DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for performing duties involving the application of professional library techniques and procedures. Work is performed under the direction of a Librarian in a higher classification. Supervision is not normally a responsibility of positions in this classification. EXAMPLES OF WORK: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties which are not listed.) 1. Interviews patrons, analyzes their needs, determines type and extent of requirements, researches library sources to retrieve materials for patron. 2. Explains inter-library loan service to patrons; performs research to locate materials to fill incoming and outgoing inter-library loan requests. 3. Reads book reviews from library journals and makes recommendations of books and materials to add to the library collection. 4. Researches, compiles and prepares bibliographies on subjects of interest to patrons. 5. Attends staff meetings and makes recommendations on policies and procedures. 6. Creates special subject displays of books and library materials. 7. Researches possible grant sources and composes grant proposals. TYPICAL PROBLEMS ENCOUNTERED: Problems encountered generally revolve around patrons requesting information and applying library policies and research techniques to provide needed materials. JOB IMPACT: The most common consequence of error would be misinformation given to a patron which could cause serious problems for the patron, depending upon the importance, i.e., medical, legal or statistical. Errors could mean embarrassment to the library resulting in a lack of creditability and poor public relations. JOB CONTACTS: Contacts are with the general public to provide services, and other libraries and branches to retrieve information.

Work requires dealing with difficult patrons, walking, standing and carrying stacks of books. The position is impacted by heavy or uncontrollable work flow; the need to make quick decisions under pressure; the need for extreme accuracy; uncontrollable interruptions and distractions; and the need to constantly shift attention before tasks are complete. DESIRABLE QUALIFICATIONS: KNOWLEDGE OF: Considerable knowledge of library research methods; reference sources; library collection; library practices and procedures. ABILITY TO: Communicate effectively both verbally and in writing; analyze and research requests for information; locate and retrieve library materials; work independently; exercise initiative and judgment in completing tasks and responsibilities; deal courteously and tactfully with the general public; establish and maintain effective working relationships with employees, other libraries and the general public. 3 REPRESENTED: AFSCME LIBRARIAN II CLASS CODE: 2847 WC Code: 8810 PAY GRADE: A17 EEOC Job Category: 02 EEOC Function: 6 GENERAL STATEMENT OF DUTIES: Plans, supervises and coordinates the work of a specific unit within the County Library System; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: An employee in this classification is responsible for administering and supervising a library department. Incumbent will serve as consultant to other departments and branch libraries in area of responsibility. Work is performed under the general direction of the Library Director. Supervision is provided to Library Specialists and volunteers. EXAMPLES OF WORK: (Illustrative only. Manages the collection of books and materials for a specific department; reads, compares and evaluates current book reviews and related sources to determine the development of collection of books, periodicals and other materials; examines and evaluates books to be replaced, mended or discarded. 2. JOB IMPACT: Consequences of error could include over-spending allocated book budget resulting in a lack of funds to purchase books over the entire year; or, incorrect information (legal) given to a patron could create serious problems resulting in embarrassment and poor public relations. JOB CONTACTS: Contacts are with other departments in the library and the branch libraries to exchange information; the general public to provide services; advisory committee to give and receive input. 5 MANAGEMENT LIBRARIAN III CLASS CODE: 2849 WC Code: 8810 PAY GRADE: M18 EEOc Job Category: 02 EEOC Function: 6 GENERAL STATEMENT OF DUTIES: Plans, implements and evaluates the operations and activities of major sections of the County Library System; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is distinguished from the Librarian II in that this position manages two or more major areas within the library system. Work is performed under the general direction of the Library Director. Supervision is provided to a Librarian I and Library Specialists. EXAMPLES OF WORK: (Illustrative only. Manages the operation of the automated circulation system including supervising daily operation of central computer equipment; troubleshooting problems with software and hardware equipment; serving as liaison to vendors on maintenance of system and to RCC Library which shares the use of the automated system; recommending and purchasing equipment and supplies for automated system. 2. Oversees and supervises the operations of two or more major departments within the library system and/or the branch library; hires, trains and evaluates departmental staff and volunteers; develops and implements policies and system procedures; assigns work schedules and determines staff needs. 3. Organizes and manages the adult fiction and non-fiction collection for the library system; reviews and evaluates collection, eliminates inactive material and purchases new materials to develop collection. 4. Supervises overall library operations in absence of Library Director. TYPICAL PROBLEMS ENCOUNTERED: Problems encountered are with the computer system or equipment impacting library services; client complaints regarding materials, services and policies of the library; personnel problems; and problems arising in cataloging, classification, filing or processing. JOB IMPACT: The consequences of an undetected error could result in the failure of the library circulation system and errors in expenditures could result in overspending budget allowances. JOB CONTACTS: On a regular basis, contact is made with the staff of other library departments and the branch libraries to provide support services, coordinate activities and provide training. Contact is also made with other County department personnel, schools and the community college, community organizations, other libraries in the region and the general public. WORKING ENVIRONMENT: Works in an office environment. Position must respond to emergency calls on computer crises and deal with clients who may be angry, hostile and unpleasant. Position will require standing for extended periods of time, bending, reaching and extensive walking. Urgent time deadlines or rush jobs may be encountered due to frequent requests. Responding to inquiries and questions from staff and the public result in frequent interruptions and distractions. Accuracy and attention to fine detail is needed for cataloging, filing and classification of library materials. 8 REPRESENTED: AFSCME LIBRARY CLERK CLASS CODE: 2851 WC Code: 8810 PAY GRADE: A05 EEOC Job Category: 06 EEOC Function: 6 GENERAL STATEMENT OF DUTIES: Shelves books, records and tapes; assists patrons in checking books in and out, paying fines for overdue, lost or damaged library materials, and obtaining or renewing library cards; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for returning library material to the shelves with secondary responsibility given to front desk duties. Work is performed under the supervision of an Office Manager who reviews work for quality and quantity and for conformance to established policies and procedures. Supervision is not normally a responsibility of positions in this classification. EXAMPLES OF WORK: (Illustrative only. Shelves books, records and tapes according to alphabetical, numerical or classification order. 2. Assists patrons with checking out books, obtaining or renewing library cards, and responding to inquiries concerning library services. 10 MANAGEMENT LIBRARY DIRECTOR CLASS CODE: 2801 WC Code: 8810 PAY GRADE: M22 EEOC Job Category: 01 EEOC Function: 6 GENERAL STATEMENT OF DUTIES: Administers, plans and directs the services and programs of the Josephine County Library System; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: An employee in this classification is responsible for implementing and evaluating operations and activities of the County Library. Work is performed under the general direction of the Board of County Commissioners who review work primarily on the basis of the assessment and achievement of established annual goals. Direct supervision is provided to professional librarians and department support staff. EXAMPLES OF WORK: (Illustrative only. Plans, develops and evaluates the library's services and programs offered through the main library, law library and branch libraries; performs goal-setting and longrange planning activities. 2. TYPICAL PROBLEMS ENCOUNTERED: Typical problems encountered in this classification are insufficient funds to meet state standards for public library service; patron complaints concerning library collection, resources available and library policies; personnel problems; and demands for new or radically different services and programs. JOB IMPACT: The consequences of an undetected error could result in financial loss for the Library and the County. This could include the loss of grant monies to fund library services or failure to balance budget could mean unanticipated expense to the County; inadequate maintenance of facilities could result in hazardous conditions. JOB CONTACTS: This position has contact with other County departments to exchange information in the areas of finance, personnel or legal problems. The position is also in contact with the Library Board of Trustees, Board of Directors of Library Foundation and Law Library Advisory Committee to provide guidance and input. There is frequent contact with community groups, service clubs and the general public in promoting and providing library services, other libraries, local officials, schools, media, press and the general public. WORKING ENVIRONMENT: Works in an office environment. Irregular work hours may be involved due to evening meetings, speaking engagements or fund-raising activities. The position is impacted by uncontrollable interruptions and distractions due to the demands of members of the Boards affiliated with the Library, the Board of County Commissioners and the public. Accuracy and attention to fine detail is needed in compiling information for state reports, completing grant applications and calculating and projecting budget figures. DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for performing clerical duties related to a specific function of library operations. The position is distinguished from the Library Clerk in that work is of moderate complexity requiring some knowledge of library operations and resources. Work is performed under the supervision of a Librarian or Office Manager who reviews work primarily on the basis of results attained and for conformance to established policies and procedures. Although supervision is not normally a responsibility of positions in this classification, the Library Specialist may provide work direction to Library Clerks or volunteers. Circulation 1. Works at the circulation desk which includes checking library materials in and out, collecting fines/fees, reviewing materials returned for damage, and arranging materials for reshelving. 2. Responds to inquiries from the public over the phone or at the circulation desk regarding library services. 5. Performs opening and closing procedures for the main library and sets the security alarm system. Reference 1. Processes inter-library loans by receiving patron's requests; verifying information is correct by searching book sources, computer database and indexes; identifying other libraries that own item and placing requests. 2. Maintains records and prepares reports related to departmental activities. Technical Services 1. Provides cataloging and classification for a variety of materials being added to the library collection by searching for or creating a bibliographic record; editing records as needed to meet standards and guidelines; producing catalog cards; and transferring records from OCLC to ULISYS system. 2. Backs up microcomputer files to tape and maintains tape archives. 3. Provides technical assistance in computer software/hardware problems. 4. Prints notices and logs and distributes to appropriate personnel. 5. Processes library materials which includes placing barcodes on books, applying spine and inside labels, pasting in pockets and placing appropriate identification on books. Law Library 1. Directs patrons in the uses of and locates law library materials which includes state and federal laws, codes and civil procedures. 2. Receives and sorts incoming mail and library materials; files, shelves or places in binders invoices, books or materials as appropriate. 3. Instructs patrons in the use of the xerox machine and microfiche reader. 4. Replaces and discards outdated books and materials. 5. Types letters, reports, and surveys; prepares vouchers and forwards to appropriate County department; maintains records and files. Miscellaneous 1. Receives rotating collection sent from main library and maintains records of collection. TYPICAL PROBLEMS ENCOUNTERED: In the area of circulation and reference, problems encountered revolve around dealing with irate, unruly patrons. Technical services problems encountered can include matching library materials with the correct bibliographic record and verifying records for accuracy. Problems in the area of research include incorrect information given on patron's request, and searching several different sources to locate requests. Problems in the law library revolve around interpretation of County policy to patrons who expect more service than the law library can provide. JOB IMPACT: Consequences of error could result in problems locating library materials due to errors in cataloging; part or all of the library database being destroyed due to errors in updating computer database; financial loss to the library if fees/charges are inadvertently waived; and embarrassment or possible lawsuit if legal advice or interpretation of law library materials was given to patrons. JOB CONTACTS: Contacts are with the general public on a daily basis to assist with library services, other library department and branch staff, County departments and the legal community. 17 REPRESENTED: AFSCME LIBRARY VAN DRIVER CLASS CODE: 2855 WC Code: 7380 PAY GRADE: A04 EEOC Job Category: 06 EEOC Function: 6 GENERAL STATEMENT OF DUTIES: Transports books and other learning resource materials from the main library to branch libraries located in the County; does related work as required. DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for the delivery and pick up of books and materials for branch libraries. Work is performed under the supervision of a Librarian III who reviews work on the basis of results attained. Supervision is not normally a responsibility of positions in this classification. EXAMPLES OF WORK: (Illustrative only. Any single position of a class will not necessarily involve all of the duties listed, and many positions will involve duties which are not listed.) 1. Delivers books and materials to branch libraries; picks up and returns accumulated monies and branch materials to the main library. 2. Selects fiction, non-fiction and a variety of other books from the main library that comprise the rotating collection for delivery to the branch libraries. 3. Maintains fuel and maintenance records; washes and cleans library van. 4. Moves desks, cabinets and shelves to new locations within the library; maintains the Conference Room in a clean and orderly manner and re-arranges furniture as needed for meetings. 5. Delivers mail and parcels to the post office; readies and delivers packages to U.P.S. for shipment as needed. 6. Receives books donated by the public; discards books not satisfactory for library use; delivers remaining books to Friends of the Library for book sales. TYPICAL PROBLEMS ENCOUNTERED: Winter road conditions could be hazardous in driving the van. There is also the possibility of flat tires or breakdowns. JOB IMPACT: Consequences of error could include money and materials stolen if the van was not locked; also, careless driving could cause loss of the library van and materials resulting in financial loss to the County. 18 PAGE 2 WORK ENVIRONMENT: The majority of work is performed driving a van in the delivery and pick up of books. Dangerous weather conditions such as fog, ice and snow are frequently encountered. The position also requires lifting boxes of books and moving furniture. The position is impacted by repetitiveness. DESIRABLE QUALIFICATIONS: KNOWLEDGE OF: Some knowledge of safety practices and precautions in operating a vehicle. ABILITY TO: Communicate effectively; establish and maintain effective working relationships with employees and the public; understand and follow oral and written instructions; work independently.
