1 May 11, 2015 Contingency Plan Turrialba Volcano Dear UGACR Program Faculty: The Turrialba Volcano, located about 70 km east of San Jose in in Costa Rica s central mountain range, has been experiencing increased volcanic and seismic activity over the past few months. Some of the eruptions have produced significant ash fall over areas to the west of Turrialba, including San Jose and Heredia. Distribution of ash depends on wind conditions, the activity of Turrialba, and the height of the ash columns. To date, the eruptions have not resulted in any human health impacts or structural damage, and evacuations have not been necessary. The UGACR Campus itself is located far from the volcano, and would likely not be impacted even in the case of a major eruption. However, in light of ongoing activity, and considering that UGA has groups traveling throughout the country on its Maymester and Summer programs, UGACR would like program faculty to be aware of the following contingency plan: In all cases, follow the recommendations of the Costa Rican National Emergency Commission (Comisión Nacional de Emergencias, or CNE): (If using Google Chrome, right-click anywhere on the page and select Translate to English.) In case of airport closures due to ash fall over the San Jose / Central Valley Area: o Groups already in Costa Rica, with no immediate ingoing/outbound flights: No action necessary. o Incoming groups (i.e., cancelled flight(s) prevent some or all program participants from arriving to Costa Rica): Affected students and faculty should contact Lindsay Stallcup, UGA Costa Rica Academic Programs Manager, at the numbers listed below. UGACR staff in Costa Rica will coordinate logistics for each group depending on its itinerary and when the participants will be able to arrive. o Outbound groups (i.e., cancelled flight(s) prevent some or all program participants from leaving Costa Rica for return to the US): UGACR staff in Costa Rica will coordinate logistics for each group depending on its current location. Options include: Extending stay at UGACR or hotel until the airport reopens; or changing flights to the LIR Liberia Airport. If onsite at UGACR campus, coordinate with campus staff If off-site at another location: Faculty should contact Lindsay Stallcup at the numbers listed below. 2 o o Lodge staff has been regularly attending meetings of the National Emergency Committee (CNE) and following their recommendations. Guayabo Lodge is located outside the 5- kilometer radius of intermediate to high risk as established by the CNE (Appendix II). In fact, Guayabo Lodge has been established as an emergency evacuation point in the case of an eruption. In the case that an evacuation of Guayabo Lodge were necessary, the group should follow instructions of Guayabo Lodge Staff. Guests would be evacuated toward the town of La Suiza, southeast of Turrialba. Language & Culture Service Learning (Summer Session II). Location: Turrialba Bed and Breakfast, town of Turrialba. Dates: July 17-20, The town of Turrialba itself is outside the 5-km radius established by the CNE. If an evacuation were necessary, the faculty should follow instructions of the local authorities. Groups rafting on the Pacuare River (Appendix I): If evacuation is necessary during a rafting trip on the Pacuare River, the faculty and students should follow the instructions of the rafting guides. In case of a major eruption of the Turrialba Volcano: o All faculty, regardless of program location, should contact UGACR Campus and UGACR-Athens office at the numbers listed below. o Follow instructions of the CNE and local authorities at all times. o For programs in affected areas, UGACR staff will work with program faculty to manage the situation. 4 APPENDIX II. Contingency Plan for Turriabla Volcano Costa Rican National Emergency Commission (CNE) Tuesday, March 17, Emergency response authorities and scientific-technical agencies have not lowered their attention toward the Turrialba Volcano, although activity has slowed considerably since last Friday. The Contingency Plan of the Turrialba Volcano National Park remains active. The aim is to implement procedures for control of an emergency situation related to three specific types of events within the area open to visitors, in close coordination with the Municipal Emergency Committee of Turrialba: events not reported by scientific instruments, events reported by scientific instruments, and extreme events. The plan establishes evacuation routes, meeting points and recommendations to improve communication between the park authorities and first responders. This Plan was prepared by the National Commission of Risk Prevention and Emergency Response (CNE) in 2012, in close collaboration with National Park officials and members of the Municipal Emergency Committees. The plan also precisely defines the immediate actions to be carried out by park officials, and established responsibilities for any scenario presented by activation of the volcano, which was tested in this emergency with successful results. Plan provisions are based on the report "Preparation for volcanic hazards and restrictions on land use in the Turrialba Volcano area, which describes the volcanic, geological, and historical context, evaluates potential hazards, and makes recommendations for plans and evacuation routes. The study shows two scenarios, (short and long term) in the light of the models developed, validated with field data obtained through history. The first zone is the area of high or maximum danger, defined by a two-kilometer radius around the south crater, with ash fall 1 mm thick, pyroclastic flows (mixture of volcanic gases hot, solids and air caught) caused by column collapse (explosive eruptions). According to experts, in the case of an eruption, this would be the area of impact, so the CNE defines specific actions for handling of animals, as well as census of people, livestock, and farms. The Animal Health Service (SENASA) of the Ministry of Agriculture periodically provide talks and workshops for the handling of animals at events of this nature. Drills are also an essential part in this process; so there have been four, testing the responsiveness of institutions in evacuating animals and people. The second zone (intermediate to high risk) is defined by areas within a 5-kilomenter radius. This area could have pyroclastic flows and surges caused by volcanic events.
