2 Introduction to AEP Transmission ¾ Among largest electric utilities in the USA > 5 million customers > 250,000mi 2 service area in 11 states > 39,000mi transmission > 215,000m distribution - Four RTO/ISOs
3 Resiliency Definition? Resiliency encompasses many things ¾ Presidential Policy Directive 21: Prepare for/adapt to changing conditions Withstand/rapidly recover from disruption: deliberate attack, accident, or naturally occurring threats or incidents ¾ Resilience, in context of critical infrastructure The ability of a facility/asset to anticipate, resist, absorb, respond to, adapt to, and recover from a disturbance (Resilience: Theory and Applications, ANL, 2013) No consensus yet on appropriate measures or metrics for grid resiliency
4 Resiliency, Reliability are Different Resiliency and Reliability are different things Reliability is a measure of service High probability, low consequence Not risk based Deterministic yes/no Focuses on impact to grid Resiliency relates to risks & consequences Low probability, high consequence Risk based (resilient to something) Confidence is specified (not yes/no) Focuses on impact beyond grid
5 Reliable, Resilient Transmission ¾ A reliable, interconnected transmission system results from: Planning the grid with redundancy to address various contingencies Engineering that experientially balances performance & cost Robust electrical operations & maintenance practices ¾ Further improving transmission resiliency will be realized through: Core philosophy, aided by specific objectives, goals & measures A risk-based approach: vulnerabilities, threats, consequences A framework to model, calculate impact, and evaluate improvements 5

8 Grid Resiliency is Multi-Faceted ¾ Existing transmission network arrangements are inherently resilient ¾ Older assets more troublesome; modern practice applies lessons learned ¾ Resiliency framework encourages an overall system approach Apply resiliency solutions to specific instances/systems Requires analysis & modeling Define goals & metrics Analyze risk (vulnerabilities, threats, consequences) Evaluate potential improvements Tailored solutions needed; One size does not fit all ¾ Component hardening does not equal resiliency A Common Misconception Apply hardening selectively based upon risks Across the board stronger standards not warranted Focus effort (and money) in a prioritized manner
9 The NESC at AEP ¾ AEP actively supports framing of the code (EEI, IEEE) Principal subcommittee members since 1977 NESC very important to AEP ¾ AEP standards encompass NESC requirements AEP internal standards adapt industry standards to its specific needs AEP practice applies NESC as a safety code, not a design manual ¾ NESC vital to ensure worker & public safety in the presence of electric transmission system construction, operation & maintenance 9
10 Conclusion ¾ AEP is actively participating in the development of a resiliency framework. ¾ Electric transmission resiliency ultimately needs: A common core philosophy and direction with specific local application Prioritized focus on reducing likelihood of extreme consequences Objectives & performance goals (not prescriptive design requirements) Broad industry collaboration and innovation 10
