1 Multilingual Finland Niina Kunnas, University of Oulu, Finland Citation: Kunnas, Niina (2010) Multilingual Finland, mediazioni 9, ISSN The Department of Finnish language and its international cooperation projects The University of Oulu is among the largest universities in Finland with an exceptionally wide scientific base. At its faculty of Humanities, research is focused in three main areas: 1) Linguistics and Communication Studies, 2) History and Cultural Studies, 3) Northern Cultural Environment. Finnish language is one of the major subjects offered by the faculty of Humanities. We approach the language from a number of different linguistic angles. Finnish as a second or foreign language (S2) is a very popular secondary subject. S2 is meant for those who are interested in teaching Finnish to people who use Finnish as their second language in Finland or as a foreign language abroad. Students who choose this subject are invited to look at Finnish in a comparative perspective. A few years ago, the department of Finnish language started a corpus study on language-specific and universal features in learners usage of non-native languages. The main object of the project is to shed light on the nature of learners language (LL). Firstly, the project aims to study the universal features of learners usage of the languages they are learning, regardless of the specific nature of their native languages and the languages they are learning. Secondly, the object is to investigate language-specific features, i.e. features that are present only in how a 1

2 certain non-native language is used by learners who are native speakers of one specific language. The study will be based on electronic material (ICLFI = International Corpus of Learner Finnish), which will be compiled in The data for the corpus will be compiled with the help of the universities around the world in which Finnish is studied as a foreign language. Among them, the University of Bologna and especially the Finnish language teachers who work there has helped a lot to gather the data from its students. The corpus will consist of texts spontaneously produced by learners of Finnish in language learning situations. The corpus will help to clarify the specific characteristics of LL, and thus support teachers and researches in compiling better educational material for language learners. 2. The language situation in Finland Finnish is not the only language spoken in Finland. Finnish is the mother tongue of 91.5 % of the whole population. Swedish, also a national language, is the native language of 5.5 % of Finland s population, while another 0.03 % speaks one of the several Saami languages. 3 % of the Finnish people belong to other language minorities such as Russian, Estonian, Somali or Arabic. The map below shows the Swedish-speaking municipalities in Finland (colored in red). 2

There are some thousand speakers of North Saami and some hundred speakers of both Inari and Skolt Saami. In the map below, you can see the speech areas of all Saami languages. The area colored in green is the speech area of North Saami, while the yellow area is the speech area of Inari Saami, and orange area is the speech area of Skolt Saami. 3

Formerly, Swedish was the only official language, but Finnish gained the status of official language in Some history At the beginning of the twentieth century, educated citydwellers in Finland spoke Swedish, and the use of Finnish was concentrated mainly in the countryside. The language of administration and cultural life was also Swedish. There were only a few editions of the Bible, books of homilies and hymn books written in Finnish in those days. However, a couple of newspapers published in Finnish began to circulate in the eighteenth century. The picture below is an excerpt of the first newspaper written in Finnish, Suomenkieliset Tieto-Sanomat. 4

5 (Source: Web course of Development of written Finnish, University of Oulu) In 1809 Finland was separated from Sweden and it became an independently ruled part of Russia. In that time, the current of Nationalism also started to gain some influence in Finland and the population began to claim that Finnish be acknowledged as a national language. In 1863, a new law gave the Finnish language the same status as that enjoyed by Swedish. In the space of twenty years, Finnish became an official language of Finland and was adopted as a language of instruction at all school levels. Today, bilingualism and multilingualism are very visible in Finland. The picture below shows a bilingual road sign. Signs are always written in two languages: Finnish and Swedish. 5

7 To sum up, Finland is a very multilingual country and the need of teachers who can teach Finnish as a second or as a foreign language is increasing all the time. That is the reason why we need S2-teaching and S2-researching projects at universities. We hope that through the corpus study on language-specific and universal features of learners usage of non-native languages we will be able to train professionals of S2-teaching. 7
