2 India and Climate Change Effect of climate change on developing countries is adverse as their capacity and resources to deal with the challenge is limited. India being dependent on rain-fed agriculture is highly vulnerable to climate-induced changes. Impacts of progressive global warming will fall hardest on the poor.

5 The World Bank Report on India s Climate Change Kolkata and Mumbai threatened by extreme river floods, more intense tropical cyclones, rising sea levels and very high temperatures Decreasing food availability can also lead to significant health problems. More extreme droughts and floods, rising sea levels, melting glaciers, and decline in food production Increasing flood risk in other coastal and deltaic regions. Substantial reduction in the flow of the Indus and Brahmaputra in late spring and summer.

6 India: Approach To Climate Change India is a non Annex I country under the Kyoto Protocol. Thus has no binding target for emissions reduction. India is an active participant in the Clean Development Mechanism (CDM) India has 20% share among registered CDM projects of world.

7 INDIA S ACTION AGAINST CLIMATE CHANGE The National Action Plan on Climate Change (NAPCC) Climate Change Action Programme (CCAP) Twelfth Five-Year Plan and Climate Change National Environment Policy, 2006 Prime Minister s Council on Climate Change Parliamentary Forum on Global Warming and Climate Change Indian Network for Climate Change Assessment

8 National Action Plan On Climate Change (NAPCC) India adopted a National Action Plan on Climate Change (NAPCC) in 2008 The Plan outlines Eight National Missions running until 2017.

9 Mission Of NAPCC 1. Enhanced Energy Efficiency 2. Sustainable Habitat 3. Green India (focused on the increasing of forest cover) 4. Strategic Knowledge (aiming at establishing a research fund)

10 Mission Of NAPCC 5. Solar Mission 6. Water Mission 7. Sustaining the Himalayan ecosystem to help protect India s water supply from the Himalaya. 8. Sustainable agriculture.

11 NAPCC At State Level State governments are preparing State level Action Plans on Climate Change (SAPCC) through which the NAPCC will be implemented. They draw upon India s National Action Plan in order to put in place state level measures in mitigation & adaptation of the action plans.

13 Climate Change Action Programme (CCAP) National Carbonaceous Aerosols Programme (NCAP):NCAP to enhance the study of the role of Black Carbon in climatic change. It is in collaboration with other ministries as well. Long Term Ecological Observatories (LTEO) Coordinated Studies on Climate Change for North East region (CSCCNE)

14 India s 12 th five year plan Sets a target of 8.2% growth during this period. The plan makes clear that high growth requires supporting growth in energy. So steps must be taken : To reduce the energy intensity of production processes. To increase domestic energy supplies.

15 India s 12 th five year plan The GOI has set up an Expert Group on Low Carbon Strategy for Inclusive Growth. The Group has to develop a roadmap for India for low carbon development. On the forestry side, a Technical Group has been set up to develop methodologies and procedures to facilitate the assessment and monitoring of REDD+ actions.

16 REDD+ (Reducing Emissions From Deforestation And Forest Degradation) India has announced a number of initiatives related to its preparedness for REDD+. A National REDD+ Coordinating Agency has been given in principle approval Methodologies for National Forest Carbon Accounting are being institutionalized. A national level consultation on the preparedness for REDD+ was held in March 2012.
