2 bid selection information to NCAA SITE SELECTION PROCESS

3 Welcome We are excited to commence our Championship Site Selection campaign for academic years through , in which we are looking for hosts and sites for 83 championships in each year. Our goal is to work together with you to place these championships in America s greatest cities, with most hospitable hosts, offering our student-athletes and guests remarkable experiences! core purpose Our purpose is to govern competition in a fair, safe, equitable and sportsmanlike manner, and to integrate intercollegiate athletics into higher education so that the educational experience of the student-athlete is paramount. core values The Association through its member institutions, conferences and national office staff shares a belief in, and commitment to: The collegiate model of athletics, in which students participate as an avocation, balancing their academic, social and athletics experiences. The highest levels of integrity and sportsmanship. The pursuit of excellence in both academics and athletics. The supporting role that intercollegiate athletics plays in the higher education mission and in enhancing the sense of community and strengthening the identity of member institutions. An inclusive culture that fosters equitable participation for student-athletes and career opportunities for coaches and administrators from diverse backgrounds. Respect for institutional autonomy and philosophical differences. Presidential leadership of intercollegiate athletics at the campus, conference and national levels. And to deliver these values, the NCAA conducts 90 championships in 24 sports each academic year. More than 800 sites are used to serve as the competition venues for the more than 60,000 student-athletes who strive to be called national champion. 3

4 BID PROCESS We will award more than 400 sites during the through academic years, including the 2022 Men s Final Four. From preliminary rounds to final sites, quality venues are needed to crown champions in each of the 24 sports of the NCAA. So what does it take to bid on an NCAA championship? To begin, each bid must have an NCAA member institution or conference associated with the bid. From there, interested parties should review the bid specifications for the various championship(s) in which there is interest, paying close attention to the championship profile and requirements. To continue the process, we will ask you to submit your intention to bid between June 6 and June 27, 2016, and then your full response is due not later than August 12, Each championship s specifications will detail the requirements associated in hosting the event. Your bid(s) will be evaluated on the following criteria: Creation of special opportunities and experiences for student-athletes Adherence to bid specifications and NCAA guidelines Providing facilities with optimal conditions for student-athletes, spectators and media Preparation of a proposed operating budget that is consistent with sport standards and event specifications Recognition of ancillary costs (transportation, hotel, etc.) that impact site feasibility Previous successful hosting efforts of important championship events Rationale for hosting that reflects commitment to NCAA principles Also, due to the approach with this effort, additional consideration will be afforded to the bids of those institutions and local organizing committees having interest in a variety of championships during the four-year period, and where economies and efficiencies of scale can be had during the same period. Multiple-year awards and city rotations also are both viable options as a part of this bid cycle. Each respective sport committee will review the bid submissions and will advance recommended sites to the respective approving authority. Division I sport committees submit their recommendations to the Championships Oversight Committee; Division II sport committees submit their recommendations to the Division II Championships Committee, which are then advanced to the Division II Management Council; and Division III sport committees submit their recommendations to the Division III Championships Committee. The sites and hosts selected will be announced in December (Note: The 2022 Men s Final Four will have an alternate schedule.) Information and dates are subject to change and may be different during the publishing of the actual bid specifications. 4

5 protocols The NCAA is committed to providing a fair, transparent, equitable and open bid process. As such, NCAA championships committees and staff are not able to accept gifts, tickets, meals or other items that could potentially impact a bid. Any lobbying of the above groups also is not permitted. Additionally, due to the scheduled sessions in the coming months at which site selection information and processes will be shared, individual visits to the NCAA national office with the intent to lobby NCAA staff are not permitted. DELINEATION OF RESPONSIBILITIES As a host of NCAA Championships, you have an opportunity to create a special setting for the nation s best student-athletes who are competing for a national championship. Showcasing your facilities, city and hospitality, NCAA Championships hosts are integral in providing a meaningful and memorable experience for our student-athletes. NCAA Championships hosts provide the following: Superior competition facilities and amenities Quality warm-up and practice facilities Sufficient ancillary space for meetings and events Local organizing committee/staffing Operational excellence in organizing and presenting a championship setting Quality hotels (contracted by the NCAA) Local support, both corporate and ticket-buying fans Competitive budget Adherence to NCAA bid specifications And the NCAA provides the following: Funding for approved budgeted disbursements Officials Marketing/ticketing/branding/event presentation support Game equipment (balls, goals, etc.) Awards Merchandise/souvenir sales Game programs 5
