Helping Europe respond to the impact of climate change A * Martin Juckes, Rob Swart, Peter Thysse, Wim Som de Cerff, Annemarie Groot, Victoria Bennett, Lars Bärring, Luis Costa, Johannes Lückenkötter, and Sarah Callaghan *

CLIPC is one of many activities funded in FP7 to prepare for Copernicus (the European Programme for the establishment of a European capacity for Earth Observation), but it is not part of Copernicus. CLIPC Start: 1st December, 2013 Duration: 36 months Lead: STFC ( Web: Budget: 6million Lead group: Centre for Environmental Data Archival ( FP7 id: SPA : Provision of access to simulated and observed climate datasets and climate indicator toolbox Launch of Sentinel 1, 2014

CLIPC is one of 5 projects funded in the last FP7 SPACE call to support the launch of the Copernicus Climate Change Service Quality assurance Detection and attribution Global re-analyses Regional re-analysis

The CLIPC site currently describes project activities and objectives. In early 2016 the first version of the portal with integrated data services will be launched (at ). The CLIPC platform should support decision making and support exploration of the data and science behind decisions. The C3S portal will deploy operational services with a focus on contracted service agreements with member states. The CLIPC portal is exploring a range of research issues critical to the supply of reliable climate information for policy support.

2014 towards a European Climate Change Service Launch of Sentinel 1 - the first of a series of Copernicus satellites. Many scientific innovations + full cost of data delivery to user met by Copernicus. ECMWF appointed to run the Copernicus Climate Change Service (C3S) on behalf of the commission. Service level delivery to national climate services Free and open access to the public, including scientists, SMEs, etc.

Data access Impacts toolkit Two work packages dealing with harmonising access to climate data and harmonising the data itself. Two work packages deal with the creation of climate impact indicators and the comparison, ranking and aggregation of these indicators. Requirements and Integration Three work packages cutting across data access and impacts toolkit issues: User Requirements, User Interface and Knowledge Base, and Visualisation and Integration.

CLIPC Mission CLIPC will design a platform to provide access to climate information of direct relevance to a wide variety of users, from scientists to policy makers and private sector decision makers; The one-stop-shop platform will provide data and information on climate and climate impacts, and ensure that the providence of science and policy relevant data products is thoroughly documented; Engage with user communities to inform development. Temperature change Flooding Societal impact ESA J.Huart

THANK YOU!

Research Challenges Harmonised data services: Tape vs. disk A new interface will provide transparent access to tape and disk data stores; The ecosystem of data standards A range of vocabularies associated with different domains will be moved into the generic standard Simple Knowledge Organisation System to promote interoperability; Protocols for data access Extending the use of the Earth System Grid Federation service bundle to a wider range of datasets; Terms of use Demonstrating use of an implicit license rather than gatekeeping with enforced box-ticking.

Research Challenges Harmonised data Systematic errors understanding bias Exploring a range of methodologies; producing harmonised data from re-analyses and projections; Dealing with ensembles Deriving reduced ensembles which span problem specific measures of variability; Climate impact indicators: Tier 1: statistics of climate Produce a set of standard statistics (dry day duration etc) from harmonised data.

Research Challenges Impacts and impact functions Cataloguing climate change impact indicators Climate change impact indicators come in many forms. CLIPC is developing a systematic catalogue: Developing new indicators New indicators will be developed to fill gaps in the existing catalogue; Impact functions for systematic production of indicators Impact functions will facilitate updates and assessment of indicators.

Research Challenges The impacts tool kit Comparing, ranking, evaluating impact indicators The wide range of indicators available can add to confusion. A systematic approach to comparing indicators is being developed. Viewing indicators and uncertainty Different visualisation approaches are often used for different fields CLIPC will develop a flexible visualisation interface to enable harmonised viewing of indicators and their uncertainty.

Data collections to be integrated ESA Climate Change Initiative CMIP6 transforming climate projections Global and regional re-analysis HadOBS

Clear user requirements Comprehensive IPR policy Semantic links between vocabularies Structured vocabularies Flexible search interfaces Flexible data access services Data visualisation Value added climate data products Climate impact indicators Comparison, ranking and aggregation of indicators Knowledge base of climate information

User requirements: adding value Review of past and ongoing projects Four different user categories User interaction strategy defined per priority user category Interviews with selected users User workshop

User requirements capture (summary) Need multiple access routes uncluttered for the expert user, with detailed guidance and explanation of options for others; Clear need for a stable interface research project portals which come and go will not meet user needs; Regular data updates; Clear guidance; Multiple data formats; Etc;

Mappings between terms and providing flexible search Simple Knowledge Organization System (SKOS) A W3C protocol for defining concepts and relationships between concepts. EMODnet is developing a search interface which exploits SKOS semantics. CLIPC approach Build on work done for EMODnet Tools for managing mappings Enter mappings into SKOS Examples: search for drought and discover consecutive dry days or search for rain and discover precipitation.

Observations Radar Satellite Timeseries Ensembles Meteorology Visualisation framework based on KNMI AGUDUC service and climate4impact.eu.

Bias-Correction Intercomparison Project Multi-project initiative to develope authoritative bias-adjusted datasets CLIPC is addressing the demand for harmonised data through bias adjustment and reduced ensembles Working at three spatial resolutions: global (GCM) scale ~ km CORDEX EUR-44 ~50 km CORDEX EUR-11 ~12 km Generation of reduced ensembles to support impacts modelling

Indicator database Method Nr 81 entries to date; Transformation of single climate variables 33 Tier 3 indicators hard to capture; Climate statistics well covered (but Combining several climate variables 12 Aggregating climate and nonclimate data 12 Based on bio-physical data other than climate data 9 Output of biophysical or economic model more work on the urban theme). 40% 1 30% 19% Model Observations Model projections reanalysis 9% Satellite

Scenario-based exploration tools Interactive tools that allow users to: explore alternative scenarios of climate change impacts. compare, rank or aggregate impact indicators. The tools will exploit the processing service element of the KNMI AGUDUC portal, building on work done in ISENES and ExArch.

Knowledge base Catalogue (Scientific information) - harvested INSPIRE & ISO11195 compliant metadata and Digital Object Identifiers for citation; Commentary - from the user community via CHARMe; including quantitative quality information; Technical documentation e.g. Common Information Model, ngeo; Glossary of terminology searchable, structured vocabularies using Simple Knowledge Organization System (following SeaDataNet); Literature searchable registry of grey literature.

2014 towards a European Climate Change Service 2014 also saw the finalisation of the IPCC 5th Assessment Report and the launch of CMIP6

Advanced data services: case study Complex query: Six-hourly winds, temperature, specific humidity, sea-level pressure for DJF of (experiment historical) and (experiments rcp45, rcp85), from all models which provide this data. ExArch Laliberte et al, submitted to BAMS Verify file metadata matches catalogue; Access data required (spatial and temporal subsets) CLIPC approach Expand range of datasets in ESGF

Project started Dec. 2013, first meeting Jan CLIPC is an FP7 research project; CLIPC will feed ideas and prototypes into the Copernicus Climate Change Service (C3S), which will become operational in u
