2 Layman, s Report Nearly every major natural or manmade disaster leaves people displaced. Their houses are destroyed or they are convinced to flee from their home region. Lots of traumatized people are in need for shelter. This situation is a big challenge for the disaster relief forces too. They have to face the situation, to set up a safe place for the affected people in a destroyed area. They have to organize save life in a localized manner for as many people as possible. This means to r build up a safe place for families and those who have lost their people r provide people with food, water, medical and psychological care r give them the possibility to live in dignity, especially in the situation of having lost all r provide organizational structures for a temporary life under unsafe conditions and avoiding conflicts r give people the necessary help to restart their life by teaching them to organize the shelter autonomously r hand over the shelter to them the material system and the management as well Innovative Arrangements The Management System of EURETS aims to provide the whole supply chain of help for displaced people in case of major emergencies. EURETS project has defined four main stages of development: r Testing of innovative arrangements ensuring the availability of key resources and essential equipment during relevant periods of deployment. First shall be local purchase to support the economy of the affected country. Second the country itself, EU countries or other donors will support stock equipment for emergencies, or tents and equipment purchased and stockpiled by EC will be the resource for the helping team r Comparison of existing emergency sheltering tools for first responder and development of an innovative management structure with Standard Operating Procedures and Table of Organization and Equipment r Training of a multinational team and deployment onsite or in field exercise r Collecting the essential learning for a functioning handover of shelter system to the affected people as a sustainable basis for their future life. Design a new Temporary Emergency Shelter Management System EURETS is responding to disasters in the framework of the Community Mechanism for Civil Protection of the European Commission. EURETS This project is co-funded by the European Commission, Civil Protection Mechanism, Preparatory Action 2009 EURETS aims to provide people in emergency with first shelter and with the competence and resources to manage their daily life and recovery as soon as possible in self responsibility EURETS is an Emergency Temporary Shelter & Management System EURETS Management System has been developed, according to the UNHCR standards for communities of 80 beneficiaries (equals 1 community, including 16 families, approximately 5 persons each), which can be enlarged by additional systemised equipment to accommodate up to 240 beneficiaries (equals 4 communities) or even more. Causes sustainable and autonomous shelter for the affected people after disaster relief. This project is implemented by ASBÖ, in close co-operation with ASSR (Samartian Slovakia), The Johanniter/Germany, The Government of Styria.
3 Coordinating beneficiary Samaritan Austria (ASBO) was founded in Since 80 years, Samaritan Austria has been working in the field of Humanitarian Aid, the Rescue and Ambulance Service, Disaster Relief and Civil Protection. Samaritan Austria is one of the major providers of health, rescue and ambulance services, of disaster relief services; care for elderly and handicapped persons. Associated beneficiaries Samaritan Slovakia (ASSR) was founded in August ASSR provides the following services: further training of medical service staff, nurses and laypersons, relief in case of natural disasters and other emergencies in the Slovak Republic and abroad, cooperation with organisations abroad, health prevention including aids prevention, social programms, youth work. A multinational team A multinational team from Austria, Germany and Slovakia developed this European Emergency Temporary Shelter (EURETS) - Management System, supported by Sheltering Experts from Sweden, Italy and Romania. Experienced support provided Every partner in the project has a wide range of experience in disaster relief. EURETS partner had to show their professionalism in working with uncertainty when the Earthquake in Haiti interrupted their developing work and ASBO team members went onsite for disaster relief. Even a sever accident of a leading team member did not jeopardise the ongoing project. But Haiti confirmed their intention to design and train a special EU- RETS Management Team, which can be deployed by short notice, to manage the set up and operate EURETS on site and to handover it at the end of relief the local people who have made familiar with the management of the sheltering system. As lean as possible This multinational team will be developed lean, consisting mainly of management personnel for the immediate sheltering of people after emergency and the set up of sustainable structures. It is a relevant aim of the project to use existing structures, to cooperate with local authorities and humanitarian organizations to arrange the sheltering for longer time, if necessary. Before a handover takes place, the relevant personnel (local and/or international) will be trained. Standardized modular Sheltering EURETS team will provide the necessary elements for accommodation of 80 beneficiaries which is (1 community according to the UNHCR standards) for a period of 4 weeks. This modular system can be upgraded to accommodation with a size of 4 communities (240 persons). Essential tasks of the EURETS module r Relevant and necessary data collection r Catering (Kitchen facilities, food and water distribution) r Accommodation (Beds, Laundry, Cleaning, Sanitary Facilities, etc.) r Welfare and Education (Staff-separate areas; basic education and youth items) r Protection (child protection, prevention of gender-based violence) r Health, Critical Incident Stress Management (CISM) and psychosocial & medical care, hygiene, psychosocial activities r Camp Security (Perimeter fence/wall, fire safety, checkpoint, areal light, conflict communication) r Camp Logistics (Workshop, fuel, electricity, water, waste water, refuse, transport and handling) Local and sheltered people are included Part of the EURETS sheltering system is to integrate the people in the camp in the necessary daily activities and in assisting the EURETS management team. This will be the basis for a sustainable functioning organisational structure and processes mitigating possible conflicts. Competent people can be elected to undertake leading functions. Associated beneficiaries The Johanniter (JUH) is a NGO of the German ambulance and medical civil protection system. JUH will provide trained personnel (paramedics) for the medical care of the EURETS management system. The Government of Styria Department A20 is responsible for all civil protection and crisis management issues for the region of Styria. The psychosocial care team of Styria is part of them. This will be their main contribution to this project. The Ministries of Interior of Austria and Slovak Republic kindly offered their assitance; MoI/AT and MoI/SK will be part of the Steering Committee. Governments of the project partners support EURETS Sustainable safety to displaced people is the aimed result
4 EURETS Main Milestones of the Project Interoperability Workshop Not to re-invent the wheel, but to share experience and to develop a network of effective cooperating experts inside the EU was an important aim of the project. During Interoperability Workshop existing sheltering systems have been compared and first steps for the development of EURETS camp management system, a well trained team, standardized equipment and for mutual cooperation in the field have been initiated. Table of Organization and Equipment (TOE) One relevant task for organization and equipment was the composition of personnel. The decision was made that for every deployment there will be a Pre-Team (3-4), a Main Team (8-12) and a Reinforcement Team (4 9) depending on the size of the emergency and the requested tasks. EURETS Standard Operating Procedures (SOP) Legal aspects like status during missions (privileges and immunities), insurances, compensation etc. as well as visa and other necessary procedures for EURETS mission, are stated in the SOP (Standard Operating Procedures). Selection criteria (personal & professional qualification, medical check-up), procedures for medical care, vaccinations, health preparedness, filling up of the personnel part of the TOE, financial matters, training as well as structure of internal and external communication or logistic issues (especially for the equipment) are prepared for support. A successful mission needs that every team member has the same understanding of the tasks. Camp Management Guidelines The Camp Management Guidelines shall enable the emergency sheltering team to work on a basis of common sense and to cooperate for the benefit of the harmed people effective and efficient way. The Guidelines define who does what, when and where. They enable the Relief staff to establish, manage and close or handover the camp. The guidelines support with assessment questionnaires and checklists for field workers. Training The EURETS Specific Training Course and the different projects overarching Camp Management Course aim, to train team members in planning and setting up a camp according to the existing regulations and experiences (SPHERE Project, UNHCR standards...). Community Mechanism, Safety & Security issues, first aid, media related issues and especially logistics are essential part of the training. For instance participants learn r how to prepare for the deployment r how to organise work inside the camp concerning ethnics, traumatized people and affected children, r how to avoid, mitigate or solve upcoming conflicts Field Training Exercise As no deployment was necessary until mid 2011, a Field Training Exercise had to be carried out according to the Grand Agreement. The exercise was conducted in Stupava, near Bratislava/Slovakia between 6th 8th July 2011 and evaluated by external experts. Quality and Risk Management A quality management handbook and a risk tablet has been developed. These tools supported the project management monitoring and evaluating efficiency and effectiveness of the project results. Knowing the most important risks for the project, project management was able to consider these risks to decisions and to avoid or mitigate danger. Quality control facilitated permanent improvement and collecting of lessons learned for the way ahead. EURETS Website EURETS Website informs all stakeholder about the key elements of the project. 5 Sustainability - The Way Ahead The project partners agreed to further cooperate in the field of Emergency Temporary Sheltering. Intercultural competences The basic information for developing a Train the Trainer - Curriculum has been collected. One of the lessons learned of EURETS project shows, that additional topics have to be trained, including the extensive training of intercultural competences, conflict communication and leading competences. EURETS team members will have to handover more than material resources. They will have to provide the developing communities within the shelter with soft skill competences basing on their own cultural system. Integrated Management System EURETS Sheltering Management System as developed during the project is ready for deployment and part of CECIS system. The final Field Training Exercise has shown that the trained international team is able to run the proposed Sheltering module. For the next step it will be essential to standardize the management system parts and integrating the tool with at least quality, environmental and risk management. Multiplying the System Additional trainings especially with partners from up to now not involved countries will provide new input for improvement and start a network of easily cooperating experts, working with one standardized system, even if no standardized resources are available. Communication for all Affected people may speak different languages and dialects. Maybe some of them are illiterates. Common understandable and ethical correct symbols are necessary to communicate the essential information in the camp. EURETS project has shown the complexity of this task. Having collected the basic symbols from European culture the development of a global understandable and acceptable picture guided manual shall be elaborated in a follow-up project.
