1 MBA 6841, Public Budgeting Course Syllabus Course Description Introduction to governmental and non-profit accounting, reporting, and auditing that continue to evolve rapidly. Moreover, the ever-increasing scrutiny and accountability to which governments and non-profit organizations are being subjected by others, including Congress, practitioners, investors and creditors, standards setters, and academicians, clearly signal that their accounting, reporting, and auditing concepts, standards, and practices are in constant change. Course Learning Objectives Upon completion of this course, students should be able to: 1. Distinguish between operating budgets and capital budgets and discuss the practical execution of each. 2. Explain how revenue is estimated. 3. Demonstrate and explain the past and current approaches for state and local government accounting and reporting methods and models. 4. Amend an existing budget proposal that furthers the cause of the agency without exceeding $1,000, Distinguish among the myriad of accounting alternatives for non-government, not-for-profit health care organizations, colleges and universities, voluntary health and welfare organizations, and other non-profit organizations. 6. List and describe various types of taxes and discuss their implications on the community as well as their impact on different segments of the community. 7. Explain how the executive, legislature, agency, and the public contribute to the budget process and cycle. 8. Compare and contrast an existing federal, state, and local budget. 9. Analyze and explain the underlying nature of the various fund types and account groups, and apply this information within transactional analysis. 10. Utilize the accounting equations of the various fund types and account groups to demonstrate how pieces of the government model complement one another. 11. Analyze the ethical considerations that impact the budget process and accounting. 12. Review and discuss several current and past public budgets. Credits Upon completion of this course, the students will earn three (3) hours of college credit. Course Structure 1. Summary of Course Unit: Each unit contains an overview, or summary, of the information to be covered. 2. Unit Learning Objectives: Each unit contains learning objectives that specify the measurable skills and knowledge students should gain upon completion of the unit. MBA 6841, Public Budgeting 1

2 3. Key Terms: are intended to guide students in their course of study. Students should pay particular attention to key terms as they represent important concepts within the unit material and reading. 4. Reading Assignments: include approximately 1-4 textbook chapters in each course unit. Supplemental Readings are provided in the unit study guides to aid students in their course of study in Units I-III and V-VIII. 5. Learning Activities (Non-Graded): This non-graded Learning Activity is provided to aid students in their course of study in Unit IV. 6. Unit Assessments: This course contains eight Unit Assessments, one to be completed at the end of each unit. 7. Unit Assignments: Students are required to submit for grading Unit Assignments in each unit. Specific information and instructions regarding these assignments are provided below. 8. Course Project: The Course Project contains a Budget Search, Proposal, Outline for Review of Revenue, Review of Revenue, and PowerPoint. Information and specifications regarding this assignment are provided below. 9. Ask the Professor: This communication forum provides you with an opportunity to ask your professor general or course content related questions. 10. Student Break Room: This communication forum allows for casual conversation with your classmates. Unit Assignments Reflection Papers The unit Reflection Papers are to be completed for Units II, III, VI, VII and VIII. In completing these assignments the university requires that you follow APA guideline in preparing citations and references. For each assignment, you are asked to prepare a reflection paper. After you finish the reading assignment, reflect on the concepts and write about it. What do you understand completely? What did not quite make sense? The purpose of this assignment is to provide you with the opportunity to reflect on the material you finished reading and to expand upon those thoughts. If you are unclear about a concept, either read it again or ask your professor. Can you apply the concepts toward your career? How? This is not a summary. A reflection paper is an opportunity for you to express your thoughts about the material by writing about them. The writing you submit must meet the following requirements: At least one page Your thoughts about the main topics Unit V Article Review For this assignment, choose a peer-reviewed article to review. Use the databases within the CSU Online Library or use another source that contains peer-reviewed articles. The purpose of this assignment is for you to practice reviewing articles that contribute to the industry. The authors of these articles are researchers and professionals that have shared or experimented with ideas that demonstrate potential to improve the industry. As a professional in the industry, it is in your best interest to review the literature and trends. This provides you with the opportunity to read about what was successful and how they accomplished it. Plus, it allows you to analyze what was unsuccessful, how you can improve it, or at least avoid repeating the mistakes of others. Use these skills to contribute to research papers and other scholarly writing. If you have not already, hopefully you ll contribute to the industry by publishing an article and sharing with your community of peers. As you read the article, consider the following questions: How could the topic of this article apply to your personal or professional life? How could it apply to an organization you have observed? The article you choose must meet the following requirements: Peer reviewed Related to the concepts within this course At least ten pages MBA 6841, Public Budgeting 2

3 Course Project Unit I Budget Search One of the major assignments for this course is to complete a proposal. To help you get started right away and stay on track, this assignment asks you to search for at least three budgets and to briefly summarize them. By researching more than one agency, you have the option to select which scenario interests you the most. Plus, it is a good idea to research and review the approach that various agencies are using toward budgeting. For this assignment, use the Internet, or any other resource, to search for and review the budget for three agencies. After reviewing the budgets, briefly summarize the details of three budgets in about 500 words. Include each of the following for the summary: The name of three agencies A brief description of three budgets (about 300 words total) From your initial review, which budget appeals to you the most and why (about 200 words) Remember, this assignment serves as a major contribution to the proposal. Use this as an opportunity to prepare great details in the proposal. Format your brief summary using APA Style. Use your own words and include citations for other articles as needed to avoid plagiarism. Prepare your assignment in a word-processing application and submit it as one of the following file formats: DOC, DOCX, or PDF. Unit III Proposal Obtain a copy of an agency s budget and the agency s mission statement. Keeping in mind the mission and research that you have done about the agency, identify a change, which you think would improve the agency s effectiveness and help it to obtain its mission. The total for the proposal cannot exceed $1,000,000. Write a proposal that includes the following information about the agency and the proposal. 1. Agency name 2. Proposal name 3. Identified need demonstrate the need for the proposal 4. Description explain how the program would function when implemented 5. First year costs (with detailed explanations) 6. Future year costs (FY 2 to FY 5) 7. Measure of success 8. Required changes Your complete proposal should be submitted by uploading it at the Proposal link in Unit III. Do not your paper directly to your professor. By using the link, your university record will automatically be updated to indicate you have submitted your paper and the paper will be provided to your professor for grading. Unit IV Outline for Review of Revenue The Review of Revenue Estimates assignment is a pretty significant project for this course. To stay on track, this assignment asks you to create an outline. An outline is a great way to organize the ideas that you want to communicate within a paper, or any form of writing. For your outline, include the following: Hypothesis Thesis Topic sentences for the main ideas or headings This assignment also allows you to work with your professor, who can offer guidance and direction to help you successfully complete the Review of Revenue Estimates assignment. 4 Use your own words and prepare your outline in a word-processing application (i.e., Word). Submit it as one of the following file formats: DOC, DOCX, or PDF. Unit VII Review of Revenue This activity will require you to access at least a portion of the federal budget as well as a state, local and an agency budget. This can be done online, however, your references should be carefully cited. This activity takes the place of a final examination for the course, so the effort and detail must demonstrate mastery of the concepts taught in this course. This paper should address the breadth, depth, and application of revenue estimation and various formats of budgets used in public budgeting. It must be at least 15 pages in length. 1. Include a basic description of each budget. 2. Identify the differences and similarities of each budget. 3. What accounts for the major sources of revenue for each? 4. How are the revenue amounts expected to change in the future? 5. How does the budget fit with the mission of each domain? 6. How can the budget be improved and revenue estimation be accurately accessed at each level? CSU requires that students use the APA format in writing course papers. Therefore, the APA rules for formatting, quoting, paraphrasing, citing, and listing of sources are to be followed. Your paper must contain at least five references, and may include Internet sources, books, and professional journals or resources related to the profession. You should organize your time so that you submit this scholarly activity at the completion of Unit VII. To submit your completed assignment, upload it using the "View/Complete" link located in Unit VII. Do not your paper directly to your professor. By uploading through Blackboard, your university record will automatically be updated to indicate you have submitted your assignment, and it will be provided to your professor for grading. Unit VIII PowerPoint The Course Project culminates in the creation of a PowerPoint slide show. Your assignment is to imagine that you are presenting your proposal to a foundation or agency panel. You want them to fund your project, program or general budget (big bucks), make a convincing presentation. You do not need to submit an outline for this activity; however, you must receive your grade on the Proposal and the Review of Revenue before you submit the Power Point presentation for grading. You can assume anything in developing the PowerPoint (person, place, time), however, you must follow your research proposal design. This means that the PowerPoint must discuss essential elements of each section of the proposal, including the budget. It is not sufficient to clip and paste whole sections of the project into the PowerPoint, (a funding panel can read your proposal for that). Rather, you must find the key words that succinctly explain your proposed study and why it should be funded. Excessive use of clip art is inappropriate in a professional/scientific presentation. You might want to search the Internet for samples of professional and scientific PowerPoint files. Of course, your presentation will not have study findings per se, but it could have what you expect to find (hypothesis). You should organize your time so that you submit this assignment at the completion of Unit VIII. Submit your assignment by uploading it through the PowerPoint link provided in Unit VIII. APA Guidelines CSU requires that students use the APA style for papers and projects. Therefore, the APA rules for formatting, quoting, paraphrasing, citing, and listing of sources are to be followed. A document titled APA Guidelines Summary is available for you to download from the APA Guide Link, found in the Learning Resources area of the mycsu Student Portal. It may also be accessed from the Student Resources link on the Course Menu. This document provides links to several internet sites that provide comprehensive information on APA formatting, including examples and sample papers. CSU Grading Rubric for Papers/Projects The course papers will be graded based on the CSU Grading Rubric for all types of papers. In addition, all papers will be submitted for electronic evaluation to rule out plagiarism. Course projects will contain project specific grading criteria defined in the project directions.
