1 Department of JROTC 501 West 35 th Street Chicago, Illinois August 2013 DEPARTMENT OF JROTC OPERATIONS ORDER 2-SY 13/14 (CITY CORPS STAFF REFERENCE: CPS, Department of JROTC SOP, dated January 2003 TASK ORGANIZATION: Department of JROTC All JROTC Programs SMIs and Cadet Battalion Commanders JROTC Programs with cadets being commissioned: Air Force Military Academy, Carver Military Academy, Chicago Military Academy, Curie, Hyde Park, Hubbard, Lane Tech, Rickover Naval Academy, Phoenix Military Academy, Senn, Sullivan and Taft. JROTC Programs with cadets providing support: Air Force Military Academy, Phoenix Military Academy, Marine Math and Science Academy and Rickover Naval Academy 1. SITUATION: CPS, Department of JROTC will conduct a City Corps Staff Commissioning Ceremony and recognize each JROTC Program s Cadet Battalion Commander on 13 September MISSION: CPS, Department of JROTC on 13 September 2013 at 5:30 pm will conduct the City Corps Staff Commissioning Ceremony and recognize each JROTC Program s Cadet Battalion Commander at the Union League Club of Chicago, 65 West Jackson Blvd., Chicago, IL EXECUTION: a. Director s Intent: To prepare and execute a first-class, highly professional ceremony to commission and promote the top twenty cadets selected to serve as the SY City Corps Staff and recognize each of the JROTC Program s Cadet Battalion Commanders. Key tasks include the planning and coordination between JROTC programs and staff, the coordination of transportation, identifying a location and equipment, the setup and cleanup of the facility, inviting guests, creating a program and inviting the guest speaker. End State will be all cadets recognized, promoted and honored and consolidation of after action reviews from the primary participants.
2 DEPARTMENT OF JROTC OPERATIONS ORDER 2-SY 13/14 (CITY CORPS STAFF b. Concept of the Operation: This is a three-phase operation. (1) Phase 1, the preparation phase consists of: the coordination and resourcing of personnel, equipment, transportation and ceremony location; attending any ceremony meetings and any other support required necessary to execute the ceremony. (2) Phase 2, the execution of the program begins with Host s introduction, entrance of the official party, posting of the colors and the opening remarks by the Host. Next is introduction of the Executive Director of Service Leadership Programs and the introduction of the Director of Military Instruction. The cadet City Corps Staff Commander introduces the guest speaker. The guest speaker makes her/his speech. The Cadet City Corps Commander presents a gift to the Guest Speaker. The host then announces the names of the City Corps Staff, while the Director of Military Instruction and Guest Speaker pin on their rank. The Cadet City Corps Commander recognizes the Cadet Battalion Commanders by reading their names and schools while they come forward into a formation in front of the audience. This concludes the formal portion of the ceremony. There will be a Cake Cutting Ceremony, followed by the playing of the Waving Flag Video and serving refreshments is immediately following the formal Commissioning Ceremony. Assigned personnel will take video and digital footage of the event. (3) Phase 3, the After Action Review (AAR) phase requires the collection of comments no later than 10 October The consolidation of the participant s comments into a comprehensive AAR is due from Operations no later than (NLT) 15 October c. Responsibilities: (1) Assistant Director, Personnel: (a) Complete certificates and orders NLT 10 Sep 13 (b) Complete ceremony program NLT 10 Sep 13 and include the names and schools of the Cadet Battalion Commanders (c) Submit names for Guest Speaker NLT 6 weeks prior to event (c) Draft and send invitation to Guest Speaker NLT 5 weeks prior to event (d) Coordinate guest speaker gift (e) Draft and send invitations to VIP s, Principals, Parents, and Instructors NLT 5 Sep 13 2
3 DEPARTMENT OF JROTC OPERATIONS ORDER 2-SY 13/14 (CITY CORPS STAFF (f) Update Ceremony Script NLT 10 Sep 13 (g) Obtain Biographical Information on guest speaker NLT 5 Sep 13 (h) Prepare and coach the J1 or the J5 to serve as Master of Ceremony (i) Send Press release out two weeks prior to the event and follow up several days out (j) Take digital photographs of the ceremony (j) Provide AAR comments NLT 10 Oct 13 (2) Deputy Director of Military Instruction, Operations: (a) SGM Edwards and SFC Garrett coordinate with the Army SMIs of City Corps Staff Cadets to insure they have ASUs for their Cadets NLT 5 September 2013 (b) Be prepared to provide music for ceremony if Band can not attend (c) Coordinate General Flag if needed (d) Plan/coordinate any transportation requirements (e) Provide 2 laptop computers and 1 LCD projector (f) Coordinate for facilities (g) Coordinate for color guard (h) Coordinate for band or audio support if band unavailable. Have back-up audio support plan (i) Coordinate for ushers (j) Set up facilities before ceremony (k) Provide consolidated AAR comments NLT 15 Oct 13 (3) Assistant Director, Logistics: (a) Coordinate to have proper rank on site for cadets at the ceremony. City Corps Staff cords should be delivered to the schools so there is time for the cadets to put them on their uniforms prior to the event 3
4 DEPARTMENT OF JROTC OPERATIONS ORDER 2-SY 13/14 (CITY CORPS STAFF (b) Coordinate to deliver all equipment and supplies to Union League Club of Chicago (c) Coordinate with SGM Edwards for 2 sound systems, 2 sets of flags, flag stands and 2 banners (d) Coordinate to deliver and set-up the 2 sets of 8 flags, 2 CPS banners and 16 stands, 2 sound systems, the three leather trays and one silver that hold cadet rank and awards, 4 easel stands and any other items needed that are stored in the warehouse or at the Department of JROTC Offices at TAMS (e) Provide large pull-up screen for video projector (f) Provide extension cords, surge protectors and cables (g) Coordinate and hang both banners if allowed by Union League Club Staff (h) Help set-up before the event and break down facility after the event (i) Provide AAR comments NLT 10 Oct 13 (4) Assistant Director, Budget and Programs: (a) Coordinate with Deputy Director of Military Instruction to determine overall event cost (c) Provide funds from existing accounts to cover costs (d) Work with Office Manager (Ms. Nia Franco) on the menu and setup of the reception following the ceremony (e) Coordinate payment for all vendors (f) Secure CTA Bus passes for cadets that may need them (g) Submit AAR Comments NLT 10 Oct 13 (5) Office Manager (Ms. Nia Franco): Work with Ms. Relf and the Union League Club of Chicago Staff for the menu and setup of the reception following the ceremony (6) Air Force Academy: Provide three ushers and their transportation (7) Phoenix Military Academy: Provide three ushers and their transportation (8) Marine Math and Science Academy: Provide three ushers and their transportation 4

Coordinate the Navy Band at Great Lakes to play ceremonial music, Ruffles and Flourishes, The Generals March, The National Anthem, The Army Song, the Marine Hymn, the Navy Song and the Air Force Song (May not be used if Air Force commits first) b. Provide Joint Services Color Guard, 8 Flag bearers & two Riflemen, The Department of JROTC will provide the flags and stands c. Provide three cadets as ushers and their transportation d. Coordinating Instructions: (1) Uniforms for Instructors and Cadets: Army Instructors and Staff: Class A s or ASU s Army City Corps Staff members: ASUs Air Force All: Service Dress Marines All: Dress Blues Navy All: Service Dress (2) The guest speaker is COL Troy L. Douglas, Commander 3 rd Brigade, United States Army Cadet Command (3) All City Corps Staff Members, the Rickover All Services Color Guard, the Deputy Director and Assistant Director of Personnel (Coach for Master of Ceremonies) will report to The Union League Club of Chicago, no later than 2:00 pm on 13 Sep 13 for rehearsal and official photos. (4) SMIs of City Corps Staff members are responsible for their cadet's transportation to the TAMS Building, 501 West 35 th Street where a Bus will be available for City Corps Staff members. The Bus will depart at 1:15 pm. Mileage expenses and parking will be reimbursed but must have original receipts. Contact Ms. Relf, Assistant Director of Programs and Budget (773) to coordinate for CTA bus passes for your cadets or for reimbursement. The Union League Club offers discounted parking ($10.00) in the main lobby. Do not use valet parking. You must park your vehicle and obtain a ticket. (5) The Union League Club of Chicago is located at 65 West Jackson Blvd., Chicago, IL (See Annex A) (6) SMIs ensure cadets are in proper uniform to include the City Corps Staff cord prior to arrival at the TAMS Building NLT 1:00 pm or the Union League Club for rehearsal at 2:00 pm. 5
6 DEPARTMENT OF JROTC OPERATIONS ORDER 2-SY 13/14 (CITY CORPS STAFF (7) SMIs who have cadets being commissioned or detailed as ushers are expected to attend the ceremony in the proper uniform. Arrive NLT 4:30 pm on 13 Sep 13 (8) An official group photo of the City Corps Staff will be taken prior to any members departing. 4. Service Support: a. Refreshments will be served immediately following the ceremony. b. For the cadets being commissioned, a bus will depart from the Department of JROTC at 1:15 pm to arrive at the Union League Club by 2:00 pm for the rehearsal. SMIs will make arrangement for the transportation of their Cadet Battalion Commander and any cadets that are providing support. SMIs will be reimbursed for mileage and parking at the event. CTA cards will be provided if necessary for cadets. Cadets may also arrange their own transportation. c. Transportation is provided for the Rickover Naval Academy All Services Color Guard only. Bus will arrive at Rickover for pick-up on 13 Sep 13 at 2:15 pm to arrive at The Union League Club by 3:00 pm. 5. Command and Signal: a.
