OPEN ONLY TO LEGAL RESIDENTS OF THE FIFTY (50) UNITED STATES AND THE DISTRICT OF COLUMBIA AND RESIDENTS OF THE PROVINCE OF ONTARIO, CANADA. 1. Eligibility: The 3 Spins to Win ( Contest ) is open only to legal residents of the fifty (50) United States and the District of Columbia and the province of Ontario, Canada who are of legal age of majority at the time of entry ( Entrant ). Void outside these geographic areas and wherever else prohibited by law. Employees, officers, directors and representatives of Tanger Outlet Centers and RioCan Management Inc. and their respective affiliates and subsidiaries; employees officers directors and representatives of stores located at Tanger Outlet Centers; and the immediate family (spouse, parents, siblings, and children) and household members of Tanger Outlet Centers and RioCan Management Inc., its affiliates and subsidiaries, and stores located at Tanger Outlet Centers, are not eligible. Contest is subject to all applicable federal, state, local and provincial laws and regulations. 2. Sponsor: Tanger Properties Limited Partnership dba Tanger Outlet Centers ( Tanger ) 3200 Northline Ave, Suite 260, Greensboro, NC Administrator: Tanger Outlet Centers, 3200 Northline Avenue, Suite 260, Greensboro, NC Agreement to Official Rules: By participating in the Contest, each entrant fully and unconditionally agrees to and accepts these Official Rules and the decisions of Sponsor, which are final and binding in all matters related to the Contest. 5. Timing: The Contest will begin on February 1, 2013 at 12:01 a.m. Eastern Time ("ET"), and end on February 18, 2013 at 11:59 p.m. ET, (the "Contest Period"). Administrator s computer is the official time keeping device for this Contest. 6. How to Enter the Contest: To enter, go directly to Tanger's website at and follow the prompts to the 3 Spins to Win icon/button. Provide all information requested including your name, zip code and address.

2 a. Each entrant may enter the Contest only one (1) time and through only one (1) address per calendar day during the Contest Period. One (1) entry shall equal not more than three (3) spins/plays of the virtual game on Tanger s website per calendar day. Duplicate entries from the same individual or the same address will not be allowed. Multiple entrants are not permitted to share the same address. Any attempt by any entrant to obtain more than the stated number of entries/ plays by using multiple/different addresses, identities, registrations and logins, or any other methods will void that entrant's entries/ plays and that entrant shall be disqualified. Use of any automated system to submit entries/ plays is prohibited and will result in disqualification. Mechanically reproduced or apparent fraudulent entries/plays may be disqualified within Sponsor s sole discretion. b. In the event of a dispute as to the entry, the authorized account holder of the address used to enter will be deemed to be the entrant. The "authorized account holder" is the natural person assigned an address by an Internet access provider, online service provider or other organization responsible for assigning addresses for the domain associated with the submitted address. Potential winners may be required to show proof of being the authorized account holder. Entries become property of Sponsor and will not be acknowledged or returned. c. ALL POTENTIAL WINNERS ARE SUBJECT TO VERIFICATION BY SPONSOR OR ADMINISTRATOR, WHOSE DECISIONS ARE FINAL. AN ENTRANT IS NOT A WINNER OF ANY PRIZE, EVEN IF THE CONTEST SHOULD SO INDICATE, UNLESS AND UNTIL ENTRANT S ELIGIBILITY AND THE POTENTIAL WINNING ENTRY HAS BEEN VERIFIED. 7. Method of Determining Winners: During the Contest Period, visitors to Tanger s website will be able to take a spin on a virtual game. Each spin will be random and may result in a winning combination or a non-winning combination. If the spin results in a winning combination the game will be over and the entrant will be directed to other prompts regarding his or her prize. If a spin results in a non-winning combination, the entrant will have the opportunity to spin again. The entrant will receive three (3) opportunities to spin and obtain a winning combination within one (1)

3 entry. If the third and final spin results in a non-winning combination, the game will be over. An individual may enter/ play the Contest one (1) time per calendar day. 8. Verification of Winner: Selected winners must comply with all terms and conditions of these Official Rules, and winning is contingent upon fulfilling all requirements. A Winner must present an acceptable valid photo id, as well as the voucher he or she receives pursuant to Section 10 herein, in person at a Tanger Outlet Center Shopper Services or Mall Office during regular business hours. Except where prohibited, prize winners may also be required to sign an Affidavit of Eligibility, Liability and Publicity Release, which includes disclosure of his/her Social Security number, or a Declaration of Compliance (if Canadian resident) in order to claim his/her prize. If any potential winner fails to claim his or her prize prior to February 28, 2013, fails to produce the required documentation or identification, or fails to sign the Affidavit of Eligibility, Liability and Publicity Release or Declaration of Compliance, then that potential winner shall forfeit any potential prize. A winner may waive his or her right to receive a prize. Sponsor s determinations and decisions shall be final and binding. 9. Winner Notification: Contest winners will be notified on the Tanger website and by Prizes: Prizes totaling approximately eighteen thousand dollars ($ USD) will be awarded during the Contest Period at random and in varying prize increments ranging from five dollars ($5.00 USD) to one hundred dollars ($ USD) per winning voucher, pursuant to these Official Rules and through the Tanger website, to entrants who receive winning combination of three gold coins on the virtual game. Limit one (1) Contest prize per person/per household per calendar day. An entrant who does not receive a winning combination playing the virtual game will receive a voucher which may be exchanged at any Tanger Outlet Center within the United States for one (1) Tanger Outlet Center coupon book. a. Prizes will be awarded in the form of vouchers of a specific value which may be redeemed for Tanger Outlet gift cards. ALL VOUCHERS MUST BE REDEEMED BY FEBRUARY 28, A potential winner must redeem his or her voucher in person at a Tanger Outlet Center within the United States during regular business hours, pursuant to

4 these Official Rules. Sponsor reserves the right, in its sole discretion, to utilize more than one (1) gift card and/ or gift cards of varying amounts in order to satisfy the amount awarded as stated on the voucher. The gift cards may be used at any Tanger Outlet Center within the United States. b. No substitution, assignment or transfer of prizes shall be permitted, except by Sponsor, who reserves the right to substitute a prize with another prize of greater or equal value. Tanger gift cards can be redeemed for merchandise at stores at Tanger Outlet Centers within the United States. Neither the vouchers nor the Tanger gift cards have cash value and neither is redeemable for cash. Gift cards must be spent within one (1) year of issue date. After that date, any balance on the gift card(s) will be subject to maintenance fees as outlined in the gift card terms and conditions posted at Taxes: Each winner is solely responsible for all federal, state, local, provincial sales, income taxes and other taxes and other fees associated with prize receipt or use. 12. Publicity: Except where prohibited, participation in the Contest constitutes winner's consent, and winner waives any rights to the same, to Tanger s and/or RioCan Management, Inc. s use of winner's name, likeness, voice, opinions, photographs, biographical information, hometown and state for promotional purposes in any media, without further payment or consideration. 13. General Conditions: Sponsor reserves the right to cancel or modify the Contest if fraud, technical failures or any other factor beyond Sponsor s reasonable control impairs the integrity of the Contest, as determined by Sponsor in its sole discretion. Sponsor reserves the right, in its sole discretion, to disqualify any individual it finds to be tampering with the entry process or the operation of the Contest or acting in violation of these Official Rules or in an unsportsmanlike or disruptive manner. Any attempt to deliberately damage any website or undermine the legitimate operation of the Contest is a violation of criminal and civil law and should such an attempt be made, Sponsor reserves the right to seek damages and costs (including without limitation attorneys' fees) from any such person to the

5 fullest extent permitted by law. Sponsor s failure to enforce these Official Rules shall not constitute a waiver of that provision. 14. Release: Each entrant agrees to release and hold harmless both Tanger and RioCan Management, Inc., and all affiliated and subsidiary entities of Tanger and RioCan Management, Inc., and their respective officers, directors, members, employees, and agents ( Released Parties ), from and against any claim or cause of action arising out of participation or attempt to participate in the Contest or receipt or use of any prize. Each winner shall be solely responsible for any and all taxes or fees assessed or incurred as a result of his/her prize winnings hereunder, that the Released Parties shall have no liability therefor. 15. Limitations of Liability: Released Parties are not responsible for, and entrants hereby release and hold the Released Parties harmless for any and all claims, damages, or causes of action, arising from or related to: (i) technical failures of any kind, including but not limited to the malfunctioning of any computer, cable, network, hardware or software; (ii) the unavailability or inaccessibility of any transmissions or telephone or Internet service; (iii) unauthorized human intervention in any part of the entry process or the Contest; (iv) electronic or human error which may occur in the administration of the Contest or the transmitting or processing of entries; or (v) any injury or damage to persons or property, including but not limited to entrant's computer, hardware or software, which injury or damage may be caused, directly or indirectly, in whole or in part, from entrant's participation in the Contest or receipt of and/or use of any prize hereunder; or (vi) events beyond the control of the Released Parties which may affect or impair the winner s use of or ability to use any prizes awarded hereunder. In no event shall Released Parties be responsible or liable for any deficiencies, failures, inaccessibility, or malfunctioning with regard to any entries, any play related to or with the virtual game, or any prize. 16. Disputes: Entrant agrees that: (i) any and all disputes, claims and causes of action arising out of or connected with this Contest, or any prizes awarded, shall be resolved individually, without resort to any form of class action; (ii) any and all claims, judgments and awards shall be limited to actual out-ofpocket costs incurred, including costs associated with entering this Contest, but in no event attorneys' fees; and (iii) under no circumstances will entrant

6 be permitted to obtain awards for, and entrant hereby waives all rights to claim punitive, incidental and consequential damages and any other damages, other than for actual out-of-pocket expenses, and any and all rights to have damages multiplied or otherwise increased. SOME JURISDICTIONS DO NOT ALLOW THE LIMITATIONS OR EXCLUSION OF LIABILITY FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES, SO THE ABOVE MAY NOT APPLY TO YOU. a. Should any term of this section be deemed void, unenforceable or contrary to law, such term shall, but only to the extent necessary to bring this section within the requirements of law, be deemed to be severed from the other terms of these Official Rules, and the remainder of these Official Rules shall be given effect as if it had not included the severed term herein. b. THE PARTIES HEREBY WAIVE THEIR RIGHT TO JURY TRIAL WITH RESPECT TO ALL CLAIMS AND ISSUES ARISING OUT OF OR RELATING TO THIS AGREEMENT, WHETHER SOUNDING IN CONTRACT OR TORT, AND INCLUDING ANY CLAIM FOR FRADULENT INDUCEMENT THEREOF. 17. Entrant's Personal Information: Information collected from entrants is subject to the Sponsor s Privacy Policies. 18.
