RADIATION SAFETY TRAINING APPENDIX F
Radiation Safety Training AF-1 Radiation Safety Training As a Condition of the consolidated Licence, the University has a responsibility to provide basic training to Radiation Users prior to beginning any work with nuclear substances and radiation devices (NSRD). The Radiation Safety Officer (RSO) coordinates periodic seminars in radiation protection and nuclear security awareness which meet the requirements of regulatory Guide C-200, Radiation Safety Training of Radioisotope, Medical, Accelerator and Transportation Workers. Permit Holders are responsible to provide training in experimental protocol; and laboratory safety for all Radiation Users under their supervision. Radiation Users may be authorized to work with NSRD only after successfully completing the appropriate training. Refresher training should be taken following any significant change in work. Levels of Training a) The Radiation Safety Officer (RSO) shall possess training and experience in radiation protection and nuclear security to the standards prescribed by the Regulations. b) Permit Holders shall possess academic training and experience in handling of NSRD as well as attend the UNB Radiation Safety Seminar and develop a security plan for their facilities. c) Radiation Users shall attend the Radiation Safety Seminar, as well as receive orientation to nuclear security awareness and training in experimental protocol from the Permit Holder. d) Nuclear Energy Workers (NEWs) are users of NSRD who possess usually long term post-graduate level training. NEWs are normally employed as faculty members, research scientists or technical support staff. NEWs are required to attend the UNB Radiation Safety Seminar as well as orientation to nuclear security awareness. e) Non-radiation workers and visitors who may incur incidental exposure to radiation shall be provided with basic orientation to radiation safety by the Permit Holder responsible for the facility. f) Security department and maintenance personnel shall be provided with a basic orientation to radiation protection and nuclear security training by the RSO. Course Content 1. Orientation - Institutional and individual responsibility - NSC Act and Regulations - Consequences of non-compliance with Licence Conditions
AF-2 Radiation Safety Training - Role of Radiation Safety Committee - Role of Safety Offices and RSO 2. Structure of Matter - Nuclear physics - Man-made sources - Natural sources of radioactivity 3. Radiation fundamentals - Definitions - Radioactivity and radioactive decay law - Characteristics of ionizing radiation - Interaction of radiation with matter - Units of radiation - Properties of nuclear substances and radiation devices (NSRD) used at UNB 4. Radiation Detectors - Basic principles of detectors - Direct and indirect measurement - Survey meters (calibration and limitation of) - Contamination monitors - Personal dosimeters 5. Radiation Exposure - Units of radiation exposure - Biological effects of ionizing radiation (risks from exposure ) - Dose equivalent determination - Modes of exposure (internal and external) - Special considerations (reproductive risks)
Radiation Safety Training AF-3 6. Radiation Protection - ALARA Principle - Basic principles of radiation protection: time, distance, shielding - Radiation monitoring programs and procedures (bioassay) - Occupational exposure limits - Classification of radiation users; NEWs - Warning signs and posters - Contamination control, protective clothing, experimental design - Contamination limits - Calculation of shielding - Decontamination - Nuclear security awareness and emergency procedures - Specific precautions for phosphorus 32 and radioiodines - Leak-testing 7. Practical Handling - Videotape (laboratory technique and contamination control) - Practical demonstration on remote handling techniques and use of personal protective equipment (PPE) - Shielding materials and Security 8. UNB Radiation Safety and Security Awareness Program - Regulatory requirements - Internal authorization (Permit system) - Purchase of NSRD - Receiving of packages - Inventory control - Labeling (radiation warning, WHMIS, TDG)
AF-4 Radiation Safety Training Certification - Record-keeping - Management of radioactive waste - Shipping and transport packaging Personnel who successfully complete the Radiation Safety Seminar and orientation to nuclear security awareness will receive a certificate of training from the Safety Office. Record-keeping The Safety Office is responsible for maintaining records of the training received by all Radiation Users who have been authorized to use NSRD under the auspices of UNB. Permit Holders are responsible to ensure that all new faculty members and students and laboratory personnel make application to the RSO for enrolment as an authorized Radiation User or NEW.
