10 1 st OASPA Asian Conference 03/06/ BREAKTHROUGH: A National Mandate in 2014 Announced on May 15 th 2014 with immediate effect Chinese Academy of Sciences (CAS) - Requires its researchers and graduate students to deposit final, peer-reviewed manuscripts of research articles into the open access repositories of their respective institutes within 12 months of their official publication in academic journals; - Encourages researchers to deposit previously published articles into their respective institutional repositories as well; - Authorizes libraries and information departments to develop detailed open access guidelines in accordance with copyright laws. National Natural Science Foundation of China (NSFC) - Requires researchers to deposit final, peer-reviewed manuscripts of research articles into NSFC repository within 12 months of their official publication; - To build NSFC institutional repository.

14 1 st OASPA Asian Conference 03/06/ Gold OA: OA Publications from Chinese Authors Some facts APC funding: research funders in China allow researchers to use research grants for publishing expenses. Generally speaking researchers care more about the impact (factor) of a journal than its way of publication (OA or non OA). The growth speed and global share of OA publication from China roughly match those of the research output from China. An assumption As the OA market share in JCR keeps growing, the growth speed of OA publications from China can be even faster.

16 1 st OASPA Asian Conference 03/06/ Gold OA: China OA Journals Increase in numbers A report* shows 308 out of 1,050 STM society journals by CAST are OA (delayed or immediate): Immediate OA (55.7%); Delayed 1-6 months (25.6%) Delayed 7-12 month (5%); Delayed 13+ months (12.6%) Immaturity of OA journals: still an early stage - License: Only 7% formally adopts CC licenses - Business model: Only 7 titles charge APC; 39% still charge subscription fees; 46.8% receive fees from data aggregators; majority funded by institutes. 23 1 st OASPA Asian Conference 03/06/ Summary China is catching up in many aspects of OA The OA mandate by CAS and NSFC is expected to be an exciting step to increase OA awareness and boost the development of Green OA in China OA publications from Chinese authors will continue to grow at a high speed to match the research output growth and the organic growth of OA market share Increasing attention is being paid to publishing OA journals from China, which to some extent gives international publishers opportunities for partnership
