3 Introduction Prepared by the Port of Bellingham (POB) Informational in nature Providing data to Port Commission, Bellingham International Airport Advisory Committee (BIAAC), and the public for 2012

4 Background Noise complaints are received by the POB through: o Online Aircraft Complaint Tracking Form o Phone call or voic o o Verbal Communication POB staff investigates and verifies o Contacts aircraft operator o Follow-up Log the complaint o Geographic location o Time and date o Operational and aircraft type

5 Operational Type Noise- Level of sound generated by aircraft Activity- unusual frequency of aircraft traffic in a certain area or about any unusual activity an aircraft may perform. Such as, helicopters hovering, aircraft performing aerobatics, and maintenance run-ups Route- planes not following BLI s voluntary noise abatement procedure or route Safety-aircraft creating a hazard of any kind or flying too low Other- Complaint that doesn t fit into previous categories. Such as, fuel odors, pollution detection, or any other aircraft related operations

6 Aircraft Type Commercial aircraft- aircraft used by the Airlines and/or aircraft operating for hire General Aviation (GA) aircraft- any privately owned aircraft, including corporate jet aircraft Helicopters- any rotary type aircraft Military- aircraft operated by the armed services

7 Noise Abatement Procedures Visual Flight Rules (VFR) Procedures Runway 16 Departures: Fly runway heading to shoreline before commencing a turn Arrivals: Follow the published traffic pattern procedures Runway 34 Departures: Fly runway heading to freeway before commencing a turn Arrivals: Fly base leg over water, fly final leg to cross shoreline on runway centerline There may be cases when VFR aircraft are unable to follow these procedures due to Air Traffic Control Tower (ATCT) direction, safety, traffic, weather, training requirements, or emergency procedures. Instrument Flight Rules (IFR) Procedures: are in accordance with the Federal Aviation Administration (FAA) published procedures

25 Conclusion Total number of complaints is less than.5% of operations Number of complaints and households increasing Majority of complaints received were commercial aircraft (84%) and were north (87%) of the airport GA aircraft and activity complaints decreased Surrounding areas experiencing different impacts

26 Conclusion Continue to educate pilots to promote BLI s Noise Abatement Procedures FAA established traffic patterns: Population is less dense Lowest impact on the community Obstacle avoidance/safety Without RADAR, difficult to provide specific data Allegiant introducing Airbus- more quiet and fuel efficient
