2 Akbar Jazayeri Vice President of Regulatory Operations November 9, 2011 ADVICE 2652-E (U 338-E) PUBLIC UTILITIES COMMISSION OF THE STATE OF CALIFORNIA ENERGY DIVISION SUBJECT: Modification to Schedule DMS-2 to Include Owner Lot Recreational Vehicle Parks Southern California Edison Company (SCE) hereby submits for filing the following changes to its tariff schedules. The revised tariff sheets are listed on Attachment A and are attached hereto. PURPOSE This filing proposes to modify SCE s Schedule DMS-2, Domestic Service Mobilehome Park Multifamily Accommodation Submetered, to allow service to Owner Lot Recreational Vehicle (RV) Parks; and SCE s Rule 1, Definitions, to establish the Owner Lot RV Park definition. BACKGROUND It has come to SCE s attention that there is at least one, if not more, submetered Owner Lot RV Parks in its service area that operate as common interest developments under the California Davis Sterling Common Interest Development Act, California Civil Code 1350 et seq. Such Owner Lot parks do not have a park owner that operates the park as a business enterprise by renting out lots for long- or short-term use. Instead, such Owner Lot parks are similar to condominium complexes in that each lot, space, area or parcel is individually owned and occupied as a primary residence or a second home, and the park is managed by a nonprofit corporation or unincorporated association. The lots may be occupied by RVs, manufactured homes, or mobilehomes. In addition to the individually owned lots, there may be common areas that are either owned and maintained by the association or in common by the individual lot owners, who each possess the right to use the common area. 3 ADVICE 2652-E (U 338-E) November 9, 2011 The Owner Lot RV Parks are configured as master-metered parks, where SCE delivers electrical service to the park s master meter and the park s managing entity provides submetered service to the individual lots and common areas. SCE s current submetering domestic schedules, namely Schedules DMS-2 and DMS-3, are only available to (1) mobilehome park multifamily accommodations on a single premises where all of the single family mobilehome accommodations are separately submetered and tenant occupied; or (2) recreational vehicle parks in which the park or portions of the park are separately submetered and set aside for pre-paid month-tomonth tenants of the park owner for long term permanent use for nine months or more of the year. Based on current applicability, neither of these schedules accommodate Owner Lot RV Parks and the unique features described above. Accordingly, SCE proposes to modify Schedule DMS-2 to allow master-metered service for Owner Lot RV Parks on a single premises where all of the accommodations are separately submetered. PROPOSED TARIFF CHANGES SCE proposes to revise Schedule DMS-2 s Applicability section to include Owner Lot RV Parks. In addition, SCE will establish a new Special Condition within Schedule DMS-2, and amend Rule 1, to define Owner Lot RV Parks as follows: Owner Lot RV Parks: Owner Lot RV Parks are common interest developments governed by the requirements of the Davis Sterling Common Interest Development Act, which is codified in California Civil Code Sections 1350 through In such common interest developments, there is no park owner that operates the park and leases lots in the park as a business enterprise. Instead, each of the common interest development park's lots are individually owned as single family residences and the common interest development park is managed by a nonprofit corporation or unincorporated association. In addition to the individually owned lots, there may be a common area that is either owned or maintained by the association or in common by the individual lot owners who each possess the right to use the common area. The Owner Lot RV Parks are configured as master-metered parks in which SCE delivers electrical service to the park s master meter and the park s managing entity provides submetered service to the individual lots and common areas. No cost information is required for this advice filing. This advice filing will not increase any rate or charge, cause the withdrawal of service, or conflict with any other schedule or rule. TIER DESIGNATION Pursuant to General Order (GO) 96-B, Energy Industry Rule 5.2, this advice letter is submitted with a Tier 2 designation.

PUC Sheet No E Schedule DMS-2 Sheet 1 DOMESTIC SERVICE MOBILEHOME PARK MULTIFAMILY ACCOMMODATION - SUBMETERED APPLICABILITY Applicable to domestic service including lighting, heating, cooking, and power use or combination thereof in a mobilehome park multifamily accommodation or Owner Lot Recreational Vehicle (RV) Park on a single premises where all of the single-family accommodations are separately submetered. This Schedule is closed to new mobilehome parks, manufactured housing communities, and Owner Lot RV Parks for which construction has commenced after January 1, TERRITORY Within the entire territory served. RATES The rates of the single-family domestic rate schedule, Schedule D, shall be adjusted as follows: Energy Charge: The baseline quantity to be billed under rates designated as applicable to Baseline Service shall be determined by multiplying the applicable baseline quantities set forth in the Preliminary Statement, Part H, Baseline Service, by the appropriate number of submetered single-family accommodations. If any submetered single-family accommodation qualifies for CARE rate assistance as set forth in Schedule D-CARE, the Baseline quantity shall be prorated among the applicable CARE Baseline rate and the regular Baseline rate according to the proportion of qualifying and nonqualifying accommodations. Nonbaseline usage, if applicable, shall be prorated among the applicable CARE Nonbaseline rate and the regular Nonbaseline rate according to the same proportion as the Baseline quantity. DMS-2 Discount: The total daily DMS-2 Discount is $0.148 per single-family accommodation. This is the amount of the submetering discount of $0.340 per day per single-family accommodation reduced by a diversity factor of $0.170 per day and reduced by a Basic Charge of $0.022 per day for each such accommodation. PUC Sheet No E RATES Schedule DMS-2 Sheet 2 DOMESTIC SERVICE MOBILEHOME PARK MULTIFAMILY ACCOMMODATION - SUBMETERED Minimum Average Rate: A Minimum Average Rate of $ per kwh shall apply where the Minimum Average Rate exceeds the average cents per kwh of a master-metered customer's total electric bill (including CARE Surcharge as set forth in Preliminary Statement, Part O, Section 5, and PUC Reimbursement Fee, but excluding local surcharges such as Franchise Fees and City Taxes. The higher of the bills calculated under the Minimum Average Rate or the otherwise applicable rate is then reduced by the applicable Domestic CARE discount. SPECIAL CONDITIONS 1. Seasonal Service: For mobilehome park or Owner Lot RV multifamily accommodation customers who normally require service for only part of the year, service under this Schedule may be applicable only on annual contract. 2. Notification: It is the responsibility of the customer to advise SCE within 15 calendar days following any change in the number of submetered single-family accommodations and any change in qualifications for baseline allocations. 3. Miscellaneous Loads: Miscellaneous electrical loads on the same meter such as general lighting, laundry rooms, park office, general maintenance, and other similar usage incidental to the operation of a mobilehome park or Owner Lot RV Park multifamily accommodation will be considered as domestic usage. 4. Nondomestic Enterprises: Electric energy used for nondomestic enterprises such as offices (other than an office used only for the park), stores, shops, restaurants, service stations, and other similar establishments will be separately metered and billed under applicable schedules. 5. Owner Lot Recreational Vehicle (RV) Parks: Owner Lot RV Parks are common interest developments governed by the requirements of the Davis Sterling Common Interest Development Act, which is codified in California Civil Code Sections 1350 through In such common interest developments, there is no park owner that operates the park and leases lots in the park as a business enterprise. Customers receiving service under this Schedule shall comply with the provisions of Public Utilities Code Section in providing service to their submetered tenants. This includes, among other things, providing electric service to CARE tenants under the provisions of Schedule D-CARE of SCE's tariffs. b. Customers served under this Schedule shall provide application and declaration forms for the CARE rate to their submetered residential tenants. The completed application forms of eligible CARE tenants shall be mailed by the tenant to SCE. c. When SCE receives an application from a qualifying CARE submetered tenant, the information will be forwarded to SCE's customer receiving service under this Schedule. d. The proration of the DMS-2 customer's bill by SCE under the provisions of the Energy Charge shall commence no later than one billing period after receipt and approval by SCE of a qualifying tenant's application. e. It is the responsibility of the DMS-2 customer to notify SCE immediately of the date each CARE tenant is no longer receiving service from the DMS-2 customer. In addition, if the DMS-2 customer has good reason to suspect that a tenant is not eligible, the DMS-2 customer shall notify SCE. 8. Failure of a DMS-2 customer to abide by SCE s tariffs may result in rebilling or discontinuance of service in accordance with SCE s tariffs. The DMS-2 customer's account may also be rebilled consistent with Rule Condition for Receiving Submeter Rate Discount: The submetering discount provided herein prohibits further recovery by mobile home park owners for the costs of owning, operating, and maintaining their electric submetered system. This prohibition also includes the cost of the replacement of the electric submetered system. SCE-Provided Bill Calculation Service: A Bill Calculation Service Agreement (Form ) is required for service under this Special Condition. A DMS-2 customer may elect to have SCE provide bill calculation services to assist the customer in determining customer s submetered tenant s electrical charges. To utilize SCE s bill calculation services, customer must enroll for the bill calculation services, provide SCE specific customer information in addition to each submetered tenant s rate schedule, billing period (27-33 days), and meter read information via a secure internet interface described in Form The DMS-2 customer must continue to charge the submetered tenant for electricity in accordance with the provisions within this Schedule and Rule 18, Section E. Where the DMS-2 customer elects to have SCE perform bill calculation services for a mobilehome park, manufactured housing community, or Owner Lot RV Park, the following charges shall apply. Nominal Voltage: The nominal voltage of a circuit is the approximate voltage between conductors in a circuit or system of a given class, assigned for the purpose of convenient designation. For any specific nominal voltage, the operating voltage actually existing at various points and at various times on the system is subject to normal distribution variation. Otherwise Applicable Tariff (OAT): The customer s regularly filed rate schedule under which service is rendered. Owner Lot Recreational Vehicle (RV) Parks: Owner Lot RV Parks are common interest developments governed by the requirements of the Davis Sterling Common Interest Development Act, which is codified in California Civil Code sections 1350 through In such common interest developments, there is no park owner that operates the park and leases lots in the park as a business enterprise. Instead, each of the common interest development park's lots are individually owned as single family residences and the common interest development park is managed by a nonprofit corporation or unincorporated association. In addition to the individually owned lots, there may be a common area that is either owned and maintained by the association or in common by the individual lot owners who each possess the right to use the common area. (N) (N) Paid or Payment: Funds received by SCE through postal service, SCE payment office, SCE authorized agent, or deposited in SCE account by Electronic Transfer. Permanent Service: Service which, in the opinion of SCE, is of a permanent and established character. This may be continuous, intermittent, or seasonal in nature. Person: Any individual, partnership, corporation, public agency, or other organization operating as a single entity. Point of Delivery: The point where conductors of SCE are connected to the conductors of the customer, regardless of the location of SCE's meters or transformers. SCE conductors may be owned, leased, or under license by SCE, and the conductors of the customer may be owned, leased, or under license by the customer.
