To lead the Supply Chain Development Hub, providing strategic direction within the following areas of Supply Chain Infrastructure and Operations; Supply Chain Governance (Policy, Process, Training and Quality Assurance) Procurement legislation and legal/statutory requirements Compliance e-procurement Responsible Procurement (Social, Ethical, Economic, Environmental) Supply Chain change and change management Management information / Reporting / benefit tracking Procurement projects (including, Purchase 2 Pay, No PO no Pay, Vendor setup etc) Supply Chain Operations (including Purchasing, Buying and Supply Chain Support) 2. Provide a range of professional Supply Chain Infrastructure and Operational services that promote and protect the commercial interests of the Council and meet corporate and statutory requirements including those arising from procurement legislation and Standing Orders. 3. Manage and facilitate Supply Chain Infrastructure and Operational improvement across the Council by understanding the strategic direction of the Council and developing strategies that allow Supply Chain Infrastructure activity across the wider Councils of the West London Alliance. 4. Provide support and advice to comply with statutory requirements and uphold standing orders.

2 5. Contribute significantly to the leadership of the Supply Chain team in the delivery of its corporate priorities and transformation agenda. 6. Shape, guide and implement changes within the Department in response to the Council s and Government s agenda. Responsible for: Supply Chain Officers and Supply Chain Support Officers KEY ACCOUNTABILITIES Corporate 1. Provide high quality advice, support and assistance to the Assistant Director of Supply Chain management, officers and members of the Council on relevant Supply Chain Infrastructure strategies, policies and projects. 2. Lead and effectively deploy the staff within the Supply Chain Development Hub ensuring the greatest efficiency for the Council and encouraging all staff to meet their full potential. 3. Develop and manage a transformed approach to Supply Chain Infrastructure and Operations across the Council, the centralised internal structures and external relationships required to achieve this. 4. Work with the senior staff across the Council to develop or identify training and development programmes to improve awareness and understanding of Supply Chain infrastructure and operational issues (such as EU Directives), particularly for Supply Chain staff, but also looking more widely at requirements across the Council where appropriate. 5. Provide leadership and ensure that we practice sustainable procurement to support the Council s economic, social and environmental objectives, including: the development of the private and third sectors as delivery partners; the development of local businesses; the development of the skills of residents and employment opportunities for them. 6. Demonstrate and ensure high standards of probity and compliance with Council policy, standing orders and the law. 7. Contribute to the development of the overall corporate governance framework. 8. Form robust strategic alliances and develop effective working arrangements with partners, other related organisations, government departments, user groups, business and voluntary sector groups. 9. Work as part of multi disciplinary project teams to enable the breaking down of departmental barriers and delivery of transformational projects. 10. To participate in the Council s emergency planning and responses to emergency situations when required to do so. 11. To assist in the conduct of elections when required to do so. Functional 1. Lead the Supply Chain Development Hub efficiently and effectively to deliver high quality professional advice and services to the Council and continuous improvement within a control framework which supports delegated management and contract compliance. 2/6

Maintain and develop the effectiveness of all services allocated to this post by ensuring cohesive plans are produced which specify outcomes, resources allocated for their achievement, staff development, performance measures and standards to be achieved. 3. Play an active role in the overall Supply Chain Management Team and manage staff and resources allocated to the job, in accordance with the Councils vision, policies, governance arrangements and values. 4. Work with the Senior Managers across the Council to develop an overall agreed strategy on Supply Chain infrastructure and operational matters whilst having value for money and commercial best practice at the core of the activity. 5. Develop and manage a transformed approach to Supply Chain Infrastructure and Operations across the council and the internal structures and external relationships required to achieve this. 6. Identify timely responses to overcome performance issues and take appropriate action where required. 7. Deliver substantial savings by increasing the efficiency of the Council s Supply Chain procedures. 8. Ensure that the operational means are in place to allow Supply Chain transactions to take place efficiently within the Council. Savings are tracked and value for money is consistently and demonstrably achieved. 9. Ensure best value is achieved through the development and effective use of Supply Chain Infrastructure processes/tools and techniques across the Council. 10. Work closely with colleagues and other public sector bodies to develop, implement and maintain effective supply chain strategies in the areas of Social, Ethical, Economic and Environment Procurement. 11. Ensure excellent team communication is maintained and staff feel included and informed; including the organisation of team days and team events. 12. Undertake such responsibilities as may be allocated to this post from time to time by the Assistant Director of Supply Chain Management. KEY PERFORMANCE INDICATORS (KPI s) 1. Delivery of efficiency savings for through the use of the Council s supply chain processes, tools and systems. 2. Ensure the Council s meets its corporate and statutory requirements including those arising from procurement legislation. 3. Increase compliance with the Council s Supply Chain policies and procedures, including the use of E-Procurement technology. 4. Ensure that agreed performance measures and standards are monitored, tracked, reported and achieved. 5. Ensure the Council receive a high quality service within agreed timescales from their interactions with the Supply Chain Development hub. KEY RELATIONSHIPS (INTERNAL AND EXTERNAL) 3/6

4 1. Contributes significantly to the Supply Chain Management department s leadership team, representing the views of the Supply Chain Development hub. 2. Leads the Supply Chain Development hub and helps to develop excellent team working and communication. 3. Work closely with internal/external key stakeholders to ensure the development and delivery of Supply Chain infrastructure and operational strategies are aligned with community, corporate and department strategies. 4. Can work effectively with colleagues across departments as part of multi disciplinary project teams to enable the breaking down of departmental barriers and delivery of transformational projects. 5. 5 Employee Specification KNOWLEDGE AND EXPERIENCE: The Supply Chain Development Manager should have had extensive previous experience in managing procurement activities for public and/or private sector organisations and, in particular, be able to demonstrate that they have played key roles in the successful delivery of the following; Experience and consistent achievement at a senior management level in an organisation of comparable scope and complexity pursuing a transformational agenda. Substantial experience in the leadership and development of one or more of the following areas together with the delivery of substantial savings and service improvements. o Supply Chain Governance (Policy, Process, Training and Quality Assurance) o Procurement legislation and legal/statutory requirements o Compliance o e-procurement o Responsible Procurement (Social, Ethical, Economic, Environmental) o Supply Chain change and change management o Management information / Reporting / benefit tracking o Procurement projects (including, Purchase 2 Pay, No PO no Pay, Vendor setup etc) o Supply Chain Operations (including Purchasing, Buying and Supply Chain Support) Experience of delivering services to customers. Experience of leading the delivery of strategic objectives and policies through effective service planning Experience of leading, motivating and managing services with multi disciplinary teams to achieve significant, sustainable improvements and positive outcomes through internal and external partnerships. Significant experience and demonstrable success in leading organisational and cultural change. Line management of teams of a similar size. SKILLS & ABILITIES: The Supply Chain Development Manager should have the following skills and abilities: Proven ability to lead teams, focused on delivering change and improvement across partnerships and organisational boundaries. Commercially astute with strong leadership and strategic thinking capability. Financial and commercial awareness, with strong analytical skills and an excellent aptitude for developing innovative solutions to complex problems. Planning, prioritising, persevering and delivering improvements to achieve objectives within timescales. 5/6

6 Ability to explore innovative and creative means of delivering improved service outcomes through effective resource utilisation, whilst minimising risk and maintaining a focus on delivering business as usual. Ability to operate effectively within the democratic processes, with the political acumen and skills to develop productive working relationships with council members that command respect, trust and confidence. Ability to provide visible and supportive leadership, empowering, motivating and developing staff and fostering a positive organisational culture focusing on delivering improved outcomes for service users. Ability to initiate, develop and implement effective strategies with clear goals and to make clear, informed, appropriate and timely decisions together with an ability to challenge poor service delivery. Effective negotiating and presentational skills. Excellent communication skills to relate effectively to employees, service managers, council members, the general public and other stakeholders and command their respect, trust and confidence. Speaks and writes fluently and explains complex issues clearly and simply. Confidently debates issues in an engaging and persuading manner. Proactive in openly and honestly sharing information.
