Space Research Initiative (SRI) Joint UF-CASIS International Space Station Research Initiative 2016 Call for UF-Led Proposals with Center for the Advancement of Science in Space Space Life Sciences Laboratory 505 Odyssey Way Exploration Park, FL Announcement and Guidelines Release Date: August 19, 2016 Due Date: October 24, 2016 Awards by: December 12, 2016 Total funding up to $500,000 is available to award up to six to eight projects in the range of $50,000 - $125,000 Do you have an idea for an experiment, or wish to test an innovative technology in microgravity? Do you wonder where to start to find out how to get your ideas and research up on the International Space Station-National Laboratory (ISS-NL)? UF and CASIS (Center for the Advancement of Science in Space) have established a cooperative alliance leveraging resources to advance, facilitate, and accelerate placement of highly promising research projects on the ISS-NL.

Proposals to the Space Research Initiative (SRI) are hereby requested by the Florida Space Institute (FSI) for research, development, demonstration, proof of concept, and project preparation to support the joint UF-CASIS Initiative for any area of space-related research and development designed to be conducted on the International Space Station U.S. National Laboratory. Funding ranging from $50,000 to $125,000 will be available for duration of only one year, for project experiments requiring up to two years for completion. A primary objective of this joint UF-CASIS call for proposals is specifically to advance research efforts that will utilize the unique research environments of the ISS-NL to create new knowledge and practical applications that can improve the quality of life, advance biomedical sciences and the treatment of human diseases, increase agricultural productivity, protect the environment, and inform the sustainable use of natural resources on Earth. Projects with the potential to attract substantial new external funding are highly desired. CASIS was selected by NASA in 2011 to be the manager of the International Space Station U.S. National Laboratory research program. CASIS mission is to maximize use of ISS-NL platform for innovation, which can benefit all humankind and inspire a new generation of space enthusiasts, scientists and entrepreneurs. CASIS seeks to unleash the creative imaginations of entrepreneurs and scientists to accelerate and facilitate space-based research and to foster broad public awareness of the National Lab research discoveries thereby making space science more accessible to the world. CASIS works to drive scientific inquiry toward developing groundbreaking new technologies and products in three ways: 1, by carefully selecting and funding high quality research projects; 2, by connecting investors looking for opportunities to support scientists with great ideas; and 3, by accelerating access to the ISS-NL faster and easier for investigators. CASIS provides administrative support to reduce red tape and facilitate quick access to the ISS. CASIS provides expertise in the form of seasoned professional aerospace teams to help develop payloads and integrate systems, and help with postflight data analysis. CASIS provides access to launch by working with proven launch providers around the world to get your payload to station. See more at: The International Space Station U.S National Laboratory is a one-of- a-kind microgravity research platform in low Earth orbit (LEO) that offers a set of experimental environments that are not available or easy to replicate on Earth. Low Earth orbit provides a unique vantage point, with an altitude of approximately 240 mi (400 km) and an orbital path that passes over 90% of the Earth s population. The station supports research with state-of-the-art technologies to enable leading-edge, multidisciplinary research in both internal and external space environments. These technologies include multipurpose and Earth science facilities, as well as tools and systems for the biology of model systems from E. coli to plants to mice, to human physiology, physical science, and materials research. The external environment of the ISS offers an equally unique experimental platform with temperatures ranging from -157ºC to +157ºC, and space radiation including nuclei stripped of their electrons (protons) and galactic cosmic rays.

Research onboard the ISS-NL offers an unmatched microgravity opportunity to understand how gravity influences physical properties of materials, chemical processes, and 1-g Earth-evolved life forms. It is a high technology microgravity laboratory with an international crew of six that live and work on the station while orbiting the Earth every 90 minutes. Crew members spend about 35 hours each week carrying out research activities representing many disciplines for the benefit of all people on Earth. Operating as a national laboratory, the ISS is positioned to support the growth of a vibrant commercial market in LEO. CASIS has previously embarked on two major ongoing research initiatives. Campaign Good Earth seeks to use the ISS for imaging Earth in ways that can support projects that could substantively benefit humanitarian relief efforts, disaster recovery, or commercial market growth. For example, CASIS can facilitate the launch of your next-generation sensors to the ISS for Earth monitoring. Campaign Good Health seeks to use the ISS to study human disease and wellness. The physical and psychological stresses of spaceflight environmental conditions has been observed to mimic the effects of some terrestrial disease and aging conditions, therefore the ISS offers a powerful platform to accelerate our understanding of wellness and disease processes on Earth. The facilities available for research on board the ISS are unexpectedly diverse for such a limited habitable volume, and too extensive to list in this RFP. Please see the inventory of facilities available on board the ISS to support research as detailed by NASA. % pdf Proposals will be accepted at any level from $50K up to $125K. A total of up to $500,000 is available in this call for proposals. A SRI UF-CASIS joint proposal should describe and demonstrate the potential for larger external funding as a result of SRI UF-CASIS funded research. This SRI call for proposals is open to all UF faculty including faculty with joint projects involving UF and UCF faculty. All awards will be jointly supported through the UF-CASIS Initiative. Suitability for project funding will be evaluated jointly by UF and CASIS working together. All proposals will be evaluated and prioritized by technical reviewers selected from within UF, along with Florida Space Institute (FSI) administrative and executive staff. All information submitted in a proposal will be treated as confidential and will be reviewed as described here. CASIS will perform an operational feasibility review including implementation cost estimates and an economic review to estimate tangible and/or intangible Earth benefit review for all proposals selected by FSI/UF. CASIS will review FSI/UF selected proposals in accordance with established review process using current CASIS Operations and Economic Review score sheets. CASIS will provide a concurrence on project selection to FSI/UF based on the feasibility review and economic evaluation. For additional information related to feasibility reviews, please contact Dr. Michael Roberts, Deputy Chief Scientist at CASIS

Technical and/or scientific review criteria for proposal evaluation are the sole purview of FSI/UF. Please be aware that some types of experiments may not be feasible or may be deselected due to implementation costs. CASIS will provide resources (personnel with expertise in flight hardware and/or mission integration/payload implementation) to assist researchers during proposal development to develop scope for the project that falls into an operationally feasible range. Proposals received from Principal Investigators who have been awarded under previous SRI funding cycles must include a written statement demonstrating their efforts in securing external follow-on funding, based on their previous SRI awards. Research, development, demonstration, and project preparation requiring access to the experimental conditions on the ISS are encouraged for efforts in the following areas: The solar system, the Sun, and the cosmos. Earth science Microgravity science Life and microgravity sciences (including life support technology) Space agriculture Biomedical applications Model biological organisms and systems Research that relates to the development of research-related space instrumentation Management of fluid systems Support of miniaturization, innovative materials, cryogenics, and other technology enabling long-duration space flight. As noted above, proposals should demonstrate strong potential for future funding opportunities, and those funding prospects should be specifically identified and justified in the proposal. The investigator(s) should describe any potential for commercialization. How may the research relate to current commercial or industrial applications? Could the research lead to new products and markets? If possible estimate the time to market, including all certification steps. Proposals should, be explicit whether successful results will be published. How will progress toward potential commercial application be measured? Describe funding received to date, and give an estimate of funding required to advance the product to market. List any potential opportunities for the development of intellectual properties. Describe the impact of your results relevant to economic evaluation; including humanitarian impact. Explain how successful results might promote teaching, training, and learning or broaden participation of underrepresented groups in science or technology. Describe how successful results would affect quality of life in the U.S. Proposals should follow the required format (http://research.ufl.edu/research-programdevelopment/research_program_development_docs/casis_instructions2016.pdf) and must be routed through UF Office of Research for processing and transmittal to CASIS and then appropriately recommended proposals subsequently submitted to FSI for final determination.

UF and CASIS require proposals to include an overview section describing student engagement in the project at K-12, undergraduate, graduate and/or postdoctoral levels that will support STEM initiatives during utilization of the ISS National Laboratory. Proposals must be submitted to Florida Space Institute through the UF Office of Research by close of business on October 24, The evaluation criteria for proposals will be: Goals, merit, clarity, and feasibility of the proposed project (40%). Qualification of PIs and team as evidenced by related refereed publications and past award success with the target funding agencies (20%). The merit, win likelihood, and strategic importance of the associated external funding opportunity/opportunities associated with the proposed project (25%). Demonstrated interest from an external funding source, whether federal or nonfederal, accompanied with Letters of Interest from such potential partners (15%) Questions about this call for proposals may be addressed to (Dr. Sobha Jaishankar at at UF. SRI UF-CASIS 2016 funding awards are to be announced no later than December 12, All funded efforts will be required to report proposal submissions and awards as a result of their SRI funding, and their new external funding to SRI-funding ratio will be tracked by FSI and used in evaluating future proposals by the PI. Awarded grants will also be required to submit both a brief mid-term project progress report (as per template to be provided at the time of award issue) and a comprehensive final report. Additionally, if there is a change in the proposed execution of the project, a formal proposal request is needed (1 page is sufficient) that explains the rationale for the change.
