3 Current Status of Forest Vast forest areas which are inaccessible (rugged terrain, remoteness) and high cost of logistics; Landform: Rugged terrain, mountainous, lowland and limestone (4 largest islands and 600 small islands); pristine forest Different forest types (lowland to Montane Forest and specific forest types found only in certain areas of the country). Complex forest structure and composition (different forest types found in one survey area). 97% of forest traditional owned and only 3% ownership by the state (Government). It would be difficult to develop any area without the full consent and proper awareness given to the people. Potential threats apart from logging activities are expansion of commercial agriculture (oil palm), mining, oil and gas exploration.
4 Existing Database and resource within Papua New Guinea Forest Authority Mandated to maintain and manage the forests and plantations (monitoring). Forest classes of 63 types (17 vegetation types including forest plantation)but now reduced to 21 land classes Forest Inventory is only conducted on forest areas which is identified as potential timber stock that is acquired as a forest management area (FMA) or timber permit areas (TA). There has not been any National Forest Inventory conducted since a survey done in Forest Inventory Processing System (FIPS) was first developed and used in 1986; processing data collected for natural forest (improved and updated). Forest Inventory and Mapping System (FIMS) has not been updated since 1996 (improved and updated). The Forest Inventory Mapping (FIM) system has been developed to provide a consistent and country wide set of information on the type and extent of the forest resource and of its current use by the forest industry in PNG. Existing forest related data is not sufficient for carbon estimation (Permanent sample plots; 120 & other studies conducted in the country). 22 Provincial Forest Offices in the country apart the Forestry Headquarters

Technical Support to the Papua New Guinea Forest Authority to implement a multi-purpose National Forest Inventory - Funded and supported: UNREDD Programme, European Union (EU) and Food and Agriculture Organization (FAO) -Period: 3 years (October 2013-September 2016) - Implementing agency: Papua New Guinea Forest Authority and the Papua New Guinea University of Technology (Forestry Department) - Supporting Agency: Office of Climate Change and Development, forest Industries Association and Environmental NGOs
8 1.Capacity Development on Forest Resource Monitoring for Addressing Climate Change in Papua New Guinea (1) Purpose and Outputs of the Project Grant Aid JICA Technical Cooperation Purpose: Contribute to forest base map development and forest state monitoring for addressing sustainable forest management and climate change. Purpose: To address climate change, the capacity of relevant institutions in PNG is enhanced for the monitoring of nation-wide forest resource including carbon stock. Expected Outputs 1. Satellite images, GIS-related equipment, Equipment for ground truthing and others 2. Trainings (GIS-related equipment, processing of Remote Sensing data & applying them in Forest Inventory. 1. Nation-wide forest base map is improved using remote sensing technology 2. National Level forest resource database is improved 3. To address climate change, the monitoring system of forest resource including carbon stock exchange is improved

10 1.Capacity Development on Forest Resource Monitoring for Addressing Climate Change in Papua New Guinea (3) Status of Expected Outputs Output 2: PNG Forest Database Forest Inventory Mapping System (FIMS) provides maps such as Concession area, Logged over area, forest areas with physical limitations (slope, altitude, inundation, karst, mangrove), and FMU (Forest mapping unit is an area of forest or other vegetation), etc. Forest Inventory Processing (FIPS) is a simple computer system to process FIMS also provides merchantable forest volume in each province PNG inventory assessments of natural forest. and in each concession area. FIPS basically stores Field survey information (topography, area of each block in hectares, date of survey, etc) and Data on each tree surveyed (strip number, plot number, forest type, species code, diameter, length, form; based on straightness of the bole, plot type) and generate reports; Assessment summary ( stocking per ha, Basal area per ha and Gross Volume per ha) and species listing in order of volume representation in the assessment (information retrieved from field book data). SQL (Structured Query Language): It makes it possible to retrieve specific data and make original reports by using MS Access

Calculations done based on the Forest BaseMap Version 1 for Above Ground Living Biomass/Above Ground Living Carbon Stock and Below Ground Living Biomass/Below Ground Living Carbon Stock for all forest types

13 2.Technical Support to the Papua New Guinea Forest Authority to implement a multi-purpose National Forest Inventory (1) Project overall objective : is to contribute to the implementation of PNG's policies and measures for climate change mitigation. Purpose: is to support the PNG Forest Authority to implement a continuous and multi-purpose National Forest Inventory (NFI) as part of a National Forest Monitoring System that will fulfil the UNFCCC Cancun and Copenhagen decision. Multi-purpose Inventory: Botanical Sampling, carbon pools (Deadwoodstanding/fallen, soils, litter), Non Timber Products, Biodiversity (flora & fauna) PNG has taken a double sampling approach: -Phase 1: Based on Remote Sensing data analysis, Collect Earth Open foris and Google Earth tool -Phase 2: Based on field plot clusters on a random restricted sampling design

Sampling Design Pre-Assessment Systematic grid 4.44x4.44 km and 2.22x2.22 km (Grid 0.04 x 0.04 degree) 25,279 tracts covering PNG 2. Sampling Unit - 1 hectare (100m x 100m) & 25 check points 3. Classification: IPCC land use categories and sub-categories PNG Forest type and Vegetation classifications as sub-divisions
15 2.Technical Support to the Papua New Guinea Forest Authority to implement a multi-purpose National Forest Inventory (3) Software/Programs/ Materials Java/Google Earth/Collect Earth Firefox/Earth Engine RapidEye 2010 Purpose Initiate Google Earth to run the Collect Earth Initiate Earth Engine to run the Land sat 7, Land sat 8 and Bing Map Supporting reference to areas that have no images/not clear FIMS Logging Concessions/ FIMS Forest/Vegetation classification Land use Hierarchical Rules General Planning Maps Saiku Server Supporting reference to indicates logging areas and existing vegetation classification (subject to change) To determine the type of land use category per plot. Supporting reference to determine the location of plot and accessible entry To analyze the data and determine the results.

17 2.Technical Support to the Papua New Guinea Forest Authority to implement a multi-purpose National Forest Inventory (5) Phase 1 of the project is completed and now progressing into the Phase 2 of the project It took six months to complete the assessment of the plots and presented in the results in a 3 days workshop (20-22 nd May 2014) which was the 3 rd one to be held and progression into phase 2. Previous two were in Field manual and methodology be completed by June. Botanical trainings on a regional level (4) in July- August and trial field testing of sampling design in September of 115 plots (circular plot with five clusters). Actual National Forest Inventory to be conducted in 2015.
18 Way Forward Since the completion of the first Japanese Grant Aid/JICA Technical Cooperation Project, with the success of the project has extended for next 5 years ( ) of the Second Project in July of this year. Despite having much of the forest detailed out on the Basemap Version 1, there s still the challenge to clearly determine forest types using remote sensing therefore it is essential for continuous field work to verify those forest. The issue of future monitoring of land use change or change detection of forest areas to other land use conversion. First National Forest Inventory will determine actual forest areas and carbon stock for the whole country to form the basis for the reporting to the UNFCCC.
