2 The Maryland Emergency Management Agency MEMA Organization Announcements We would like to welcome Mr. Russ Strickland back to MEMA as the new Executive Director replacing Mr. Clay Stamp who is now a senior advisor to the Governor on Emergency Management and will be the Governor s Emergency Management Advisory Committee Chairman. Mr. W. Pete Landon, a former Maryland State Trooper, has been appointed to replace Mr. Tim Hutchins as the Director of the Governor s Office of Homeland Security. Additionally, MEMA hired Ms. Michelle Spencer to a position within the Grants branch and is in the process of hiring to positions in Advanced Learning and Exercises, Planning, SEOC Resource Planning, and Daily Operations. 2

3 MEMA Directorate Updates Emergency Support Functions (ESFs) MEMA conducted a workshop to update the ESF 9 Search and Rescue Operations Plan as well as provide an opportunity to the ESF 9 mission area leads to meet new players and partners. ESFs are the primary coordinating mechanism for building, sustaining, and delivering the capabilities of the Response Mission Area. Maryland s 17 ESFs bring together the capabilities of State departments/agencies and other statewide organizations and assets. They are not based on the capabilities of a single department/agency, but represent groups of organizations that work together to deliver capabilities and support effective response operations. ESFs support not only a number of response capabilities, but also a number of responsibilities and actions that extend beyond the scope of the capabilities of the Response Mission Area. Each ESF is lead by a designated State Agency as noted below: ESF 1 Transportation (Maryland Department of Transportation) ESF 2 Communications (Maryland Department of Information Technology) ESF 3 Public Works and Engineering (Maryland Department of Labor, Lisencing and Regulations) ESF 4 Fire Fighting (Maryland Department of Natural Resources) ESF 5 Intelligence and Analysis (Maryland Coordination and Analysis Center) ESF 6 Mass Care, Sheltering, Feeding, Housing and Emergency Assistance (Maryland Department of Human Resources) ESF 7 Resource Support and Logistics (Maryland Department of General Services) ESF 8 Public Health and Medical Services (Maryland Department of Health and Mental Hygine) ESF 9 Search and Rescue (Maryland State Police and Maryland Department of Natural Resources) ESF 10 Oil and Hazardoub Materials (Maryland Department of the Environment) ESF 11 Consumer Food Safety and Security (Maryland Department of Health and Mental Hygine) ESF 12 Utilities and Engery (Public Service Commission and Maryland Energy Administration) ESF 13 Law Enforecement and Safety (Maryland State Police) ESF 14.a Cultural and Historic Properties (Maryland Department of Planning) ESF 14.b Natural Properties (Maryland Department of Natural Resources) ESF 15 Donations and Volunteer Maangement (Governor s Office of Community Initiatives) ESF 16 Agriculture and Animal Welfare (Maryland Department of Agriculture) ESF 17 Military Department (Maryland Military Department) 3

4 Response Operational Status Levels The State of Maryland has established four State Response Activation Levels, referred to as Status Levels, as noted in the table below. All levels provide for 24/7/365 monitoring of incidents throughout Maryland, maintaining a common operating picture, and supporting local jurisdictions and partners as needed. Each status level represents an increased need for situational awareness and coordination of State response activities and resources. Regional Liaison Officer (RLO) Program MEMA has broken out the State of Maryland into six regions. Each region has been assigned an RLO to support and champion MEMA initiatives at the local level. 4

5 Western and Capital Region: John Reginaldi, Central Region: John Dulina, Southern Region: Kelly McGuire, Upper Eastern Shore: Bill Hildebrand, Lower Eastern Shore: Ed Werkheiser, UPDATE: MEMA will be working to add back an RLO to support our local jurisdictions. Preparedness Grant Programs FEMA announced that Maryland will receive $6,153,500 in State Homeland Security Grants for Each jurisdiction in Maryland receives a minimum-base allocation of funds from the State Homeland Security Grant Program (SHSGP) which are used to support at least one emergency planner position. The primary areas of investment include Planning, Interoperable Communications, HazMat and Explosive Device Response, Personal Protective Equipment, and Critical Infrastructure Protection. The MEMA grants department is currently closing out local jurisdiction EMPG FY 2014, SHSGP, and Baltimore UASI FY 2013, while looking to close the grants with FEMA by October 1. MEMA provides most of these grant funds to local jurisdictions where the funds are used on projects for planning to interoperability. FY 2015 grants were released by FEMA and have been passed through to local jurisdictions. Private Sector Integration Program (PSIP) The PSIP continues to grow; increasing from 50 affiliated private sector partnerships to just under our goal of 250 by the end of MEMA held an exercise with PSIP members in July of this year. The program s purpose is to support the Maryland business community before, during, and after incidents by providing consistent situational awareness and open lines of communication. The program during activation includes a virtual business operations center (see attachments) where live streaming information is presented. There is also a dedicated phone line and address for businesses that is monitored throughout events. In addition, when the State's response activation level is not raised, the program provides situational awareness in weather, traffic, and other briefings and training and exercise information.
