Street, Stockton California. B. CONTRACTOR QUALIFICATIONS AND REQUIREMENTS a. Contractor shall design and provide all materials in order to install a complete structure cabling solution that will support voice and data communications. The contractor shall be responsible for providing a communications infrastructure compliant to current county standards; including the procurement of products, installation of cabling infrastructure, fire stopping, verification of performance, and documentation. b. Contractor must possess a valid C-7 California State contractor s license. This license must have been issued 10 years prior to the date of the bid. c. Contactor must have been in telecommunications business for a period of at least 10 years. Contractor must submit at least 3 project references (of similar size and scope to this project). d. The contractor must be certified by the manufactures of the cabling solutions to be installed. To meet the requirements of this specification, the contractor must be a Panduit PCI. In addition, the contractor must have a BICSI RCDD (Registered Communications Distribution Designer) on staff (full time employee). A copy of these certifications must be submitted in the proposal. e. Contractor shall be responsible for all fees and permits required to any governmental agency having jurisdiction over the work in proposal. The contractor shall arrange inspections. f. Contractor shall visit the work site before their proposal will be accepted. No allowances shall be made to the contractor for any extra expense, due to failure or neglect to discover unforeseen conditions affecting the work. g. Contractor employees shall act in a professional manner, and dressed appropriately for the task. No person shall bring alcoholic beverages, controlled substances, firearms, or animals to the job site. Page 2
3 h. Contractor shall clear the work area every evening. If available space exists, contractor equipment and materials may be stored at the facility with approval of the Owner. All packing material shall be disposed of at the end of each day. The Owner will not be responsible for the loss, theft, or damage of any equipment or material. i. Contractor shall follow the security policies and procedures defined by the Owner. This may include providing key access, creating access badges, and escorts for restricted areas. j. The Contractor shall take all precautions necessary to protect existing structures and furniture. Any items that are damaged during the course of the work shall be repaired or replaced by the contractor at no cost to the Owner. k. Owner will provide the contractor with reasonable access to the job site Monday-Friday (Federal / State holidays excluded). Most work must be done after-hours. The Owner will identify the work hours available at the pre-bid meeting. l. Contractor will provide a high-level project plan. This project plan shall identify the tasks, timelines, and a completion date. Any changes to the schedule shall be ed to the Owner weekly. Attached files shall be provided in Microsoft Project or Adobe Acrobat format. m. Contractor shall assign a Project Manager. The Project Manager shall a weekly update status report to the project team members every Friday in Microsoft Project and Adobe Acrobat format. A central off-hours emergency contact number shall be available for evenings and weekends. n. Contractor shall take special precautions to ensure a safe work environment for the employees, contractors, and visitors. o. Contractor will make a reasonable effort to not be disruptive to other contractors, or working staff at the job site. p. Contractor will install only material that is new and undamaged. Refurbished or used materials are not acceptable. Page 3
4 q. Owner expects the workmanship to be of high quality. All equipment shall be plumb and true with the structure. All materials shall be firmly secured in place, adequately supported, and permanent. r. Owner will consider the project complete when all work has been completed, the final documentation has been delivered, and the work site has been cleaned to the Owners satisfaction. s. Contractor agrees to replace or repair, as new, any defective work or materials, which are identified by the Owner within 2 years of final payment. A 25-year manufacture extended warranty shall be provided on the copper cabling solution. t. Performance and technical documentation that should be submitted in your bid include: i. Copy of valid Contractor License (C7) i iv. Three (3) Customer References Copy of valid BICSI RCDD Certificate Copy of valid Panduit PCI Certificate C. CODES, STANDARDS, AND BEST PRACTICES a. All work and materials shall be in full accordance with the latest codes, standards, and best practices. It is the responsibility of the Contractor to have access to each document. In the case that one of the following documents has a ratified update or addendum; it shall be incorporated into this scope of work. If multiple documents provide different requirements, the strictest requirement shall be followed. Not all documents may apply to this project. i. Construction Documents: Construction drawings, addendums and other documents that are used in conjunction with this specification document. b. Data Connection: A horizontal cabling solution that consists of a UTP cable terminated on a Data Jack at the work area faceplate, and a Data Jack in a modular patch panel within the Telecommunications Room. These connections will be used for Data and VoIP communications. c. Data Jack: The connector used to terminate a single data cable. The Data Jack is a component of a Data Connection. d. Equipment Room (ER): An enclosed space that is used for housing main cross-connects, horizontal cross-connects, and Page 5
6 telecommunications equipment. e. Floor Mount Rack: A floor mounted rack that is used for horizontal cross-connects and telecommunications equipment. f. Work Area Outlet: A faceplate or box/faceplate to protect Jacks in the Work Area. g. Server Room: Another name for the Equipment Room in the construction documents. h. Telecommunications Enclosure (TE): A wall mounted cabinet that is used for horizontal cross-connects, and telecommunications equipment. i. Telecommunications Room (TR): An enclosed space that is used for horizontal cross-connects, and telecommunications equipment. j. Voice Connection: A horizontal cabling solution that consists of a UTP cable terminated on a Voice Jack in the Outlet Box, and a 66- block within the TR or ER. k. Voice Jack: The connector used to terminate a single voice cable. The Voice Jack is a component of a Voice Connection. l. Wall Mount Rack: A wall mounted rack that is used for horizontal cross-connects and telecommunications equipment. m. Work Area: A building space where the occupants interact with Telecommunications equipment. E. Design Criteria a. The goal of this project is the installation of a new communications infrastructure. This installation will provide a communication infrastructure for Data, VoIP, and Traditional Voice. b. Refer to the Construction Plan Documents to identify work area outlet locations. Furniture mounted face plates shall be used in open office spaces (cubicles). Flush mounted faceplates shall be used in offices and all other locations. Surface mount raceway or work area outlets are not allowed without the Owners written permission. c. The Data Connections shall be Category 6, and support Gigabit Ethernet to the desktop. These connections shall support Data and VoIP end points. These connections shall be terminated on modular patch panels. d. The default configuration for each work area location is one (1) Category 6 Data Connection (unless otherwise indicated on the construction documents). Page 6
7 e. The data jacks shall be terminated using the T568B" wiring scheme. f. Blank port covers shall be installed on all unused faceplate and patch panel modular ports. g. Additional Power/Cabling poles shall be installed in the open office areas. Any newly installed poles shall be in vertical/horizontal alignment with the existing poles. New Power/Cabling poles shall match the existing poles. h. All Telecommunication Rooms have existing equipment racks. Additional equipment racks and cabling pathways may be identified before the final addendum. F. EXECUTION a. Work Areas i. The connection at each work area outlet will terminate in the same Telecommunications Room that currently services that outlet. If no outlet currently exists, it will terminate in the closest Telecommunications Room. i iv. Install the specified Data connections identified in the construction drawings. Terminate all Data connections in the closest Telecommunications Room. Work area outlets shall be configured left to right, top to bottom. v. Work area patch cords for each data connection shall be provided. The length of the patch cords shall be 10. b. Telecommunication Rooms i. Data Connections 1. There are 18 Telecommunications Rooms identified in the Construction Documents. 2. Terminate the Data Connections on patch panels in the equipment racks. Page 7
8 3. Provide two Horizontal Wire Managers for each installed patch panel. One is to be installed below the patch panel. The second unit is to be provided to the Owner for self-installation with the network equipment. 4. Patch cords for each data connection shall be provided. a. The length of the patch cords in floor mounted equipment racks shall be 7. b. The length of the patch cord in wall mount equipment racks shall be 5. Firestopping 1. Install firestopping on all new through-wall and through-floor conduits. 2. Install firestopping on all existing telecommunications through-wall and through-floor conduits that currently do not meet code (absence of firestopping material) c. Cable Management i. Velcro cable ties shall be used on UTP cables. Nylon cable ties shall not be used. d. Pathways and Spaces i. Existing cabling pathways may be utilized up to the manufactures recommended fill ratio. For any additional required pathways, the communications contractor shall be responsible for installing J-hooks to provide a pathway from the work area outlets to the server room. The J-hooks shall be independently supported, and not tied to any conduit or ceiling supports. J-hook pathways shall be installed at right angles or parallel to the outside building walls. The distance between J-Hooks shall not exceed the manufactures recommendations. Page 8
9 i The contractor will not exceed NEC s no more than 40% fill specification. A pull sting shall be left in every conduit. iv. A grommet shall be installed on every new conduit that supports communication cable. e. Firestop f. Labeling i. Firestop shall be installed on all installed on all throughwall or through-floor penetrations as required by the NEC. All firestop products shall be installed in accordance with the manufacturer recommendations. Each firestop shall have a minimum 1-hour rating, and shall be identified in the final documentation. i. All cables shall be labeled following the ANSI/ETA/TIA 606-A. This installation shall be treated as a Class IV installation. i All labels shall be printed by a mechanical device (printer, label maker), and shall be legible viewing at 12. On horizontal cabling, printed labels shall be provided within 12 of each end of the cable, on the patch panel, and on the workstation faceplace. g. Testing i. All Data Connections (Category 6) shall be tested to the Category 6 Permanent Link performance specification. The Owner reserves the right to have a representative present during testing. The tester shall be a Fluke DTX 1800 equivalent Level 4 tester. The tester shall be certified by ETL or UL. The tester shall have a valid calibration certificate issued by the manufacture. This certificate shall be provided to the OWNER upon request. i Each data shall be tested after labeling is complete. Page 9
10 G. DOCUMENTATION a. Performance Test Results i. The contractor shall provide tester generated documentation for the Data Connections. i The contractor shall provide a copy of the testers calibration certificate upon request. The test results shall be provided in hard and soft copy formats. The soft copy results shall be provided on CD-R media (LinkWare). b. Site Documentation i. As-built drawings shall be provided in AutoCAD 2004 or newer format. The drawings shall identify the location of the Data, Pathways, and installed Firestop. The diagrams shall be in hard copy and soft copy formats. The printed copy shall be in color. The soft copy file shall be provided on CD-R media (AutoCAD and Adobe Acrobat). H. PRODUCTS a. All products shall be installed in compliance with the manufactures instructions. The Owner has identified products, which are approved for this installation. No substitutions of identified products shall be allowed. This will ensure a quality installation, guarantee performance, and reduce on-going maintenance costs for the life of the solution. b. This is a Graybar VIP Project. Graybar provides enhanced pricing and services for this project. c. This is not a complete parts list. Additional products may be required to complete this installation. d. Horizontal Cabling: The horizontal data cabling solution shall conform to the Category 6 Cabling Specification. Plenum cable is required. Page 10
11 i. UTP Cable 1. The cable to be used for Data Connections is the Landmark1000 by Berk-Tek. The cable jacket shall be plenum rated and White in color. The approved part number is: a. 6P4P24-WH-P-BER-AP Connectivity 1. The workstation jack to be used for data drops is the Panduit Mini-Com TX6 Jack Module, which is Off- White in color. The approved part number is: a. CJ688TGIW i Faceplates 1. The faceplates shall be the Panduit 4-port Executive Faceplate that is White in color. The approved part number is: a. CFPE4WHY iv. Patch Panels 1. The patch panels shall be 48-port modular patch panels by Panduit. The approved part number for the panel is: a. CPP48WBLY v. Horizontal Cable Manager 1. The horizontal cable management solution for the racks is the NetManager series of products from Panduit. The approved part number is: a. NCMH2 vi. UTP Patch Cords 1. The data patch cords shall be Category 6 patch cords by Panduit, which are White in color. The approved part numbers include: a. UTPSP5Y (5 in length) b. UTPSP7Y (7 length) c. UTPSP10Y (10 length) Page 11
