1 PROCEDURES TO BE FOLLOWED IN APPLYING FOR A PERMIT TO INSTALL AN ON-SITE WASTEWATER SYSTEM (OWS) 1. Complete the attached application and plot plan. Return the application and plot plan to the Routt County Department of Environmental Health. Refer to the sample plot plan and attached list of specifications for assistance. 2. The following preparations are to be made by the applicant at the proposed building site: a) The approximate location of the leach field, dwelling and septic tank are to be identified with corner stakes. The well location and property lines are to be marked in a similar fashion. b) Percolation tests for determining leach field size based on the soils conductivity of water shall be run by a qualified Registered Professional Engineer or technician of the local Health Department. In the event of the local Health Department performing the percolation test, the applicant shall do the following: 1) Arrange for the percolation test appointment in advance. 2) Provide six (6) percolation test holes spaced evenly approximately 30 feet apart throughout the area of the proposed leach field. Three (3) holes must be 36 in depth and three (3) must be 24 in depth. The holes should be 4-12 in diameter. 3) Pre-soak the holes by filling them with water, a minimum of 8 hours before the test is to be conducted (24 hours maximum). During the pre-soak, watch for an excessively rapid decline in the water level. If this occurs, you may have hit a rodent burrow and a new hole will have to be dug. 4) Provide a five (5) gallon container of water for each hole or a minimum of 30 gallons of water at the site. c) A profile hole must be dug in or near the area of the proposed leach filed. The hole should be 8 in depth and should be large enough with a sloped side to permit access into the hole for visual inspection of the soil. The profile hole must be dug to the proper depth at the time of or prior to the percolation test being made. Additional profile holes may be required by the sanitarian based on, need as determined by conditions at the site. 3. When the site preparation is completed, the applicant must contact the Environmental Health Department and arrange for the percolation test. The percolation test and on-site inspection will determine the suitability of the site for an on-site wastewater system. 4. If all conditions are favorable for a typical on-site wastewater system, the applicant can generally obtain his permit within 24 hours after all pertinent data has been submitted and approved. A permit fee of three hundred dollars ($300) will be charged. An additional fee of two hundred dollars ($200) will be charged if a percolation test has been made by the Health Department.

If one or more of the following conditions exist at the site, then the applicant will be refused a permit for a typical on-site wastewater system: a) Soil conditions which prohibit subsurface disposal due to poor soil percolation (rate exceeds five (5) minutes per inch or is slower than sixty (60) minutes per inch). b) High ground water c) Insufficient depth of pervious soil d) The building site prohibits maintenance of minimum distances as outlined on the attached sheet of specifications. e) Excessive slope or other terrain problems within the area of the proposed leach field (slope exceeds 30%). 6. If one or more of the conditions (Item 5) do exist, then the applicant must submit a design for an on-site wastewater system other than the typical septic tank and leach field system. This design must meet all of the requirements and specifications as outlined in the Manual of Septic Tank Practice, a Public Health Service Publication #526, and the regulations of the Routt County Board of Health concerning individual sewage disposal systems. A Registered Professional Engineer shall be required in designing a system of this type. If an applicant chooses, he may retain a Registered Engineer at the beginning and have him conduct the necessary tests and design a system for review by the Health Department. 7. After installation and prior to backfilling the permitted on-site wastewater system, the applicant must contact the Environmental Health Department and arrange for a final inspection, a minimum of 48 hours in advance. Refer to the permit number when requesting a final inspection. Craftsmanship of the on-site wastewater system installation and adherence to the permit requirements will be examined at this time. No acceptance will be given on any system without a final inspection.

4 SPECIFICATIONS REQUIRED IN THE CONSTRUCTION OF AN ON-SITE WASTEWATER SYSTEM 1. Building Sewer (line extending from five feet outside of dwelling unit to septic tank). a) The grade of building sewer is at least 1/8 inch per foot (1/4 inch recommended). b) ASTM 3034 is required through or under foundation. c) Schedule 40 below driveway. d) ASTM 3034 or pipe of GREATER strength shall extend five feet from the septic tank inlet and outlet or be adequately supported to prevent failure due to settling. e) The diameter of the building sewer must not be less than building drain (four inch diameter). f) Cleanouts provided at least every one hundred feet and at angles of forty-five degrees or greater. g) Joints must be water-tight and root-proof. Glued or Gasket. 2. Septic Tank a) Only those tanks approved by Routt County shall be installed. (Generally, reinforced concrete and approved polyethene models are acceptable. Please call to confirm which tanks are currently acceptable). b) Plans and specifications must be submitted and approved for all tanks fabricated on-site. c) Tanks must be two-compartmental with the first compartment holding one-half to two-thirds of the effective capacity of the tank. d) Tanks must meet minimum size as indicated on the permit. e) Tank must be water-tight and constructed of materials not subject to excessive corrosion or decay. f) The inlet and outlet to tank must be supplied with tees or baffles. Outlet baffle shall extend at least 14 below invert g) The inlet must enter at least three inches above the outlet. h) Twenty inch diameter (minimum) manholes must be provided above first and second compartments. i) Risers on manholes must extend to within twelve inches of ground surface. 3. Effluent Sewer Line (line extending from septic tank to absorption area). a) Effluent line must be water-tight and root-proof. b) Grade of effluent line is at least 1/8 inch per foot. 4. Seepage Beds and Absorption Trenches a) Absorption area must meet minimum size as indicated on application. b) The bottom of leach field must be placed at a depth of not less than two feet and not more than three feet into virgin soil. (unless approved in advance by design engineer or R.C.D.E.H.) c) No part of leach field shall be placed in new fill dirt unless designed and tested by a Colorado Registered Professional Engineer. d) Minimum gravel depth (six inches below lines, two inches above lines, covering the entire width of the trench). e) Gravel size (1/2 to 2 ½ inches, clean). f) Diameter of distribution lines is four inches diameter. g) Distance between distribution lines (maximum six feet for bed, minimum nine feet for trenches). h) Distance between distribution lines and absorption area wall on seepage bed (maximum three feet). i) Slope of distribution lines does not exceed four inches per on hundred feet. j) All distribution lines leaving distribution box or tee must be equal in length. k) Length of distribution lines (maximum one hundred feet). l) Distribution lines must be even or level within box. Tees are acceptable but must be level.

5 m) Line entering distribution box must be above lines leaving distribution box. n) Acceptable materials for distribution lines are as follows: 1) Approved plastic perforated pipe. (ASTM or greater (NO ASTM 2729)) o) The bottom of the leaching field excavation must be the same level as the bottom of the percolation test holes. p) Serial distribution or distribution box required for installation of trench-type systems on sloping terrain. q) Top of overflow pipes must e at least six inches below tank outlet. r) Top of overflow pipes shall be raised one pipe diameter above uphill leach pipe (serial distribution systems). s) Gravel fill must be covered with a minimum of 2 of straw or hay, or 1 layer of geotextile filter fabric t) At least twelve inches of earth cover shall be provided on top of the gravel fill of a standard leach bed or trench. u) Minimum distance between absorption area and septic tank is five feet. 5. Seepage Beds a) This type of absorption area is acceptable only when terrain or usable absorption area is not suitable for leaching fields.
