1 General GLAS Queries If I wish to apply for GLAS how do I go about applying? Must an application be made by an approved advisor on my behalf? Yes, you must engage an approved advisor and they will prepare an application for you online. You can find a list of approved advisors at this link Can a new entrant in 2015 i.e. no SPS Application submitted in 2014, submit a GLAS Plan? GLAS applications are based on the herd number and land parcel information submitted on the 2014 SPS claim. A new entrant will be apply for GLAS in a later tranche, once they have submitted a valid 2015 BPS application. Can newly leased land in 2015 be included in a GLAS plan or does it need to have been farmed by applicant in 2014? GLAS applications for the current tranche are based on the herd number and land parcels submitted in the 2014 SPS application. Therefore newly leased land (leased after 2014 SPS) will not appear on an applicant s GLAS application. I have An LPIS number which was on my 2014 SPS application, the LPIS number includes the farmyard area and also a small field at the yard. As I had more than enough land to claim entitlements I did not enter a claimed area for the field at the yard. Would the field still be eligible to apply for a measure in GLAS i.e. traditional orchard? When will we be able to actually submit applications to the Dept? Can rented land be included in a GLAS plan? Parcel must have a ref area The GLAS online system was made available a few weeks ago to facilitate the preparation of applications, which could then be stored on the server and submitted when formal approval of the entire RDP has been received. We expect to have this approval within the next couple of weeks. At that stage, whatever plans are ready can be submitted, while work continues on others. Rented land can be included in a GLAS application, provided that the farmer has control of the land for the full contract and that the land was included in their 2014 SPS. Can you confirm if an existing AEOS participant elects to join GLAS programme and if he is not accepted into Scheme i.e. Commonage Management Plan not completed, Scheme oversubscribed etc. What happens in these circumstances? can he revert back to his AEOS Contract Commonage participants are prioritised (along with the other four Tier 1 PEAs) and will gain entry to GLAS in this application period. If submitted a 2014 BPS with parcels that have ref area, there should be no issue. Can the farmers remaining in REPS4 in 2015 eligible to apply for GLAS now in Tranche 1? I have a client who is retiring and leasing the farm to his son and also transferring his herd no. to his son. All lands were declared in 2014 SPS declaration. I want to confirm, can his son apply for GLAS under said herd number on lands which were declared in 2014 SPS in that herd number which would have been in fathers name at that time. He will have these lands for the duration of GLAS contract. All existing REPS and AEOS participants may now apply for GLAS. A GLAS application is based on the 2014 SPS application. If all the land is transferred with the herd number to the son, then there will be no issue. The GLAS application will be made in the father's name and when the 2015 BPS claim is submitted and confirmed, the GLAS details will change. Are there paper applications available for GLAS? There are no paper applications for GLAS, it is an online system. Applications are prepared for farmers by approved agricultural advisors. You will find further information and a list of advisors at My wife is a new farmer in 2014 for the first time and under 40yrs of age. Will there be any concession to allow her into the scheme if she was a new farmer in 2014 or 2013? There is no priority access for young farmers. Page 2 of 58

3 Can a farmer get paid on more than two Priority Assets? A farmer can get paid on more than two PEA s, but at least one can never exceed 5000 and the sum of the remainder can never exceed If I fail to get into the scheme first time around when will the 2nd tranche open or will there be a second tranche similar to the TAMS scheme? No decision has been made on the opening date of a second tranche. What is required under a Nutrient Management Plan? Is this the same as under REPS 4? Can you please send us specifications for the NMP. Will be using Teagasc NMP system. Must be submitted before end of first full year in GLAS. Can a New Entrant in 2015 i.e. no SPS Application submitted in 2014, submit a GLAS Plan? The habitat is a grass field and will be declared on BPS in 2015 as permanent pasture. Can he use this for wild bird cover? Stocking requirements are dependent on the actions chosen, for example, the specification for Natura parcels states, set stocking levels that avoid eutrophication, overgrazing, undergrazing and erosion... I refer you to the scheme specification at for other stocking requirements. Commonages also require stocking, but this is agreed with the advisor when drawing up the Commonage Management Plan. The closing date is 30th April This has now been extended to the 22 nd May. Can a new entrant into farming apply for the scheme? Not in this first tranche as applications are based on the herd number and land parcels declared on the farmer s 2014 SPS application. A farmer who is adding a plot onto his BPS application in 2015, can actions be applied for on this parcel? No, only plots that existed on the farmer s 2014 SPS application are available for actions. When GLAS planning online will the online GLAS system tell us automatically whether a farmers land is located in the priority access areas or do we need to establish this elsewhere. When you look at a client s application, this information will be available on the Profile tab. You can get details of the overall farm attributes, or by selecting a parcel. A user manual is available, to be found at the blue strap at the top of the page in the application system. Is the GLAS mapping system independent of the BPS, so if I split a LPIS on the GLAS mapping system, will I have to do the corresponding adjustment on an applicant s BPS application? When approved, all part parcel actions recorded in the GLAS system will be sent for digitising automatically. I just wanted to clarify the eligibility of young farmers to apply to GLAS 2015: If a young farmer is transferred an entire farm holding before the submission of the young farmer scheme deadline, is that young farmer eligible to If a farmer has a herd number and submitted an application for 2014 SPS, then they apply for GLAS now. A farmer declared his lands on SPS in 2014 as normal. For 2015 he has retired from farming and has transferred his holding of three separate farms to his three sons. One has taken the fathers old herd number while the other two are allocated two new herd numbers. Are these three sons commencing farming for the first time in 2015 eligible to apply for GLAS this year? Only issue here is that farmer must ensure he has control of lands for duration of contract. In GLAS, we will pay on owned, rented and leased lands. When completing the GLAS application for the son taking over the fathers herd number you will have to deselect the parcels not now available under this herd number. Regarding the other sons they will have to wait until they lodge their 2015 BPS applications and providing that there are later tranches of GLAS applications If a farmer ceases farming within the 5 years, what happens in relation to monies paid out? The re-imbursement of aid will not be required in the following cases: Where a participant has ceased farming and has completed three years of the action undertaken. 7 If a father applies for GLAS this year and is accepted into the scheme he wishes to transfer the farm in 2-3 years to his son. Can a son take over the running of the farm in 2-3 years and agree to continue the GLAS plan and receive payment for the remainder of the contract? You should refer to Section 10.3 of the Terms & Conditions of the scheme where it states that: Contracts are non-transferable except in the case of: 1) Certified serious illness 2) The transfer of the entire holding subject to prior approval of the Department 3) Death of the participant What is the minimum level of environmental qualification required in order to be a registered/approved inspector? To be a GLAS Advisor it is Level 8 qualifications with specific soil science and an animal or crop production module. Can you please advise me where to find form for farmer to give consent to a planner for GLAS scheme Forms can be found on our website through the following link. I have a young farmer who first submitted an SPS application in 2013 and forgot to send in his SPS Application in Does this prevent him from joining GLAS in 2015? Unfortunately, not eligible for the current tranche of GLAS applications as they are based on the herd number and land parcel information verified on the 2014 SPS application. However, if he submits a BPS application in 2015 he should become eligible for a later tranche of GLAS. Is there a minimum stocking rate for GLAS? For certain actions must have stock, e.g. Low Input Permanent Pasture, Protection of watercourses from Bovines. Please refer to the Specification for these stocking rates. Do leases need to be stamped by Revenue? Leases don t need to be stamped by the revenue for the purposes of GLAS. Where a son takes over a farm from his father taking the same Herd No is he eligible for GLAS? Where/ How do we note the change of name on the herd no on the GLAS Online system? If same herd number and parcels as 2014, no issue, the change of name will appear on the system after 2015 BPS. If an AEOS 2 applicant is successful in applying to enter GLAS what date does his AEOS contract end and his GLAS start. He will be paid up to GLAS start date in AEOS Can some apply on a LPIS number in GLAS this year that someone else had on their SFP The current tranche of applications is based on parcels the applicant had on his/her SPS in Tranche 2 will be based on their 2015 BPS parcels. Will there be a.pdf template so we could actually print out the application or proposed application which we can show our clients? That is all there on the summary sheet. 9 If a farmer has started farming in 2015, with a new herd number he will be ineligible to apply for GLAS in 2015? An application may be made for subsequent tranches once a valid application has been received for BPS and the parcels are validated If a farmer declared rented land on his 2014 SPS application, will he be eligible to use his rented land as part of his 2015 GLAS application, or will it be similar to REPS/AEOS that payment can only be drawn on leased land? A person takes over a holding this year 2015 and increases the size of the holding can the additional lands be used to drawdown GLAS payments. The online system will bring in all parcels claimed on the 2014 BPS (owned, leased and rented); It is up to the farmer to ensure he has control of the rented parcels for the duration of the GLAS contract. Where he has already lost a parcel in 2015 or knows he will not have it for the duration of the GLAS contract, the advisor can removed this parcel from the online application system. Yes but only for applications made in subsequent tranches, once the person has their 2015 BPS submitted and all parcels are up and validated on the SPS system. Are capital allowances included in the payment rates? Will capital allowances be applied for separately? Capital allowances are included in the payment rates and will not be paid separately. ARABLE FARMERS Does the >30ha of arable refer to 2014 and/or future years? >30ha arable is based on the LPIS data returned on the 2014 SPS. What will happen if they do not reach the 140kg N limit/over 30 ha arable, in any one year of the contract? They must continue to deliver the commitments entered into, even if they fall below the 30ha of arable or >140kg. I am an arable farmer in the >30ha category. I am thinking of availing of the GLAS scheme. I understand that I am obliged to adopt minimum tillage practices. My question is do I have to adopt minimum tillage across the whole farm or to a part of it? This person for tier 1 can do min till (> 10) or CC (> 10ha). Where they do min till, it only has to be on the parcels in receipt of GLAS payment. Page 9 of 58

10 I have a query: an arable field has two LPIS no s the arable area and a Reps 4 Habitat area Is it permissible to amalgamate the Reps4 habitat{as declared in 2014 Area Aid Application} into the arable area and apply to put the entire field into one of the GLAS Arable options? CATCH CROPS GLAS applications for the tranche that is open at the moment are based on herd number and land parcel information submitted on the 2014 SPS claim. If parcels are amalgamated that will be on the 2015 BPS application and therefore will not appear on the current GLAS application as an amalgamated parcel. Catch Crops: Can they only be grown on land that was arable in 2014? If the land in question was in arable on another farmers SPS application in 2014? When does a catch crop have to be established if applying now? Autumn 2015 or 2016? See page 34 of spec 2 nd paragraph 2016 I have one example of all tillage farmer with 29Ha of Spring Malting Barley. There is a contract on this 29Ha. In order to avoid a penalty in BPS he must be in GLASS. However he is in Tier 2 as he has <30 Ha which leads to the question, Is there assurance that he would be in Tier 2 will he be assured of eligible for the scheme? If your client qualifies for TIER 2 and must sow at least 10ha of catch crops for GLAS and deliver for the duration of the GLAS contract. However to satisfy equivalents for BPS he must sow all his arable area each year in catch crops for the duration of the GLAS contract. In GLAS, we can give no guarantees that he will be selected into the schemes until approvals are being issued Page 10 of 58

11 Will there be much or any training involved for farmers choosing these two options along with Green cover establishment from a sown crop E155/HA? There will be a mandatory 1 days training for all GLAS participants which will be delivered by a GLAS advisor. This must be done by the end of the 2 nd full year in GLAS. COMMONAGES Is Rented Commonage eligible or GLAS (if the farmer will have it for the duration of the GLAS contract)? All Commonage declared by the applicant on SPS in 2014 is eligible provided that the farmer/advisor is satisfied that it is available to the applicant for the duration of the contract The role of the adviser in Amended GLAS Commonage Plans (for Late-comers) is not specified. If additional farmers want to get involved in the commonage in the years after the plan was drawn up, how will the commonage plan be amended? Must all farmers be contacted to agree the amended commonage plan? What happens if there is disagreement on group-based actions at this stage? Commonage UAA area has to be maintained for the duration of the plan. Is it expected that the GLAS commonage planner will reduce the UAA of the commonage for farmers BPS when drawing up the GLAS CMP, where it is evident that insufficient deductions have already been made? Yes What happens if the GLAS planner uses current UAA area from LPIS maps, but these are cut by a significant % next year or the year after, will farmers have a case to come back to planners with? For a decrease in Reference Area the GLAS Terms and Conditions says a penalty in accordance with IACS. Claw-back for previous years. Can you specify exactly what penalties apply to farmers where the UAA areas fall? If additional persons join in subsequent years all existing shareholders in the CMP will have to be contacted it is after all their plan. Amendments will by and large be adjustment of EE numbers. Do not understand how there could be disagreement on group based actions. One assumes the group based actions were established on environmental need. In any event the late comers are joining an existing plan and do not have a veto. Payment on Commonage is not restricted to UAA. GLAS Advisors must walk and assess the commonage on the ground i.e. cannot rely on maps only. Same rules as apply in the Basic Payment Scheme; these are outlined in Table 1 of Annex 5 of the Terms and Conditions. Page 11 of 58

12 What are the implications if any where a farmer reduces his net claimed area and or increased the area under rock / scree etc. Up to now we have been advised to reduce the claimed area in parcels that we deem are being overclaimed or where the claimed area is borderline Farmers have been required for the last ten years under SPS to ensure that appropriate deductions for ineligible land are made in the annual SPS application. Declaring ineligible land in 2015 could have serious implications on the BPS side as 2015 is the establishment year for entitlements. The commonage area defined in the commonage container may have to be adjusted and the payable commonage area reduced. See GLAS Terms & Conditions and associated penalty schedule within same for implications of not ensuring the reference area is correct in 2015 vis a vis GLAS payments going forward. If a farmer decides to reduce declared area of one of his commonages to 0 on BPS (e.g. maybe commonage runs alongside road and is unfenced, not possible to increase sheep numbers on it and can t get PP to fence) Can he get GLAS on the rest of his farm if he has other commonages that are stocked? Can he get GLAS on the rest of his farm if he has no other commonages? (The Dept. recommended to farmers that if they were unsure of eligibility of plot they could declare it as 0 on BPS). Commonage declared in 2014 and having a reference area >0 will automatically be.presented to the Advisor on the green-land application and the farmer must commit to joining the Commonage if a plan becomes available. If the farmer reduces his reference area to 0 on his 2015 BPS, this will not make any difference to the requirement. The rules about joining commonages on which you have a share are as follows: You must have at least one Commonage plan You do not then have to start a plan on your other commonages but if at least one person starts a plan on those other commonages, you must join Are there details of when the sheep have to be on the commonage (numbers for each month rather than saying what is traditional in the area ) and what months the min number are expected to actually on the commonage? Will these be averaged for the months grazing or are they min & max numbers for every day? Will the commonage plan state how many sheep are on the commonages for each month or just make reference to the min & max numbers? An active sheep farmer with 200 ewes will have to increase to 300 based on individual max min figures. No problem with that. We would expect the Commonage Plan Advisor to establish what is relevant in differing geographic/climatic locations. The commonage plan, drawn up by a professional advisor, should set out the grazing pattern to be followed to respect the environmental needs of the commonage. Sheep flocks grazing commonages are hill flocks and their mainstay is the commonages; therefore it is expected that they will be on the commonage for most of the year apart from lambing, dipping, bringing down for the ram etc. Where exceptional circumstances prevail cases will be looked at on a case by case basis. Bottom line is payment is for proper management of the commonage. Page 12 of 58

13 However if the other shareholders (inactive etc.) don t come on board for CMP, he would have to meet minimum whole commonage numbers of 1400 sheep by This is not practical from a health and safety perspective. Surely there should be a practical minimum number above which no individual farmer would have to exceed to get GLAS payment? If there are 2 shareholders on a Commonage. Shareholder A has a 57% share of the Commonage and wishes to join GLAS. a) Has the Commonage Management Plan Advisor write to shareholder B in order to fulfil requirements for the Commonage Management Plan, even though shareholder B does not wish to join GLAS. Is written proof required? b) If shareholder A joins GLAS and shareholder B doesn t join. Given the scenario that shareholder A is grazing the Commonage according to the Commonage Management Plan recommendation based on minimum ewe equivalents for the whole commonage by Dec 2018, (due to no other GLAS participant), and shareholder B allows sheep to graze the commonage above the maximum ewe equivalents, is shareholder A liable for penalty if the commonage was inspected - due to shareholder B s actions? The advisor must indicate, when applying to become the appointed Commonage Advisor, that all shareholders named in the commonage container have been contacted. If GLAS participant is abiding by the plan the focus will be on the the farmer outside the system. Page 13 of 58

14 c) Given the scenario in number b above, would it be advisable for shareholder A to make available the Commonage Management Plan to shareholder B in any event? Such co-operation is always advisable Each farmer is only responsible for his/her own flock. d) Also, how would shareholder A know or track the number of ewe equivalents given the fact that shareholder B could vary his/her ewes at any time during the year etc.? Where 2 farmers share a commonage less than 10Hectares in total, can they both take the option Low Input Permanent Pasture where it is appropriate environmentally? Can they both do Wild Bird Cover? Where only part of the commonage was declared for 2014 SPS, is the full commonage eligible for GLAS? If the part omitted for the 2014 SPS is ineligible, how is this dealt with in the Commonage Management Plan? There seems to be a lot of responsibility on the planners and very little on DAFM or the farmers to draw up a CMP. Issues of payments to planners may arise and planners might decide that doing CMPs may not be worth the hassle or just cherry pick them. Where Shareholder A has a half share in a commonage and These actions cannot be taken on commonage. If Shareholder B continues to use the commonage enters it on his SPS from now on and meets the min for the full commonage are they both eligible for GLAS? Where a commonage is mapped wrong in with 3 other commonages on the SFP maps. This was addressed by dividing his commonage fraction as per the commonage he owns: not as a result of the gross area as per DAFM SFP LPIS parcel. But how will this be calculated for GLAS: is DAFM are using the gross area to calculate the commonage share? If a person is in AEOS with commonage does not transfer to GLAS do they have to adhere to any actions in the CMP drawn up for GLAS farmers? If there is illegal dumping on the commonage: will the GLAS commonage participants be held responsible for its removal? The GLAS Specification for the Protection of Watercourses from Bovines states: Watercourses on commonages and / or noncontract land are not eligible for this action and do not have to be fenced What does non-contract land mean? Where on the ground the Advisor establishes that the commonage is mapped incorrectly it should be notified to the Department. No. They have their own contract. The CMP advisor should take account of the sheep numbers of the AEOS 3 participants only in establishing the carrying capacity of those in the CMP. Must be included in the CMP as one of the group actions Land not available for the five years of the contract and specifically excluded in the GLAS application. We have answered this question previously and it is up on the FAQs on DAFM website. A farmer had two shares in a commonage declared on his 2013 and 2014, one owned and one rented. He now has secured a 6 year lease on this second share along with lowland on the same folio. Can both commonage shares be included for payment along with actions on the leased lowland? Only land declared under the 2014 SPS claim will be eligible for this tranche of GLAS. Page 15 of 58

16 What is the update on the commonages, will there be a collective agreement required? Is the GLAS commonage payment based on GLAS commonage area column or the reference area column on the online GLAS system X Farmer's share? If a LPIS commonage parcel is 20ha. There are two shareholders, each having 50% share/undivided parts. One application only will be accepted for commonages with a gross area over 10ha. A collective agreement is still required. The Commonage guidance document notes that GLAS Commonage area this is the area of the commonage eligible for payment under GLAS. Are these two shareholders paid on 10ha each (50% share) at 120 or are they "both" paid on 20ha each at 120? An applicant has commonage as can be seen yet is down as a possible tier 3 application on the online system why is this? Commonage participants are paid on their share at 120/ha. What is a townland commonage? Is it one townland unfenced? Is it more than one townland unfenced? How are planners appointed for commonage? If there is more than one planner applying for the same townland who decides on? Can a commonage planner act for me in my application under the GLAS scheme? Is there a fee for one townland of commonage or does my fee cover three town lands unconnected? We will have a commonage container going up on our website very shortly which will provide information in relation to commonages. You will be eligible to apply for GLAS but the cost is a matter between you and the advisor. Is there a deadline agreed for the Commonage Management Plans? Should there be a later tranche of GLAS applications this commonage would be eligible to be included provided that it was on the farmers 2015 BPS. Environmental Management of Fallow land Environmental Management of Fallow land: is it counted as an arable crop on the 2015 Basic Payment Scheme application? Can a farmer only take this option if arable in 2015? Farmland Birds Are these options 1-7 of farmland birds compulsory where a farmer has designated spa lands,or can a farmer just opt to receive the basic payment of 75/ha for Natura lands. If a farmer has some of the specified farmland birds on his land, and these lands are not mapped by the NWPS, what position will this farmer be in? Can he apply to the NWPS to seek his lands being approved and mapped and thus, apply as a Tier 1? My question for you is, is picking the hen harrier option compulsory? i.e. can a client pick for example LIPP & THM on non hen harrier areas and submit a valid plan? Hen Harrier is a Priority Tier1 action which makes it a mandatory action that must be selected. For compatible actions please refer to pages 19 & 20 of the Terms & Conditions. GLAS+ The maximum payment is 5,000 and 2,000 extra euro for farmers with more than one priority option - what does this mean and how do you get the extra 2,000? To qualify for GLAS+ a farmer must have more than one priority environmental asset (PEA) on their holding and at least one of those PEAs must generate a payment of over 5,000 per annum (basic GLAS rate). They will then receive payment of up to an additional 2,000. The five PEAs are; Farmland habitat (private Natura) Commonages Farmland birds designated species High status water site Rare breeds With regard to the 2,000 extra Yes, apart from Conservation of Farmland Bird Actions where participants payment under GLAS+ how does a can subject to having enough land area get up to 7,000 from one PEA farmer qualify for this? This commonage land is SAC they will not get GLAS plus from what you outlined below. & SPA. Does this qualify for GLAS+ Farmer with 90 Ha of land that is designated both SAC & SPA. 22 this qualify for 7,000 GLAS+ If a farmer will receive 4000 from Commonage area plus 3500 from Private Natura, am I right in assuming he will get 7000 from GLAS. What if he has 60 Ha of Commonage and no private natura? or 5000? First example will get 7,000 and on the second example will get 5,000. If a farmer has 2 PEA's commonage and SPA (Chough).The farmer 5,365 per annum in this case once comply with spec etc has 70 Ha of commonage but only has 1 hectare of SPA. Does this equate to a payment of 5,365 Euro or 7000 Euro. I have a farmer who has a parcel with a size of 40ha. It is designated hen harrier and Natura. Will she get paid the 7,000 on the hen harrier alone or do I have to click the Natura box as well. Can she get paid on both? She also has a small commonage, is it ok to exclude this? Hedgerows For New Hedgerows, I understand the Minimum length eligible for payment is 10 m (in a continuous row) and the Maximum length eligible for payment is 200m. Can you confirm that farmers can opt to plant any number of separate lengths in different locations provided each length is at least 10 m? GLAS applicants must address all their PEAs, such as commonage, birds and Natura. Therefore your client may not exclude their commonage. As for the hen harrier land, it is likely based on the land involved that they will receive the full 7,000, if it is all designated for hen harrier. You will need to select the Natura action as well, if it appears on a parcel. Yes, providing of course it meets all requirements of the specification and up to a maximum on the holding of 200m. Is the payment for new Hedgerow Establishment 5/m irrespective of the costs to establish same? In reps etc, it was advised when coppicing to let a mature whitethorn uncut to provide blossoms for the bees. Maybe one in every 30 metres. For GLAS what is the situation? 23 On an external boundary where there are existing posts and wire or an earthen bank, can a new hedgerow be planted beside it? 3rd paragraph (Planting New Hedgerows) in specification sets out the requirements for this action. If these are complied with, there should be no issue. If a farmer has a hedgerow/bank/other keeping back stock 1.5 metres how is this dealt with? If a farmer has a hedgerow/bank/other keeping back stock 1.5 metres how is this dealt with? I have a client who wishes to coppice 1000 metres of internal hedges. He also wishes to coppice a further 400 metres of hedgerow which forms a boundary with a neighbour. Will he get paid 50% on this boundary hedgerow or has he met his quota with the 1000m on internal hedges? Your client will have met his quota with the 1,000m of internal hedge. What is the position with someone in AEOS 3 transferring to GLAS (has commonage) re the hedge he planted in AEOS, Will payment carry forward to GLAS? Capital investment payments will continue to be made to those in AEOS transferring to GLAS. If a farmer plants a perfect hedge to full specifications and it only costs him 3.5 /m will he get paid on 5/m or 3.5/m.? Will be paid 5 euro per metre once it complies with spec. If in AEOS at the moment and wish to transfer into GLAS - can the action taken in AEOS transfer directly or are new actions required i.e. if 200m of hedgerow was planted in AEOS, will this suffice of will 200m extra need to be planted. Low Input Permanent Pasture Must deliver new actions. Will heather qualify as a nongrass species? If heather is present in a parcel, it is not eligible for LIPP. All GLAS plans must be completed in line with the released GLAS specification - see top of page 4 of the released specification, underlined section. Page 23 of 58

24 If a parcel hasn t been reseeded ever will this qualify, i.e the number of grass species isn t known? If there is any sign of heather at all in a pasture for LIPP, does this automatically exclude the farmer from this option? I have a query regarding the Low Input Permanent Pasture. There is a limit of 40kg per ha per year of chemical nitrogen usage. Does this mean that slurry or farmyard manure can be applied to provide extra Nitrogen? The advisor must check the parcel on the farm to ensure it complies with the specification, because it was not reseeded does not automatically qualify it for payment. If a parcel has heather it is not eligible to draw down payment in GLAS as a LIPP parcel. Yes within the limits of the Nitrates. Is there a percentage of heather No, if heather is present in a parcel, it is not eligible for LIPP. allowed in a pasture for LIPP before the parcel is disqualified or is it disqualified with as little as 3-5 % heather present throughout the parcel? 25 With regard to low input pasture part parcel, does it have to be in one area within a LPIS or can it be different sections within a LPIS? It should allow you to select different sections within the LPIS. The GLAS online system was made available a few weeks ago to facilitate the preparation of applications, which could then be stored on the server and submitted when formal approval of the entire RDP has been received. We expect to have this approval within the next couple of weeks. At that stage, whatever plans are ready can be submitted, while work continues on others. Would rough grazing be eligible for low input pasture if it satisfied the criteria? Can you have different widths of arable margins in the same parcel? It is up to the GLAS Advisor working with the farmer to determine whether the pastures fulfil the LIPP specification in terms of less than 30% ryegrass, proliferation of grass and non grass species etc. It is likely that old pastures as you describe below that have now been reseeded would satisfy the LIPP specification if they are receiving low levels of chemical N application; however that can only be determined through your advisor physically walking the parcels concerned. On the 1st one, parcels must comply with GLAS spec for LIPP, there must be no heather in the parcels and there must be an enterprise of owned livestock on the holding. One again your GLAS advisor will be able to determine if the rough grazing pastures are suitable and acceptable. On the 2nd one, see spec, you can have different widths of arable margin in the same parcel but not on the same parcel boundary I would presume that areas under Species Rich Grassland (LIPP), Traditional Hay Meadow and Wild Bird Cover in AEOS can transfer directly into GLAS.
