2 Dear Candidate, Re: Education & Professional Development Manager Thank you for expressing an interest in the position of Education & Professional Development Manager. This is a new post for the College and will lead the development of a newly restructured team to lead a portfolio of educational and professional development support that has been developed in line with the College s overall strategy for professional development to benefit healthcare professionals working with children including paediatricians. In the last five years, the Education & Training remit of the College had been transformed. The College has been successful in expanding its examinations portfolio especially overseas including India, Myanmar and Egypt; expanding its education and professional development resources; securing significant income to deliver its MindEd and Disability Matters programmes; successfully implementing new workplace based assessments and offering exceptional support to paediatric trainees and consultants from recruitment through to revalidation. We are now looking for an exceptional candidate who will take this foundation forward. The College will offer support and supervision but we need someone who will have direct experience of Education & Training, the ability to innovate and develop new areas to improve the overall membership offer and proven leadership skills. 3 JOB CONTEXT The Royal College of Paediatrics and Child Health set and maintain standards for the education and training of all doctors working in paediatrics and child health in the UK. Additionally, through a variety of activities, it influences the quality of medical practice for children in hospital and in the community. The College has over 16,000 members and fellows and employs over 160 staff. The office is situated close to Chancery Lane and Holborn underground stations. To find out more, please visit PROFILE OF JULIA O SULLIVAN, DIRECTOR OF EDUCATION & TRAINING Julia O Sullivan joined the Royal College of Paediatrics and Child Health as Director for Education & Training in March Julia is a member of the Senior Management Team and is accountable to the Chief Executive, Professor Judith Ellis for the overall leadership of the Education & Training Division including the delivery of all exams, assessments, revalidation, recruitment and careers for trainees and education provision. Since joining the College in 2011 Julia has led on an ambitious agenda to improve the overall trainee experience, to include Computer Based Testing for theory examinations and a new eportfolio for trainees as well as expanding the Education Provision portfolio of the College and develop careers support for consultant paediatricians. Julia has refocused the service provision to work in greater partnership with statutory, voluntary and independent organisations to advance child health. Julia is passionate about developing staff in role and beyond and leads by example in terms of her own continuous and professional development. This commitment includes actively offering her experience, knowledge and expertise to those seeking a mentor. Julia joined the College from the Royal College of Surgeons where she held the post of Head of Education, Faculty of General Dental Practice (UK). In this role Julia led the development of education and research strategies for dentists and dental care professionals. Prior to this Julia held a number of leadership roles with the Chartered Society of Physiotherapy. 3

The College has a portfolio of educational and professional development support that has been developed in line with the College s overall strategy for professional development to benefit healthcare professionals working with children including paediatricians. The Education and Training Division The key areas of work that the Division covers include: Setting and monitoring standards for the training and assessment of doctors working in paediatrics and child health, both in the UK and overseas. Setting, monitoring and administering the College examinations (MRCPCH & DCH). Making recommendations on training of paediatricians including recommendations to GMC regarding certification Research and ongoing development work in examinations and work-based assessment. Providing information and support to trainees Developing and monitoring a portfolio of education projects. The work of the department is managed by the Director of the Education and Training Division. Divisional staff work closely with the College Officers (elected clinicians). The officers are led by the Vice-President for Education and the Vice-President for Training and Assessment and supported by an Officer for Revalidation & CPD, an Officer for Education Programme Development, an Officer for Assessment, an Officer for Examinations and an Officer for Training. The post holder will work closely with a number of key staff, clinicians and other stakeholders to ensure the delivery of quality outputs on time and in budget. 4

5 KEY STAKEHOLDERS Education & Professional Development team, Divisional Directors, Vice Presidents and Officers, Divisional Staff, Clinicians, External organisations including Academy of Medical Royal Colleges (AoMRC), the General Medical Council (GMC) and funding organisations KEY RESPONSIBILITIES 1. To lead the development and delivery of the strategy and workplans for the education and professional development portfolio. 2. Budget and resource management 3. Effective relationship management with key stakeholders to manage projects, courses and careers support to agreed timescales, budgets and quality. 4. Reporting on and implementation of projects, courses and careers support. SPECIFIC DUTIES Strategy and Leadership 1. Overall development and management of the education and professional development portfolio including education courses, careers support, revalidation, CPD and the RCPCH endorsement framework. 2. Work with the clinical leads, project teams and other stakeholders to carry out the programme of work adopting a project management approach with clear goals, targets and deadlines, identifying and bidding for internal and external funds, and ensuring that appropriate processes for evaluation, feedback and education input are included in the plans. 3. Development of a collaborative approach with clinical leads, teaching faculty, and relevant staff to ensure that completed projects and core work strands are implemented successfully. 4. Providing educational advice and support on developments in professional development for faculty, project teams and members. 5. Lead on new project development by developing the business cases for new education and professional development projects proposals, including the rationale, potential risks, outline proposals of content, process, and standards, likely resource requirements, plans for piloting assessment and evaluation and the plans for dissemination and sustainability. Reporting and Communications 6. Oversee the work of the Revalidation and CPD committee and the International Education Board to deliver the strategy 7. Report progress and produce papers for relevant internal and external committees in line with key delivery timelines in relation to all activities within the Education and Professional Development team. 8. To coordinate and support effective communication throughout the division with external stakeholders Budget and resource management 9. To manage and prepare budgets and contracts in relation to the work of the Education and Professional Development team (in conjunction with the divisional Director). 10. Lead the development and management of any funding applications to external organisations in consultation with relevant clinicians and the divisional Director. 5

6 Team management 11. To manage staff and resources to meet the strategic objectives of the Division. 12. To manage and develop the Education and Professional Development Team, monitor and performance manage and support staff ensuring appropriate records are kept in line with College policy. 13. Manage recruitment and selection of staff. General 14. Any duties as required to support the work of the Education and Training Division TERMS AND CONDITIONS Salary offered for this post ranges from 43,149 pa to 52,498 pa (all appointments are usually offered at the first point of the scale). Annual Leave Allowance 27 rising by one day every two years to a maximum of 29 days. Additional days are given for College closure between Christmas and New Year. In addition, it may sometimes be necessary to work outside of the core College hours of 9am to 5pm. Experience of budget management and of prioritising competing demands and giving attention to meeting deadlines Excellent communication skills, both oral and written. The ability to set out and discuss complex issues clearly to a wide audience and to give presentations as required in a fluent and persuasive manner to people at all levels across the College and externally Strong analytical and problem solving skills demonstrating the ability to understand and discuss complex issues around child health promotion. Self-motivation and the ability to work both independently and as part of a team, including experience of working collaboratively with representatives from other organisations.
