EN Terminology 9

EN13108 Terminology EN13108 applies two approaches: Empirical Approach Specifies material based on: - composition alone or - composition + performance related tests (performance related tests which indirectly measure performance, air voids, water sensitivity, Marshall stability, flow etc) Fundamental Approach Specifies material based on performance based tests, with limited requirements for composition (929 Design Mix and 930 EME2) (performance based tests which directly measure performance such as stiffness, deformation resistance (tri-axial) & fatigue) 10

Performance related tests Wheel tracker Gyratory compaction Marshall test t Indirect tensile test 11

Main Changes 16

Series 900 Changes: Main Changes ISO 9001 or equivalent accreditation required. Introduction of EME2,, absorb HDM, DBM & DBM50 into one clause. Align the Specification with SR 28 with the inclusion of target composition tables and Irish specific specification clauses. Include SR 28 specification examples in MCDRW Vol 2 Notes for Guidance. Provide options for performance related design mixtures -Cl 943 Evaluation of Conformity Provide a market to encourage industry to adopt factory production control practices and type testing. 17

Main Changes Encourage material recycling Max 50% reclaimed asphalt permitted in Base & Binder mixes Update to incorporate new IS EN references on products, testing and factory production controls, including SR17 and SR28 Incorporation of Transportation, Laying & compaction advice from BS Type Testing Protocols PRD compaction assessment replaced by Indirect Density Gauge and air void measurement - BS methods. Treatment t of Joints / Pavement edges Base & Binder sealant applied to top surface of all joints 75mm each side Kg/m 2 residual bitumen 18

Main Changes Update materials to include new nomenclature. Polymer Modified Stone Mastic Asphalt (PMSMA) Clause 942 previously Thin Surface Course system Skid resistance requirements as per all surfacing materials. No specific initial values. 19

Series Clause Origins: i Main Changes Current NRA Specification May 2005 New MCDHW Series 900 published in August 2008 New MCDRW Series 900 to reflect SR28 and latest IS-EN standards and importantly industry capability UK Industry has been moving towards performance related specification, factory production control (through sector schemes), product accreditation (through HAPAS) and self certification cat New MCDRW 900 Series is a blend of old and new 20

Main Changes Series Clause Origins: Broadly the UK Series 900 has been adopted except the following NRA clauses have been maintained: 902 Reclaimed Asphalt 909 Dense Asphalt Concrete Surface Course 912 Close Graded Asphalt Concrete Surface Course 915 Coated Chippings for HRA 918 Slurry Surfacing 919 Surface Dressing 921 Surface Macrotexture 924 High Friction Surfaces 938 Porous Asphalt 940 Relative Hydraulic Conductivity Test 942 Stone Mastic Asphalt Surface Course 21

Implementation Issues 29

Limits i for target grading : Implementation Issues Fundamental difference between specifying using the European Standards d and dth the method currently covered di in NRA and dbs specifications and standards. Revised 900 series outlines Target Grading envelope only. Conformity specification acquired from NRA Notes for Guidance (MCDRW Vol.2) and declared grading as provided by manufacturer Type Testing Report. 30

Implementation Issues Current Series 900 Composition Table 31

Implementation Issues Specific Implementation Issues: Culture Change Why? BS Standards left compliance as part of the contract. EN Standards bring compliance and conformity in to the standard. Compliance testing Factory Production Control Ensuring that a mix formulation which has previously been type tested is produced consistently Plant sampling v Site sampling (Frequency and status) etc. Evaluation of Conformity Auditing systems (critical) Type Testing & FPC. CE Marking 37

Implementation Issues How can I trust self certification? See Handout of Table NG 900/1 38

Summary 39

Summary Revised Series 900 will be published in October 2009, dated Jan 2010 and to take effect for contracts placed thereafter. Series 900 (SRW Vol1) must be read in conjunction with Notes for Guidance to Series 900 (Vol2) contains SR 28 specification examples and advice. Majority of the bituminous mixes as supplied will not change with regard to composition Need to ensure that staff at all levels (LA s, Consultants, Specifiers and Clients) are trained/aware of the significant changes in the methodology which now applies to the interpretation of the Series

Summary Degree of flexibility will be required in the early stages of implementation. AND FINALLY Current Series 900 has 44 pages and can be viewed, nearly,, as a stand alone document Revised Series 900 has 90 pages and Notes for Guidance has 46 pages and may also require reference to the suite of individual product standards in IS EN
