4 Features of the Citarum RB and its interconnected basins Located in West Java Province of Indonesia consists of 10 districts Service area: West Java Province and Jakarta Major landuse: paddy field (24.58%), upland (17.52%), and mix garden (16,07%) Primary and secondary forests cover around 135,555 ha (10.28%) Combined river concept: Bekasi and Cikarang (Cilicis) Citarum, Ciherang, Cilamaya, Cijengkol, Ciasem, Cigadung, Cipunegara,Cipancuh and Cilalanang rivers (Upper Jatiluhur) Area: 13,000 km 2 Jasa Tirta II Public Corporation

8 Background of Activity Citarum River Basin is one of the strategic rivers in Indonesia 80% of raw water suppy of Jakarta is relied on CRB 240,000 ha technically irrigated area DMI water requirements in 10 Kabupaten/Kota Hydro-electric power plants (1800 MW in total) Flood control, etc Citarum River Basin has experienced: Severe deterioration of water quality Deforestation and degradation of upland catchments Mining of groundwater Degradation of water control infrastructure 1 Jasa Tirta II Public Corporation
9 Background of Activity Jasa Tirta II Public Corporation (PJT II) is a River Basin Organization for Citarum River and its tributaries plus part of Cisadane River Basin based on Government Regulation No. 94/1999; PJT II is assigned to utilize and manage water resources, and to conduct government tasks on river basin management that covers conservation, development, and utilization, including provide information, recommendation, and guidance. 2 PJT II has been performing the assigned tasks, but it needs to be improved Jasa Tirta II Public Corporation

Lurah Kawi Purwakarta Legal Aspects and Institutional Arrangement Law No.7 / 2004 : Water Resources Law. water resources management in Indonesia should be based on the basic principles of conservation, balance, public benefit, integration, harmony, autonomy, transparency, and accountability Funding source for water resources management can be derived from: (i) government budget; (ii) private budget; and (iii) Income from water resources management services. Minimum daily basic needs and people s farm should have higher priority compared to other users. 12

19 Jasa Tirta II Public Corporation Challenges and Issues Institutional Human Resources Lack of capability. 1 Number of technical staffs is less than that of the non-technical staffs. Conflict of Interest conflict among different administrative territories, due to the implementation of decentralization regional autonomy. The conflict is revealed between the user of water for commercial and water for social service.
20 Financing and Funding Challenges and Issues 2 Funding source that come from water management services (BJP-SDA) according to Law No.7 Year 2004 may be charged to the commercial beneficiaries of water resources management service. In case of Citarum River Basin: Government budget that covers the major rehabilitations and infrastructures development. The private field and BJPSDA s schemes cover funding for routine maintenance and operation activities partially. Jasa Tirta II Public Corporation
21 Coordination of WRM Challenges and Issues 3 Required a mechanism of coordination to integrate interests of various sector, territory and stakeholders in water resources. In case of Citarum River Basin: Some times the activities that in line with WR management could not be performed optimally even the coordination among the RBOs already has been made. 23 Prospect and Future Direction 1 According Law No.7 Year 2004, coordination of water resources management must be established at the national level and at the provincial level. In district and river basin level are optional, depend on the local necessity of this coordination body Water Council Establishment. Water resources management policies are formulated by considering the condition of the administrative region, such as population growth, economic, social and cultural activities, and water demand. 24 Prospect and Future Direction 2 National water resources management policies should be considered gradually in formulating water resources management policy in provincial and district/city level. The formulation of water resources management patterns should considered water resources management policy in the involved administrative region. Water resources management patterns should include the goal and consideration of water resources management, scenarios of the future condition of river region, water resources management strategies, and operational policies to implement those strategies Jasa Tirta II Public Corporation
25 Prospect and Future Direction 3 Water users have an obligation to share the cost of water resources management. It is not a water price, but compensation of a partial cost of water resources management. Involvement of different government institutions, in term of hierarchy (central, provincial, and local government) and different sectors related to water resources needs a clear role sharing among them in a decentralized perspective Jasa Tirta II Public Corporation
26 Closing Remarks The institutional strengthening is necessary to encourage coordination among DGWR, DGRD, Forestry Services (central, provincial and district governments), PJT II, and the Local Communities for the implementation of IWRM under the existing regulatory system.
