2 OVERVIEW It is widely anticipated that the next federal election will take place on October 19, 2015 in line with the fixed date system for federal elections enacted in Campaigning by parties and candidates across Canada will officially begin once the federal government drops the writ for the election. In basic terms, this means that the Prime Minister officially asks the Governor General to dissolve Parliament and order a writ of election calling for election of a new parliament. The writ kickstarts the official campaigning period (when you starting seeing lawn signs, all-candidates debates, etc). The official election campaign period must be at least 36 days long, meaning that the Prime Minister must officially call for the 2015 election no later than mid-september Because political parties and the general public already know the fixed date of the coming election, unofficial campaigning has already begun, with parties and local candidates trying to gain as much advance momentum as possible. In this environment, it is also critical for Community Health Centres and local partners to be actively working to put key issues on the election radar and getting our priorities into the public domain. This is important not only to influence political parties and local candidates, but to build public awareness and support so that we achieve a snowball effect. Via the leadership of CACHC s Board of Directors and AGM policy resolutions adopted by CACHC s membership, the Canadian Association of Community Health Centres has issued a 2015 federal election call-to-action (see focused on four priority areas. We are calling on all parties to commit to actions that will: Reduce poverty across Canada Reduce homelessness and increase access to affordable housing across Canada Establish universal, national prescription drug coverage through a Pharmacare Program Increase investment in Community Health Centres across Canada This toolkit provides support for health centres and local partners, so that you may not only work collaboratively to advance these and other issues of importance to your centre, but actively fulfill your role as civic agencies committed to health and community/civic engagement. 3 KEY PRINCIPLES 1. Advocacy and civic/democratic engagement for health are core roles and responsibilities of Community Health Centres. This was affirmed in 2014 by Community Health Centres across Canada via the adopted member resolution: Renewing and strengthening the role of Community Health Centres as civic agencies that improve Democratic Engagement. More information and resources at: 2. CACHC is a non-partisan organization and we strongly recommend non-partisan advocacy by our members. This means implementing local strategies focused on the issues and calling for commitment and action by all candidates and all political parties. 3. When engaging staff, board members, and community members, the focus should be on the importance of voting, how/where to vote, and on health and policy issues of concern. Please refrain from information and statements that explicitly state whom to vote for. 4. It is still within the boundaries of acceptable, non-partisan practice to criticize or commend a political party s position or a local candidate s position on a particular issue. 5. It is possible and necessary for health centres of all sizes and budgets to be actively involved in civic and democratic engagement. There are many ways to be active, and the opportunity to work in partnership with other local agencies helps lessen the burden. Some people say, 'I don't want to talk about myself,' but if you don't interpret to others your calling and your reason for doing what you're doing, do you think it will just stay un-interpreted? No. Other people will interpret it for you. You don't have any choice if you want to be a leader. You have to claim authorship of your story and learn to tell it to others so they can understand the values that move you to act, because it might move them... 4 GETTING STARTED MOVING TO ACTION Putting in place the appropriate processes and structures for democratic engagement and advocacy related to municipal, provincial and federal elections helps ensure clarity of purpose. It is also necessary to improve coordination and clarify committee, staff, board and volunteer roles and responsibilities. Key steps: 1. Identify the process(es) through which decisions regarding your 2015 federal election activities will be made. Do you need to have a discussion and planning session with the centre s Board of Directors? Will your management team take the lead? Will you establish an ad hoc or advocacy committee? 2. Make this discussion a priority. Put in place your structures as soon as possible. Commit to a schedule and timeframes. 3. Determine your centre s priorities for the federal election. We are calling on all health centres to put some energy behind CACHC s four national priority areas. These are shared priorities, emerging from national consensus, and they enable us to work collectively toward important common goals. However, you may have additional local priorities and/or you may wish to focus on particular aspects of CACHC s four national priority areas (eg, emphasizing local need for co-op housing, as part of housing strategy; focusing on the need for particular population groups to have access to CHCs; etc). 4. Decide your tactics and tools, and decide which will be implemented by your centre alone and which will be done in partnership with other local agencies. Reach out to identify and secure partners as soon as possible. You might also consider reaching out to partners with greater capacity to see if you can piggy-back onto their activities. 5. Commit to having activity components that address ALL THREE PILLARS of action and engagement, as described below. PILLAR 1: Inform and engage members of your health centre Make sure all staff and board members receive information regarding your centre s federal election strategy and plans. Empower as many people as possible to be agents and ambassadors for civic engagement and healthy public policy, even if not directly involved in your centre s official activities. Display your centre s materials, CACHC s four priority issues posters, and CACHC s Federal Election Call-to-Action in staff rooms, kitchens, etc. Encourage staff and board members to add their names to CACHC s four online petitions (non-partisan) at JOIN THE CANADA-WIDE ACTION CAMPAIGN ONLINE: Page 4 of 9

5 Visit and share ideas and resources focused on federal election messaging and advocacy with other Community Health Centres across Canada, at Other ideas: o Engage staff through federal election lunch & learn sessions, staff meetings, etc o Circulate relevant information about local candidates, voting information, etc through staff lists, newsletters, discussion boards, etc. o Choose an issue or focus area per week, and plan staff activities related to the relevance of that issue on the local community in which you are situated. PILLAR 2: Inform and engage members of your local community Make sure members of the community you are connected to know the importance of voting and have access to voter education and registration information. Provide handouts with key pieces of information from Elections Canada, such as how to register to vote, identification required; where to vote; etc. See: o Voter Information Guide in over 30 different languages from Elections Canada: o Voter information resources for First Nations, Métis and Inuit community members: o Help community members identify their local election riding. Visit: o Go the extra step: print off and post/distribute local riding maps and candidate names, websites and contact information. Consider hosting a Vote PopUp : or having this as a standing display at your centre in the lead up to the election. The Vote PopUp is an innovative voting simulation process developed by Samara Canada. Help de-mystify the process of voting to help community members overcome fears and anxieties about voting. Organize community information sessions. If possible, consider translated materials, providing child care and public transportation to reduce barriers to participation. Consider integrating these educational sessions into your existing client groups and programs. Post CACHC s four priority area posters in waiting rooms and other public spaces. Engage members of the community so that they sign-on and we build national momentum. JOIN THE CANADA-WIDE ACTION CAMPAIGN ONLINE: Page 5 of 9

6 Consider summarizing official positions and statements made by local candidates around issues of importance to your community. Make these available to members of the community as information pieces. Work with youth? Consider hosting a Civix StudentVote session: This is a parallel election process to help increase knowledge around democracy and voting. Foster a passion for democratic participation and give a voice to those who can t yet officially vote. PILLAR 3: Inform and engage local candidates and their parties Write a letter and/or send s to all of your local candidates, informing them of your centre s priority concerns and CACHC s national call-to-action issues. o Include information and examples of why these issues are relevant/important in the local community. o Share stories, and if possible offer to connect candidates with staff, board members and/or clients at your centre (who have given previous consent), so that a personal dimension can be added to the issue. This applies to any contacts with news media as well personal stories typically are more appealing to media than facts and figures. o Please include a copy of the CACHC Federal Election Call-to-Action for their revue Host or participate in other all-candidates debates. Ask questions related to issues of concern, including our four national priority issues. Come prepared with informational handouts (eg, CACHC s Call-to-Action) in case candidates and their staff, or community members ask for more information. Make sure to share information and updates with other local partners working on similar issues. Please keep CACHC informed of relevant positions and statements being made by local candidates. These help to build the case for action nationally, and to help amplify the message! news and updates to: communications@cachc.ca IMPORTANT NOTE: federal party positions can change during election periods when local candidates tell their national party headquarters about issues that are getting attention in local communities. If enough candidates bring forward the same issue (eg, poverty-reduction or housing) it increases chances that the federal party will commit to action. 7 PRACTICAL TIPS & GUIDELINES: Writing to local candidates Visit to find a draft letter/ you can send to your local candidates. For this letter or o Clearly identify the subject and link to federal election o Add local information that stresses the relevance and importance of the issue(s) in your local context o Make sure to mention that action is being taken across Canada around this issue o Make sure to identify clearly how to respond, and to whom If you re not sure, identify the riding(s) in which your centre(s) are located. 8 PRACTICAL TIPS & GUIDELINES: Organizing and (Co)Hosting an All-Candidates Meeting Scheduling and planning the meeting Consider partnering with other organizations to lighten the load of event organizing and get the message out to more people. Set up a small organizing committee and book your date and venue so you can invite candidates and the community as early as possible. o Choose a venue that is accessible, with parking or on a public transit route and accessible to people with mobility issues. Ideal venue - 50 people or more. o Consider and plan for translation, child care to reduce barriers. Contact the main candidates with possible dates to get a sense of their availability. o Call and the candidates. Keep following up if you haven t heard from them. o Request each candidate confirm participation by , in case you need proof of their confirmation. o After the event send a note to thanks each candidate for their participation. Invite local media to the meeting. Once the event is confirmed, send out a media advisory. This is a save the date, including just the basic details (what, where, when, who, and why). Use all your networks, as well as print and social media to publicize the meeting. Print up an event flyer to post and circulate. This is also an opportunity to build relationships with other local organizations and stakeholders. E.g. invite community and business leaders. Consider how this might also help advance your ongoing operational, funding and other objectives. Staging the meeting Remember that the meeting is an educational opportunity for candidates to understand not only the issues, but also to better understand what a Community Health Centre is and the importance of CHCs across Canada. Set a format, guidelines and a schedule for the meeting (see below), and make sure all candidates are provided these details well in advance. Select an emcee/host who can introduce the candidates, their parties and the questions clearly, and who can keep candidates to the agreed upon schedule and time allotment for remarks and responses. o A high profile moderator can help increase attendance and media coverage. o Should be someone who is not clearly aligned with any of the parties/candidates o Should be provided background information on the issues ahead of time to prepare JOIN THE CANADA-WIDE ACTION CAMPAIGN ONLINE: Page 8 of 9

9 At the venue, have someone at the door to greet people and direct them to the event. Have a sign-in sheet to collect participants contact information ( in particular). Use this to keep people updated on the issues and about your health centre. If you anticipate a larger event, make sure to have microphones and sound equipment to ensure that candidate statements and audience questions/remarks can be heard by all. This is an opportunity to get media coverage for your Centre and the issues. o Make sure to have a media kit available. Basic details regarding the issues, your health centre, and media contact information. o Clearly identify in advance for media who will be available from your centre and/or from partner centres to speak with media. o Make sure to identify a reasonably quiet and convenient place for media interviews (ie away from all of the major foot traffic). o Don t forget to include branding for your health centre (eg, a CHC poster, stand or other behind the interviewee, for video interviews) Meeting Format The organizing committee should decide on one of the following types of formats for your meeting, or to combine these elements: Debate: Candidates will be asked questions by the moderator, and they will be able to debate each other on their responses. Networking: Candidates have a few minutes at the outset of the event to introduce themselves and their campaign platforms, and then spend the remainder of the time chatting with participants individually in a large space. Candidates at the end of the event can be provided a couple of minutes to give closing remarks based on what they heard from participants in the room. Open microphone: Microphones are set up in the audience, and people can queue up to ask the candidates questions. Question and Answer: Questions are submitted by the audience (usually in written format), and each candidate is asked to respond to the question.
