1 29 Natural Disaster Management: Socio-Political Awareness Dr. Nawaz Ahmed, Lecturer, Govt. P.G. College, Rajouri ABSTRACT India is one of the most vulnerable developing countries to suffer very often from various natural disasters, namely drought, flood, cyclone, earth quake, landslide, forest fire, hail storm, locust, volcanic eruption, etc. Which strike causing a devastating impact on human life, economy and environment. Though it is almost impossible to fully recoup the damage caused by the disasters, it is possible to (i) minimize the potential risks by developing early warning strategies (ii) prepare and implement developmental plans to provide resilience to such disasters (iii) mobilize resources including communication and telemedicinal services, and (iv) to help in rehabilitation and post-disaster reconstruction. The article describes the natural disaster management and socio-political awareness among the human beings and disaster management for the well being of the society. Besides to find out the major impacts of natural disasters, Suitable Strategy to Mitigate the Disaster and Provide the Sustainable Security to the Nation and Society. In this article more emphasis are given on the uneven distribution calamities fund in India. The most affected areas by natural disasters are getting less calamities fund as compared to the less affected areas. And finally to synthesis all the findings and give feasible suggestions and recommendations for further management of natural disasters in India. Keywords Drought, flood, cyclone, communication, nation, sustainable security INTRODUCTION A serious disruption of the functioning of society, causing widespread human, material or environmental losses which exceed the ability of affected society to cope using only its own resources. A disaster is an occurrence such as a hurricane, tornado, flood, earthquake, explosion, hazardous materials accident, war, transportation accident, mass shooting, fire, famine, or epidemic that causes human suffering or creates human need that the victim cannot alleviate without assistance. A disaster is the impact of a natural or man-made hazard that negatively affects society or environment. The word disaster's root is from astrology: this implies that when the stars are in a bad position a bad event will happen. In contemporary academia, disasters are seen as the effect of hazards on vulnerable areas. WHO defines Disaster as "any occurrence, that causes damage, ecological disruption, loss of human life, deterioration of health and health services, on a scale sufficient to warrant an extraordinary response from outside the affected community or area" Disasters can be defined in different ways. A disaster is an overwhelming ecological disruption occurring on a scale sufficient to require outside assistance. A disaster is an event located in time and space which produces conditions whereby the continuity of structure and process of social units becomes problematic. TYPES OF DISASTERS AND MAJOR CAUSES There are actually two types of disasters. 1. Natural Disaster 2. Man- made Disaster. A natural disaster is the consequence of when a potential natural hazard (e.g. volcanic eruption, earthquake, landslide, and tsunami) becomes a physical event and this event affects humans. Human vulnerability, caused by the lack of planning, lack of appropriate emergency management, leads to financial, structural, and human impact. While as another disasters having an element of human intent, negligence, error or the ones involving the failure of a system are called man-made disasters. Manmade hazards are in turn categorized as technological or sociological. Technological hazards are results of failure of technology, such as engineering failures, transport accidents or environmental disasters. Sociological hazards have a strong human motive, such as crime, stampedes, riots and war. NATURAL METEOROLOGICAL - HYDROLOGICAL 1. Earth quake. 2. Tsunami 3. Drought Drought prone districts, other regions. Crop failure- diseases- monsoon no assured irrigation 4. Food insecurity hunger- starvation malnutrition etc. 5. Floods 6. Diseases (epidemics) 7. Sea level rise (UNEP) environmental refugees- Nile delta 8. Spread of deserts 9. Snowfall (frequency low-high) village location

Habitation at lower ground (lowland-flood zone). 15. Poor construction generally public buildings etc. 16. Dams and Reservoir. 17. Political and economic injustices terror and mass level death 18. Caste and religious riots. 19. Very poor knowledge about controlling the impact spread higher. 20. Transport system not well spread a well equipped. IMPACT OF DISASTER 1. Impact is Unavoidable for National for National Security 2. Sudden socio-economic changes 3. Bio-diversity disturbed- plants- animals- sources of food 4. Environmental degradation erosion- diseases etc. 5. Quality of life decline 6. Starvation like animals, human beings hurdle together waiting for the death- kalahandi. 7. Whole family disturbed- divided- fragmented 8. Charity begging- food aid. 9. Social chaos crime unrest- evils terrorism. 10. Realization of economic and social injustices national 11. Insecurity both at national and regional level. 12. Loss of faith for the nation a nation is not a nation. 13. Some other dangerous consequences for the individual- society and nation as a whole. SUITABLE STRATEGY TO MITIGATE THE DISASTER AND PROVIDE THE SUSTAINABLE SECURITY TO THE NATION AND SOCIETY 1. Familiarity with the super technology overall 2. Scientific methods of forecasting. 3. Identification of the various types of disaster and their sources. 4. Every types of disasters needs different measures to control 5. Transport system- connectivity should be well identifies 6. Location of submerged villages should be known 7. Identify the priority areas for relief Kashmir earthquake of 2005 in October- winter is quite close. 8. Assured base of irrigation in drought prone region. 9. Regional sources of quick information and headquarter of material collection 10. Delay tactics- procedures should be minimum example Kashmir. GOVERNMENT UNAWARENESS AND DISASTER MANAGEMENT (Attitude towards Disaster Prevention and Management) Nation is characterized as insensitive India. Unconcern for disasters Careless approach to the victims of such disasters. Nation provides a distressing picture of the insensitivity of Indian society to disaster Prevention and Management. India figures among the first 10 in the World in terms of fatalities in a variety of disasters. Among the top 10, in railway disasters India ranked first and rank sixth in aviation disaster, seventh rank in landslides avalanches and fifth position in cyclone fatalities. 4 32 CALAMITY RELIEF FUND Allocation of Fund (CRF) Based on previous Sanctioned amount never be less than the past sanctioned amount every year. Every state of the county suggested different bases of sanction Assam: - size of the state Bihar and Gujarat suggested there should be increase of CRF. Jammu and Kashmir, Tamil Nadu suggested separate sanction under each head. Gujarat further suggested that occurrence of calamities should also be considered. Rajasthan based on the previous expenditure and inflation rate. Karnataka -based on the proportion of the sates unirrigated areas and then CRF fund should be enhanced regularly. Uttar Pradesh actual relief expenditure and the inflation factor. Goa, Maharastra, Haryana, Nagaland, Orissa, Punjab, Sikkim, Tripura, demanded substantial increase in CRF without indicating any specific criteria for assessment. Arunachal Pradesh CRF should be increased five times. Andhra Pradesh for each state CRF should be determined after taking into account the past expenditure on relief and states proneness to cyclone, drought, flood etc. After a careful consideration of different suggestions put forward by the states shows that their main emphasis is to raise the fund substantially and take into account the expenditure under each heads of account such as expenditure on relief, supply of fodder, drinking of water, veterinary care, housing etc. The suggestions seems to be landable but not applicable by some of the states, i.e., CRF should be based on occurrence of calamity in quick succession, states proneness to natural calamities etc as it is difficult to assess than on an uniform basis. It is further decided that the best method to assess the CRF on the expenditure booked under the major head 2245 only and taking into consideration the inflation rate. The existing scheme of CRF provides for contribution of 25% by the states and 75% by the centre. Hence it is the primary duty of the state to increase necessary expenditure on the immediate relief whenever a natural calamity occurs. Bihar, Assam have stated that the past expenditure alone should not determine future allocations since many weak states could not expand adequately for relief due to paucity of funds, therefore finance commission has identifies six states namely Assam, Bihar, Orissa, Madhya Pradesh, Uttar Pradesh, west Bengal in the category. These states belonging to low income group and also face the recurring natural calamities year after year. 7 35 not well equipped and totally unaware with the priority management. POLICIES (i) It has been suggested that a comprehensive insurance scheme should be evolved (ii) The insurance scheme will cover only those beneficiaries affected by calamities, if not insured no relief will be provided if crops have failed because of natural calamities. Ministry has ordered to adopt this scheme by each state. It will help in minimizing the CRF. (iii) The lack of availability of trained manpower to manage various types of natural calamities has been a major handicap in providing timely relief to the affected area and population. The suddenness and intensity of the natural calamity often leaves the administration stunned. (iv) Frequency of occurrence of natural calamities in different regions of the country has drawn our attention to the measures requires for disaster preparedness. The country is exposed to various types of natural calamities because of its geographical locations, geological factors, behaviour of monsoon and long coastal exposure. Recent Orissa cyclone disaster exposed the nations un-preparedness. (v) Every state should create a multi- disciplinary group of about persons. (vi) The manpower should be well trained to tackle the problem of communication, medical public health, sanitation, housing etc., so that the country have trained personal at any point of time. (vii) The report should be released to the public regarding the sources of awareness, careful with the variety of calamities and develop a sense of responsibility of the community as a whole to tackle the problem. SUMMARY 1. Calamity Relief Fund (CRF) should be continued with the contribution of centre and state (75:25 ratios). 2. Immediate relief too the victims of cyclone, drought, earthquake, fire, flood and hailstorm. 3. Medium and long term measures should be devised by the concerned Ministries of the Govt. of India to reduce and eliminate the occurrences of these calamities. 4. A committee of experts should be constituted to review the matter all the time and in all the cases. 5. A separate Ministry should be formed to take after the calamities and its funding so that the information system and quick operation can be started. 6. Every state should prepare annual report on natural calamities 7. A national centre should be developed for the Manpower development and maintain inventory of physical resources available at various places for meeting the calamities and monitoring a documentation the work of relief. Lastly, if possible it should be conveyed that to a large extent only the humanity can solve this problem related to hunger and starvation, food assistance, clothing, medicines and other minor relief needed immediately to tackle the problem.
