3 Project Purpose Help Colorado meet the La Plata River Compact with the state of New Mexico. Provide supplemental water to Colorado irrigators by exchange. 3
4 La Plata River Compact "The state of Colorado and the state of New Mexico, desiring to provide for the equitable distribution of the waters of the La Plata river, and to remove all causes of present and future controversy between them with respect thereto and being moved by considerations of interstate comity, pursuant to acts of their respective legislatures, have resolved to conclude a compact " - November 27, Signed by Delph E. Carpenter (Colorado) and Stephen B. Davis, Jr. (New Mexico) So begins the story of the Long Hollow Reservoir, a project that will help Colorado meet delivery obligations under the La Plata River Compact. The Compact was designed to fairly apportion water between Colorado and New Mexico in the La Plata River. 4
5 La Plata River Compact Full Use Each state has unrestricted use of water within its boundaries: Between December 1st and the succeeding February 15th ( non-compact period ). When Stateline gauge flow is 100 cubic feet per second (cfs) or more. Shared Use If Stateline gauge is less than 100 cfs between February 15th and December 1st ( Compact period ) then Colorado shall deliver ½ mean flow at the Hesperus gauge to Stateline gauge the following day. 5

11 Breaking Ground The Long Hollow Reservoir Project is the culmination of the efforts and cooperation of innumerable people and organizations. This project will help the State of Colorado meet its La Plata River Compact obligations with the State of New Mexico while providing supplemental irrigation water to irrigators in this water-short basin. 11
