3 THE IMMIGRANT POPULATION IN NORWAY 12 per cent of the total population in Norway with migrant background (January 2013 ). Oslo has the largest immigrant population in Norway, 30.4 per cent of the capital s entire population Largest groups are from, Poland, Pakistan, Somalia, Sweden and Sri Lanka. Besides Oslo, the cities with the largest immigrant populasjon are Bergen and Stavanger. More than 200 languages spoken In Norway

4 Education aims at Children and young people must have an equal right to education, regardless of where they live, gender, social and cultural background or any special needs. Primary and lower secondary education is founded on the principle of equity and adapted education for all pupils in a school system based on the same National Curriculum. All children and young people are to share a common foundation of knowledge, culture and values.

5 What does Norwegian Education Act says about linguistic minorities Sections 2-8 and 3-12 of the Education Act, lays down that: Pupils attending the primary and lower secondary/upper secondary education who have a mother tongue other than Norwegian or Sami have the right to adapted education in Norwegian until they are sufficiently proficient in Norwegian to follow the normal instruction of the school. If necessary, such pupils are also entitled to mother tongue instruction, bilingual subject teaching, or both.

6 Policies and measures to encourage migrant people in education Bilingual Bachelor studies: qualifies the teachers with migrant background to work in 1st -7th grade in primary schools and in 8th- 10th grade in secondary schools in several subjects. funds and initiatives to initiate training programs and projects aimed at bilingual assistants in kindergartens and guidance programmes for teachers National centre for multicultural education

7 NAFOs mandate supplementary education for teachers working with minority children advising/counselling leadership and staff in appointed focus-kindergartens and focus schools runs competence-building programmes for day-care centre owners, school owners, school administrators and teachers, university colleges and universities has developed a collaboration structure with key professional environments within the educational system, from kindergartens, all levels in schools and adult education

8 The Centre s target groups owners of day-care centers, kindergartens, schools, and adult-education centers as well as administrators of schools and kindergartens, teachers, staff of the pedagogical psychological counseling services and professionals at universities and university colleges.

12 courses for bilingual assistents at the unversity-colleges 2010/2012 The Ministry of Education has given NAFO funds to initiate training programs aimed at bilingual assistants in kindergartens Aims to enable participants to increase their awareness of their own resources and its own significant role in the nursery. to contribute to a better deal for all children and parents with migrant background The course was spread over two semesters and participants had the opportunity to complete the course in two ways: - As a participant with certificate after completing the program - As a student, 15 credits Evaluation

13 Stipend scheme/schelorships for migrant /bilingual teachers NAFO manages grant scheme in partnership with school owners Native Language Teachers / bilingual teachers without formal qualifications for teaching in schools are granted scholarship to undertake studies leading to an approved formal qualifications for teaching in schools. The offer applies to teachers who teach mother tongue other than Norwegian Sami, Danish, Swedish, English, French and German.

14 Competence boost for Diversity Five years project in different couties with primary,secondry and upper secondry schools Universitie and university colleges willl be responible for competence building courses for educational practioners working with linguistic minorities Subjects or topics which will include these courses are,second language didactics, multilingual education, multicultural awareness and multicultural education

17 Project: Home school cooperation 2009/2011 NAFOs project aims to develop models for home school cooperation particularly with immigrant parents promote parental participation opportunities and their participation in children's schooling. Evaluation Teachers and school administrators in project schools find better learning results with students Tøyen and Fjell Schools with particular focus on reading, reported that reading skills and reading interest has increased. The minority parents read more in company with their children than in the past. Libraries have become an arena, several minority families seek out and use, as a result of the project.

19 voluntary Parental Organisasjons Multicultural Initiatives and Resource Network (MiR) Parents with minority background should feel safe and welcome in their meeting with the school. Parents will have strengthened their role so that children can function well in school and in an enriching multi-cultural society. The partnership between home and school will be strengthened for better results. Develop Multicultural parenting network to create unity and positive relationships between parents.

21 Project: Competence Measures for kindergarten authority 2013/2014 The aim of the competence measure is to strengthen the kindergarten authority expertise in multilingual and multicultural educational work in kindergartens. strengthening local government expertise on linguistic and cultural diversity in the child care sector, while also establishing networks that can help to highlight main experiences and knowledge in the sector

22 Project: significance of bilingual assistance in the child care centers 2010/2012 The project aims to show how bilingual assistance can help and strengthen multilingual children's Norwegian language skills in kindergarten and strengthen language environment.
