1 ASPPB Competencies Expected of Psychologists At The Point of Licensure Scientific Orientation Select relevant research literature and critically review its assumptions, conceptualization, methodology, interpretation, and generalizability 1. Interpret and communicate empirical research results in a manner that is easily understood by non scientific audiences 2. Critically evaluate and apply research findings with attention to challenges in generalizability Interpret, evaluate, and integrate results of data collection activities within the context of scientific/professional knowledge to formulate and reformulate working hypotheses, conceptualizations, and recommendations 1. Identify and collect applicable data (e.g., clinical, empirical, observational, organizational) and integrate with theoretical models to develop working hypotheses 2. Synthesize clinical and scientific data with contextual factors to develop working hypotheses and recommendations across a range of problems 3. Reformulate working hypotheses and recommendations based on emerging data Articulate a rationale for decisions and psychological services that rely on objective supporting data (e.g., research results, base rates, epidemiological data) 1. Articulate evidence based rationale for decisions, recommendations, and opinions to clients, professionals, and the public 2. Apply decisions and recommendations that integrate situation or case specific, social/contextual, and scientific data 3. Identify areas where personal biases or heuristics interfere with effective services Develop and disseminate knowledge in accord with scientific and ethical principles 1. Critically evaluate the literature relevant to professional practice 2. Develop a personal heuristic integrating scientific knowledge and ethical precepts to inform practice 3. Share psychological knowledge with diverse groups (e.g., students, colleagues, clients, other professionals, the public) in an unbiased manner

2 Apply evidence based criteria in selection and use of assessment methods (e.g., psychometric properties, cost effectiveness, relevance) 1. Select tests based upon the constructs to be assessed, the psychometric properties of the tests, and the client population 2. Integrate and analyze client needs, practical constraints, and assessment questions into the selection of assessment methods Select evidence based interventions to promote health and well being, enhance growth and performance (e.g., coaching, performance management, conflict management, and organizational change), reduce risk factors, or increase resilience 1. Identify appropriateness of various theories and applications for different presenting problems 2. Conceptualize interventions, guided by research and theory 3. Regularly evaluate effectiveness of interventions Professional Practice ASSESSMENT Apply knowledge of individual and cultural characteristics in assessment and diagnosis 1. Integrate knowledge of individual and cultural characteristics in formulating assessment questions and selecting assessment methods and tools 2. Ensure that professional opinions, recommendations, and case formulations adequately reflect consideration of individual and cultural characteristics Demonstrate effective interviewing skills 1. Adapt interview questions and behaviors in light of individual and cultural identities of interviewer and interviewee 2. Demonstrate flexible, empathic, and accurate use of a broad range of interview techniques 3. Consider contextual information (e.g., reason for assessment, possible legal or forensic considerations) in conducting an interview Select assessment instruments based on available normed data and/or criterion reference standards, and address any limitations in that selection. 1. Review assessment results against multiple available norm sets to inform judgments 2. Suggest alternative interpretations or explanations in communication of assessment results in light of any psychometric limitations of assessment instruments.

3 Administer and score instruments following current guidelines and psychometric research 1. Administer, score, and interpret a range of standardized assessment tools, including personality and intellectual measures and self report and performance measures 2. Adapt relevant guidelines in situations requiring non standard administration, scoring, interpretation, or communication of assessment results 3. Oversee others who administer, score, and interpret assessment tools. Interpret and synthesize results from multiple sources (e.g., multiple methods of assessment, written documentation, interviewees) following current guidelines and psychometric research 1. Interpret and integrate results from standardized tests and interviews following established guidelines 2. Identify the strengths and limitations of various types of assessment data 3. Reconcile or explain discrepancies between various sources of data Formulate diagnoses, recommendations, and/or professional opinions using relevant criteria and considering all assessment data 1. Use multi modal assessment data and theory to formulate an understanding of the person 2. Formulate diagnoses using current taxonomies (e.g., DSM, ICD) 3. Incorporate idiographic considerations (e.g., developmental stage, context, clinical profile) into professional opinions and recommendations Communicate assessment results (e.g., psychological evaluation reports, feedback to clients, expert testimony) in an integrative manner 1. Write psychological reports summarizing test data by functional domains and/or sources of information 2. Verbally communicate the results from assessment reports in an integrative manner Evaluate effectiveness of psychological services for individuals, couples, families, groups, communities, and/or organizations 1. Assess outcome effectiveness of one s own or others interventions in an ongoing way 2. Develop plans for evaluating program effectiveness INTERVENTION Select interventions for individuals, families, groups, organizations and/or communities based on an assessment and on available research evidence as well as contextual and cultural factors 1. Conceptualize cases to inform choice of intervention or treatment on the basis of research and clinical literature

Develop a range of intervention choices and alternatives by using assessment tools, research, theory, consultation, individual experience and judgment, and client characteristics and preferences for presenting problems Apply interventions with individuals, families, groups, organizations and/or communities based on available research evidence and contextual factors 1. Use relational skills to establish and maintain working relationships 2. Apply and modify interventions guided by assessment and the empirical literature Modify interventions based on knowledge of individual and cultural characteristics, situational and environmental variables, emerging information, outcome data, and current research 1. Continually evaluate, modify, and assess the effectiveness of interventions, considering all relevant variables 2.
