1 Writing Public Policy Sample Syllabus (8, 10, or 15 week course) Course Overview The goal of this writing course is to provide practical experience in communicating to make or to analyze public policy. The course assignments aim to develop the competence, confidence, and rhetorical understanding needed by communicators in public life and governmental processes. Participants will perform as actors in a policy-making process by defining policy problems, observing problematic conditions, conducting public records research, and writing functional documents. Exercises of writing, revising, and analyzing public policy texts will introduce public communication standards and techniques. Some exercises will involve speaking in public deliberation. Required Textbook and Other Readings Catherine F. Smith, Writing Public Policy: A Practical Guide to Communicating in the Policy- Making Process (2005). ISBN Other assigned readings are available online. Recommended: A supplemental guide to clear writing style or to professional communication. The guide used for this syllabus is Joseph M. Williams, Basics of Clarity and Grace, current edition. Course Components This course consists of weekly lessons. Some lessons last a week, others last several weeks. In each lesson, you will have an introduction to the material, objectives, key concepts, a reading assignment, and a writing assignment. In addition, some lessons include a research assignment or a discussion assignment. Due dates are listed in the course schedule. Lessons proceed in a planned sequence of activities intended to develop your knowledge of a chosen
2 problem and your ability to communicate that problem in a policy making process. The lessons progressively develop your policy communication know-how and skills. While each lesson has its own products, each lesson also looks forward. By practicing a particular skill, each lesson prepares you to perform later lessons that will require using that skill. Your course grade will be based on the following activities and products: Discussion forum participation Problem description Public policy statements Legislative history report 25 points 15 points 15 points 25 points Self directed learning: Short quiz, exercises, and self assessment 10 points Collaborative learning: Peer questioning (Lessons 4, 7, 8) and peer review of drafts (as assigned) 10 points Total 100 points Your course grade will be figured from accumulated points received for assignments. The points will be translated to letter grade equivalents on a 10-point scale. Plus/minus grading will not be used. A: B: C: D: F: 0-59 Reading Assignments Most lessons include a lecture and readings from your textbook. Some lessons include additional readings or research materials found on the Web. Discussion Forum Assignments Most lessons include one or two discussion forums. Depending on how the instructor designs the course, the forums may be face-to-face or online. These forums fulfill varied purposes of interaction to accomplish the objectives of each lesson. You are required to participate in all forums. The instructor will provide access information for your forums. Writing Assignments Learning in this course is demonstrated primarily by writing. You will choose a topic, a societal or environmental problem of concern to you, that will serve as the basis for all assignments. Each
3 assignment develops your knowledge regarding the concern, understanding of ways to define a concern as a policy problem, and skill in communicating about the problem as an informed participant in a policy making process. Integration of these topic knowledge, policy process knowhow, and communication skill will be demonstrated in written products. You will submit finished written products throughout the course. Before submitting finished products for grading, you will submit drafts for instructor or peer comment and revise the drafts as needed. Revision enables you to improve both thinking and expression before going public with written policy communications. Final written products a policy problem description, a legislative history report, and two public policy statements are in lieu of exams. There is no midterm exam. A simulation exercise, writing for and participating in a mock Congressional committee hearing, during the last week of the course is in lieu of a final exam. Real-life products and simulations are substituted for exams in order to apply instruction to practical experience, albeit in an academic course. Criteria for Evaluation Discussion forums: Instructor will assess and grade your participation in all forums for quality and amount. Written products: Instructor will assess and grade your written documents for their achievement in meeting standards for public policy communication and lesson objectives. Learning process: Instructor will assess and grade products of your self directed learning (short quizzes, exercises, and self assessment) for quality and amount of engagement in applying instruction to your work. Instructor will assess products of your collaborative learning (peer questioning and peer review of drafts) for quality and amount of their contribution to collective achievement. Self assessment: You will assess your learning in specific assignments and set objectives for further learning. Self assessment is important for ongoing learning. Self assessment will not affect grading of products or course grading, which are the instructor s responsibility. Criteria will be specified in advance of submission for each product, so that you might take evaluation criteria into account as you revise drafts. Honor Code All work in this course must meet standards of academic integrity. If you have questions about whether your use of sources is acceptable, please consult the instructor. All sources must be identified and referenced properly. Course Procedures Blackboard Some of your class components (discussion forums, assignments, and announcements) may be
4 accessed through a software package called Blackboard or through another online course content management system. If your course uses such a system, the instructor will provide access information and sources of help. Library Services and E-reserves Students in this course must have access to the electronic resources of a research library. While some assignments require only publicly available resources accessible through any Internet service provider, other assignments will require access to subscription databases generally available only in college and university libraries or some professional organizations. Access information will be provided by the instructor. Using Depending on how the instructor designs the course, may be used for communication among course participants. Here is a typical protocol for course-related use: You will receive messages regarding the course at your university address. Off-campus users can access their university account using a Web application. Ask your university s technical support service for instructions, if needed. If you use a filter on your account, you are responsible for ensuring that it does not prevent you from receiving messages from the instructor or using the course content management system. Hotmail users should be aware that Hotmail will block messages sent from within Blackboard because Blackboard uses "blind carbon copy" to protect privacy. We recommend that you use your university account rather than Hotmail for this course. Please add the following addresses to your address book: Instructor Student Services Technical Support It is extremely important for you to save copies of any work you submit electronically. If the instructor does not receive your work, you must have a duplicate copy, indicating the date sent, to prove that you submitted the assignment on time. It is your responsibility to maintain copies of your sent s, as there is no way to guarantee that any message will be delivered. Please check your software to see how it manages sent and saved messages. Some software automatically deletes messages one month after they have been sent; others only save messages if they are filed in folders; others save messages received but not those sent. You may need to send yourself a copy of any submissions that you submit electronically. Or, you may need to print a copy of the message and any attachments to keep in your paper files. No matter how your system works, make sure you know how to save a copy of all submitted work and that you save the copy for several months beyond the end of the course.

Or, in a lesson that runs several weeks, on Wednesday you should be starting the next phase of that lesson.
