2 BACKGROUND Numerus states are underging effrts t refrm their criminal justice systems, with emphasis n reducing recidivism and diverting lw-level ffenders frm prisn. In rder t have a lasting impact, executive branch staff need t be unified in their visin and perate frm a data-driven, cmprehensive strategic plan with the supprt and resurces available t incrprate data and evidence int their decisin-making. A gvernr s cmmitment t remaking the state s criminal justice system creates the mandate necessary fr transfrmatinal change. T be enduring, refrm effrts must blster the state administering agency s (SAA) capacity t use data t infrm plicy and prmte wider adptin f evidence-based prgramming. The Natinal Gvernrs Assciatin (NGA), thrugh its Center fr Best Practices (NGA Center), and the Natinal Criminal Justice Assciatin, thrugh its Center fr Justice Planning (NCJP), have launched an initiative t supprt sustainable system-wide criminal justice refrm called the Natinal Criminal Justice Refrm Prject (NCJRP). The NCJRP is funded by the Laura and Jhn Arnld Fundatin. As part f the NCJRP, the NGA Center and the NCJP are hsting a strategic planning and leadership summit t help states establish a plicy and planning team f state executive plicy makers, led by the gvernrs criminal justice plicy advisrs (CJPAs) and SAAs under authrity f the gvernr. STATE STRATEGIC PLANNING AND LEADERSHIP SUMMIT State teams participating in the Strategic Planning and Leadership Summit will have the pprtunity t establish prductive, cllabrative, prblem-slving relatinships t prvide the basis fr embedding a sustainable strategic planning prcess within the state s executive branch, based n a partnership between the gvernr s ffice and state executive agency fr criminal justice planning and plicy implementatin. State teams will participate in interactive sessins n the state f criminal justice refrm in their cmmunities; the cncepts and principles f statewide cmprehensive strategic planning; evidence-based plicy and practices; implementatin fidelity; and the requirements fr sustainability. They will als have an pprtunity t netwrk with ther refrm-riented state leaders and subject matter experts in key areas f criminal justice refrm. Participants will netwrk and discuss criminal justice refrms in five key areas f plicy and practice, including: Refrming pretrial release and bail; Imprving the reentry prcess and reducing ffender recidivism; Addressing mental health and substance use disrders in the justice-invlved ppulatin Safely reducing prisn and/r jail ppulatins; Implementing evidence-based practices, including imprving access t data; and, infrmatin sharing practices, adpting perfrmance metrics and integrating evaluatin. The NGA Center and NCJP will cver travel and ldging expenses fr teams f up t fur individuals frm up t twenty states t attend the summit. The Gvernr s CJPA and the SAA must be team members and wrk tgether t select up t tw additinal state plicy makers t participate. States may send additinal participants at their expense. Fllwing the summit, state teams will receive guidance frm the NGA Center and NCJP staff n hw t develp a cmpetitive prpsal t participate in subsequent phases f the NCJRP. 2

3 The Strategic Planning and Leadership Summit requires active participatin frm the selected state teams. Teams participating in the summit will: 1. Cmplete pre-meeting assignments. Selected state teams shuld plan t cmplete assigned pre-wrk tasks and participate in pre-meeting cnference calls with the NCJRP prject team in September. In additin, participating teams will be asked t review and analyze results frm the NCJRP practitiner survey, review and identify existing state criminal justice-related advisry bards and cmmissins, identify existing statewide strategic plans, and ther relevant criminal justice data and infrmatin regarding evidence-based, data driven refrms. 2. Attend the summit. The NGA Center and NCJP will cnvene state teams in Denver, Clrad frm Octber The NGA Center and NCJP will pay fr travel and accmmdatins fr up t fur individuals frm each participating state including, and led by, the CJPA and SAA. 3. Receive technical assistance. The NGA Center and NCJP staff will prvide custmized technical assistance thrughut the cnvening perid. Such assistance culd include telephne cnsultatin r disseminating best practices. States nt selected t participate in the summit may still attend; hwever, travel, ldging expenses, and meals will nt be reimbursed by NGA r NCJA. TIMELINE The fllwing represents a tentative timeline fr the 20-state cnvening: July 6, :00 p.m. ET July 25, :00 p.m. ET By Week f August 22, 2016 Octber 17-19, 2016 Optinal RFI Infrmatinal Call Letters f Interest Due State Selectin Annuncement 20-State Cnvening ELEMENTS OF REQUIRED LETTER OF INTEREST T apply, states shuld submit: Letter frm the Gvernr. The letter must include the state s interest in and expected utcmes related t the cnvening pprtunity and interest in undertaking cmprehensive statewide refrm in ne r mre f the five plicy areas previusly indicated. The letter shuld include the name, titles, and cntact infrmatin f the gvernr s criminal justice plicy advisr (CJPA) and state criminal justice administering agency directr (SAA) wh will serve as c-leaders f the state team. (If the CJPA and SAA are the same individual, please nte the name, title, and cntact infrmatin f the ther c-leader.) The team leader will serve as the main pint f cntact between the NGA Center, NCJP, and the state team. 3

4 Brief Narrative. The narrative shuld nt exceed three (3) pages and shuld include the fllwing elements: Cnvening team: Each participating state will assemble a cre team f fur individuals. Prvide a brief statement describing the anticipated cre team members wh will participate in the summit. If key individuals wh are instrumental t implementing refrm are nt included in the team, please describe hw these individuals will be incrprated int any future wrk. At the state s expense, additinal team members may participate in the summit including ther leaders invlved in state public safety prgram and plicy effrts. Descriptin f current challenges. Applicants shuld prvide a brief descriptin f their current criminal justice challenges and pririties fcusing n ne r mre f the five areas f refrm identified by the NCJRP: refrming pretrial release and bail; imprving the reentry prcess and reducing ffender recidivism; addressing mental health and substance use disrders in the justiceinvlved ppulatin; safely reducing prisn and/r jail ppulatins; implementing evidence-based practices, including imprving access t data; and, infrmatin sharing practices, adpting perfrmance metrics and integrating evaluatin.
