1 Invitation to participate in Skill Development Mission of Government of India by CSR contribution Dear Stakeholder, The Life Sciences Sector Skill Development Council (LSSSDC: ) had been set up under the aegis of National Skill Development Corporation (NSDC: ) a Public- Private Partnership Company of Govt. of India with primary mandate of catalyzing the skills landscape in India. Reference to the notification Under the Govt. notification No. I-34011/07/2015-SDE, LSSSDC, as a Sector Skill Council has been recognized as one of the Non Statutory Certification agency likewise of CBSE/ NCVT etc. Our aim is to provide equal opportunity to those who are poor but whose skills can be developed and utilized for the benefit of society and themselves. With a vision of skilled youth, we aim to connect with more and more companies in Life Science sector so as to contribute the CSR funds in LSSDC corpus to enable LSSSDC in supporting the skill agenda of Government of India, including those sections of society who can t afford to pay for getting skilled. Section 135 of Companies Act, 2013, Schedule VII of the Act and companies CSR policy rules, 2014 read in conjunction with General circular dated and General circular No. 21/2014 of Ministry of Corporate Affairs dated June 18, 2014 clarifies that contribution to the Corpus of a Society will qualify as CSR expenditure as long as corpus is created exclusively for a purpose directly relatable to a subject covered in Schedule VII of the Act, which includes Skill Development. In turn it will provide Life Sciences sector with a sustained stream of skilled individuals across functional areas and levels, thereby vastly reducing costs associated with re-skilling, attrition and low productivity. In the process it will also address issue of fake certificates and degrees an area of concern to Life Sciences industry. Alongside, it will provide meaningful livelihood opportunities in the Life Sciences sector to a multitude of job seekers. Augmenting pool of skilled manpower will significantly reduce cost involved in hiring and training of fresh resources by industry. Under the Corporate Social Responsibility (CSR) initiative, LSSSDC is targeting multiple skill development programs for job roles like Manufacturing Assistant, Machine Operator, QC Chemist, Production Chemist, Fitter, and Lab Technician; for which candidates from economically weaker section of the society and college drop outs or unemployed population would be selected and skilled through its recently started skill training centres in Industry clusters like Telangana, Andhra Pradesh, Karnataka and Himachal Pradesh with Tamil Nadu, Gujarat, Maharashtra, Uttrakhand, Goa and Sikkim etc to follow. We at LSSSDC invite Industry to be a part of our mission of developing a pool of job ready workforce, leveraging company s CSR fund under the CSR initiative of Government of India with the attraction that organisations contributing to the corpus will benefit from the skilling initiated in specific job roles and clusters. 3 Project Proposal Aim and Objective: a) To provide short term skill development training to 100-1,000 unemployed youth beneficiaries over 4-6 months of duration in job roles of Life Sciences Sector as given below which they can assimilate with ease and provide them job opportunity which they can sustain for a longer period thereby enhancing their livelihood status. I. Production / Manufacturing Chemist- Life Sciences II. Quality Control Chemist Life Sciences III. Production/ Machine Operator- Life Sciences IV. Quality Assurance Chemist Life Sciences b) To develop a high-quality skilled workforce relevant to current and emerging employment market needs in pharmaceutical and biopharmaceutical sector. c) To reach the talent pool which could not be utilized due to lack of resources and reach d) To provide equal access to skill development for all social groups particularly unemployed youth, women and economically weaker section of society, to help them in securing decent employment and moving out of poverty thereby removing barriers to access and addressing their specific needs are key elements in achieving inclusive growth. Project Outline: a. The CSR funded skill development program would be based on National Occupation Standards for job roles of Life Sciences Industry developed by LSSSDC, validated by Industry and approved by National Skill Qualification Committee under Ministry of Skill Development and Entrepreneurship. b. Under the Govt. notification No. I-34011/07/2015-SDE, LSSSDC has been recognized as one of the Non Statutory Certification agency likewise of CBSE/ NCVT etc. c. The certification given to the candidates post skilling is recognized by Govt. of India and all Industrial organization in Life Sciences Sector. d. The proposed job roles have been identified of high volume and are in demand as of the Industry survey done by LSSSDC with the help of KPMG e. The Curricula, Skilling Content and Assessment framework has been laid down by LSSSDC as per National Occupational Experts f. The Project can be executed at following locations as these are major Industry clusters and LSSSDC either has its Skilling centre already established or is planning to set up the skilling centre in these regions. Mumbai/ Pune/ Aurangabad, Maharashtra VIII. Chennai, Tamilnadu

4 g. The target for FY for LSSSDC is to skill candidates and provide them job opportunity which they can sustain for a longer period thereby enhancing their livelihood status. h. Under the current proposal LSSSDC is aiming to skill a minimum number of 100 up to a maximum number of 1000 students for the identified job roles. i. LSSSDC is proposing, Industry to contribute the CSR fund in its Corpus which is in compliance to the Section 135 of Companies Act, 2013, Schedule VII of the Act and companies CSR policy rules, 2014 read in conjunction with General circular dated and General circular No. 21/2014 of Ministry of Corporate Affairs dated June 18, j. LSSSDC would act as a monitoring agency for entire project duration and will ensure to meet the objective of the project. k. On the ground, the Project would be implemented with joint collaboration of 4 Key Stakeholders, i.e. Industry- CSR funding partner, LSSSDC and LSSSDC s affiliated Training Centre, Trainee. Key Responsibilities of the Stakeholders: The following would be key responsibilities of the mentioned stakeholders: I. Industry- CSR funding Partner: Will be responsible for approving the proposal, releasing the CSR fund in Corpus of LSSSDC, practical and internship of the candidates. II. LSSSDC: Will be responsible for setting the standards of Skilling program, monitoring of the training delivery and Assessment. Will also be releasing the funds to training partner at every milestone achievement III. Training Centre: Will be responsible for mobilization, training delivery as per standards defined by LSSSDC and placement of the candidates IV. Trainee: Will be responsible for consent for participation in the program, meeting the code of conduct for student, meeting the learning objective of the program and making him/ herself present for the livelihood opportunity provided to him/ her by Industry

6 Project Cost Estimate To run a Skill development program for any of the given job roles, following would be costs based on Models. The costs are being estimated based on the Common norms laid out by Govt. of India for any skilling program in India and are estimated for a skilling program at any centre mentioned in earlier section. Model 1: Theory Classes are being run by LSSSDC affiliated Training Centre and Practical and Internship is being supported by Industry partner (Industry- CSR funding partner) a. Non Residential Program cost per candidate will be INR 10,000/- (Rupees Ten Thousand only) Model 2: Theory Classes and practical training are being run by LSSSDC affiliated Training Centre and Internship is being supported by Industry partner (Industry -CSR funding partner) a. Non Residential Program cost per candidate will be INR 16,000/- (Rupees Sixteen Thousand only) The Costing is being done basis an assumption that residential facility would not be required by the trainees. In case of any such requirement identified at a later stage, the Industry CSR Funding partner may interact directly with the Training Centre to estimate the additional cost. LSSSDC would act as a facilitator for any such dialogue. Basis above, the minimum CSR funding contribution being sought from Industry partner (for min. 100 trainees to be trained) is INR 10,00,000/- (Rupees Ten Lakh only) to the corpus of LSSSDC.

7 Project Execution Modalities Strategies for mobilization: LSSSDC would suggest Industry- CSR funding partner to identify/ mobilize and select candidate by itself, which has been a preferred choice by most of other Industry partners. In, case mobiliztation is not feasible by Industry- CSR funding partner, following modalities would be adopted. 1. A local advertising will be done around the centre and adjoining area to attract suitable candidates. 2. Road shows / Kaushal Melas will be organized in the adjoining area of the centres. 3. Scheme awareness programs shall be organized in the adjoining areas of the centre to motivate suitable target candidates to undergo training designed especially for them. Selection of beneficiaries proposed to be followed 1. A personal discussion/ interview will be conducted for each candidates to assess the need of the beneficiary for training, his attitude towards acceptance of gainful employment in Life Sciences Sector and sustenance and, to ensure right kind of training required for him. 2. Industry CSR Funding partner will be involved in screening of such mobilized students by interviewing with each candidate through its Experts. This is highly recommended by LSSSDC to ensure meeting the objective of the program. Delivery model: 1. The delivery of the components of the skill development project shall be through Affiliated training centres of LSSSDC in the identified region. Possible regions have been mentioned in the beginning of the document. 2. To give a ready reference, the Project can be executed at following locations as these are major Industry clusters and LSSSDC either has its Skilling centre already established or is planning to set up the skilling centre in these regions. a. Baddi, Himachal Pradesh b. Hyderabad, Telangana c. Bengaluru, Karnataka d. Vizag, Andhra Pradesh e. Haridwar/ Dehradun, Uttrakhand f. Ahmedabad/ Ankleshwar/ Vadodara, Gujarat g. Mumbai/ Pune/ Aurangabad, Maharashtra h. Chennai, Tamilnadu Pre- training Activities: Pre-training activities will include, but not limited to:

8 1. Development of Centres having infrastructure suitable for conducting skill development programs in the pre-identified job roles at the centre 2. Orientation of the implementation team (Centre SPOC, Trainers) about the organizational policies, expectations from the projects and required activities to be carried out during the implementation of the project. 3. Selection and Training of trainers in predefined manner. 4. Courseware development and delivery of the training material at the training centres. 5. Mobilization of trainees based on their needs and skill levels suitable to the pre-identified job roles Quality Practices for best outcome To control the quality of the training, and post training support to the trainees, following best practices shall be adopted: 1. Documented procedures and policy for implementation of the project 2. Concerted efforts in identification of the centres to ensure that it is easily accessible to the trainees enrolled and their daily livelihood activities are not affected thereby reducing the probability of drop-out. 3. Offer of the only job role which matches the profile of the trainee. 4. Careful selection of beneficiaries to ensure that only the desirous and needy candidates get enrolled in the program thereby reducing the probability of drop-outs and denial of job acceptance after training. 5. Right selection of the trainers and conducting their training for adapting to the training needs of the target trainee segment. 6. Monitoring the process of training of trainees (Multiple methods are used in the process of monitoring by LSSSDC). 7. Regular interaction with the trainees and their parents by Training centre SPOC, to make them understand the benefits accruing to the family from the training and employment. 8. Periodical internal audit reports of the centre carried out by the quality team of training centre. 9. Audit by the monitoring team of LSSSDC. 10. Regular interaction with the Industry CSR funding partner during the practical training and internship, to understand the progress of the trainees placed. 11. Documentation of the activities carried out at the centres 12. Dissemination of MIS/ Reports to the stakeholders matching their expectation and needs
