1 1(4)/EST/UPS Systems/Purchase 10/02/2011 BID NOTICE Sub: Invitation of bid for supply and installation of 40 kva PARALLEL (1+1) REDUNDANT UPS System The Rubber Training Institute (RTI) under the Rubber Board proposes to procure 2 Nos. of 40 kva UPS System for redundant operation. Those who satisfy the following general conditions and desirous of entering in to a sales contract, may submit their most competitive bids to this notice. Bidder: The Bidder shall be either a manufacturer or an authorized direct dealer, possessing appointment letter(s) / documentary evidence of authority and capable of installing and commissioning redundant ups system and satisfactorily rendering all after sales services including supply of spares, periodical servicing, break-down/preventive maintenance for a minimum period of five years in continuation to warranty period. Authorized dealer should attach copy of authorization from the Principal/Original Equipment Manufacturer ( OEM). The following will be the general criteria for assessing qualification of a bidder:- a. The bidder should have substantial turnover and bagged minimum 3 projects with order value more than 10 lakh during the last financial year. 1

2 b. There shall be Direct OEM Service Centre in Kottayam /Kochi region or have toll free number & based service escalation matrix from OEM for service complaints within the time frame. c. The local service team should have minimum 3 qualified engineers with 3 year s experience in hardware and software installation support (CV of the service engineers are to be furnished). 2. Scope of Purchase Contract: a. Supply and installation of 40 kva redundant UPS system fully imported with service supports centre in Kerala. Authorization from OEM should be attached with the quotation, The UPS supplied under this contract shall be new and un-used and shall not have any defect arising from design, materials and workmanship or from any act or omission of the supplier that may develop under normal use. b. Delivery The 40 kva redundant UPS system with all required accessories as per specification shall be at Rubber Training Institute, Rubber Board, Kottayam 9 on CIF basis in properly packing. Installation at the designated place(s) is to be arranged at the cost of the Vendor, unless otherwise specifically agreed to in writing. c. The delivery period will be 20 days from the date of placing the firm order. Items delivered will be accepted after inspection, with reference to the specifications given in the supply order. Items, which are not conforming to the specifications given will be rejected and the same will have to be removed at the cost and risk of the Vendor. Cost on insurance coverage and security of the supplied UPS system till installation are to be taken care of by the Vendor. 3. Warranty a. All items should carry free of cost repair/replacement warranty for a minimum period of 3 years from the date of successful installation of the UPS. b. Offers with extended period of warranty up to 5 years will have weightage while evaluating the offers, After sales service beyond the warranty period (break down/ preventive maintenance services), availability of spares and rate of AMC charges are to be mentioned in the offer, which should be valid for 2 years after warranty period for undertaking the services as during the warranty period with back-to-back support from the OEM. (The rate of AMC charges will be reckoned for evaluation of bids in terms of price competitiveness). c. During the warranty period all faulty components are to be replaced with genuine spares from the OEM after getting clearance from RTI. 3 year onsite comprehensive warranty is expected with same business day service support and if the turnaround time for reported complaints is more than 24 hours, equivalent or higher configuration same branded spare unit must be provided till the faulty unit is rectified. It is expected that the Vendor should have direct OEM support for failures same business day 2

3 service support is mandatory failing which penalty terms included in the conditions will be imposed on per day basis. d. The Vendor shall provide preventive maintenance support on a quarterly basis. Remedial (break down) maintenance support shall be provided through out the warranty period. 4. A.M.C.: 5. Validity; 6. Price: 7. Payment: The vendor should quote the rates of Annual Maintenance Contract for at least for 2 years after the warranty period for undertaking the services as during the warranty period with back- to-back support from the OEM. Minimum 60 (sixty) days from the date of opening. The maximum period of validity, the Bidder is able to offer beyond 60 days may also be mentioned. Price quoted should be all inclusive on CIF basis (net of discounts/ commissions / excise duty*). ( * If exemption is available against DST certificate). No C or D form will be issued. Price competitiveness will be decided on the net cost of purchase Payment will be 90% on acceptance and installation of all the ordered items at RTI premises and other places as required in purchase order against invoices in duplicate. Balance 10% will be released against a Bank guarantee for an equal amount valid for a maximum period of 37 months (ie. Unexpired part of the warranty period plus one month). This Bank guarantee will be invoked if the vendor fails to discharge warranty obligations. AMC will be executed subject to demand on expiry of warranty Bid Schedule and Bid Format 8. 4 General conditions: 1. Data sheet: A list of major customers who have been supplied with the UPS and satisfactorily using it need be furnished in the data sheet along with other Vendor particulars. (If the list is too long, the most reputed customers / Government /Public Sector Organisations located in Kerala / South India only need be included). 2. The specifications are based on the basic minimum requirements as envisaged. Additional features / configurations of the model offered will be considered for weightage in evaluation. Two copies of the literature / brochure shall be attached with the bid. 3. The prices offered shall be final, except as a consequence of any technical features added/deleted and as mutually agreed upon while technically evaluating the offer. 4. Those tenders which are found technically responsive on preliminary evaluation will only be considered for detailed evaluation (based on competitiveness of price). 5. RRII is at liberty to accept or reject any bid in part or full without assigning any reason thereof. It is open to the RRII to choose items with higher end specifications, even though the price may be higher. 6. The Director of Training reserves the right to accept or reject any offer without assigning any reason thereof. Also he reserves the right to make modifications in the specifications, as may be found necessary later, but before placing the firm order in consultation with the successful bidder. 7. Delay in turn around time may revoke 0.2% of BG per day. 5
