1 Reinforcement Protection Joint Action

2 DCPEP and the Civil Defence The Directorate for Civil Protection and Emergency Planning (DCPEP) works under the authority of the Ministry of Justice and the Police The Civil Defence is subordinate to DCPEP and comprises 20 districts countrywide The Norwegian Parliament has determined that the Civil Defence shall be developed as a separate entity under the leadership of DCPEP

3 The transition from war to peacetime The present concept is mainly to provide support activities in civil emergencies during peacetime whereas previously the most important task was to protect against the dangers of war The Civil Defence is organized and equipped to render appropriate operative support to the emergency and rescue departments in the event of major accidents and incidents

6 Recruitment Men and women between the age of 18 and 65 years who are resident in the kingdom may be called to duty in the Civil Defence (Civil Defence Act) Transfer from the National Service Administration Transfer from the Civilian Service Conscription from the National Register (women) Voluntary contact from persons who may receive status for duty to serve

7 Personnel resources Operative force of with duty to serve who are trained and exercised for peacetime missions Wartime reserve force of who will be trained and exercised should the need arise Organized in units with different functions and various response times In addition, 250 employees at 20 Civil Defence locations

8 Units countrywide Peacetime Contingency Teams 22 personnel with the competence and equipment for firefighting, rescue operations, first aid, searches, order and communication Mobile decontamination units 24 personnel with the competence and equipment for cleansing persons contaminated by chemical pollution Radioactive measurement patrols 3-4 personnel with the competence and equipment for measuring radioactivity. Carries out gauging for the Norwegian Radiation Protection Authority Teams on standby reinforcement for the Peacetime Contingency Teams

11 Civil Protection Public Warning The Civil Defence has approx sirens mostly in towns and densely populated areas - also used during peacetime Shelters The Civil Defence has the supervision of public protection shelters with room for 2.5 million people

12 Civil Defence Schools The Civil Defence has 3 schools located in Rogaland, Sør-Trøndelag and Oppland Train the Civil Defence s own units approx. 800 personnel annually Comprehensive portfolio directed towards the emergency and rescue services, voluntary humanitarian organizations, private industry (industrial defence) and public bodies

13 International humanitarian engagement DCPEP and the Civil Defence, in co-operation with the Norwegian Ministry of Foreign Affairs, is on standby for humanitarian relief efforts under the direction of UN, NATO and EU Commissioned assignments for OCHA (Office for Coordination of Humanitarian Affairs) and WFP (World Food Programme) Most large-scale operations are co-ordinated by (IHP) International Humanitarian Partnership - the Nordic countries, UK, the Netherlands and Estland)

14 Norwegian Support Team Deployable within 24 hours to set up and administer 1 or 2 tent camps to accommodate around 50 UN humanitarian aid workers Norwegian Support Team consists of volunteers from the Fire Service, Health Service, Civil Defence and others Since 1999 missions have been carried out in Albania, Guinea, Tajikistan, Iran, Indonesia, Pakistan and Somalia Financed by the Norwegian Ministry of Foreign Affairs

15 Norwegian UNDAC Support Supplies support in the areas of telecommunication and IT Deployable within a few hours for missions worldwide during the first phase of a catastrophe Since 1999 missions have been carried out in Algeria, Eritrea, Guatemala, Haiti, Indonesia, Pakistan, Sudan, Thailand, Uganda, the Caribbean and the Philippines UNDAC is OCHA s team for disaster assessment and coordination (UN s Disaster Assessment and Coordination) Financed by the Norwegian Ministry of Foreign Affairs
