Speech and Language Services for Parochial Schools Amy Stern M.S. CCC-SLP

Some quick facts about me :) Grade School at St. John s in Fox Lake, WI High School at WLA in Fond du Lac Bachelors and Masters at UW Madison

What is an SLP? A speech language pathologist is a highly trained professional who treats children and adults who have difficulty with speech or language. Although people often think that speech and language as the same thing, the terms actually have very different meanings.

We are the Talking Teacher :)

Trivia Question #1 Which of these people did not receive speech therapy as a child?

Justin Timberlake Which of these people did not receive speech therapy as a child?

What is a Speech or Language Impairment? A speech or language impairment includes meeting the following criteria: 1) being 1.75 Standard Deviation below average in the area of speech or language 2) must significantly impact student s education, social, emotional or vocational development 3) impairs oral communication in the natural environment (classroom, recess, lunch room, after school activities, etc.)

How can a child qualify for Speech or Language services? Language delay This includes a delay in oral language reading comprehension expressive and receptive vocabulary social skills following directives

How can a child qualify for Speech or Language services? Sound Production This includes a delay in speech sounds word production can be called an articulation delay or a phonological processing disorder

How can a child qualify for Speech or Language services? Fluency This includes a repetitions of parts of words parts of sounds prolongations blocks must be different than normal repetitions in speech or brain going faster than the tongue can go

How can a child qualify for Speech or Language services? Vocal Impairment This includes inability to produce voice hoarseness of voice voice therapy due to severe acid reflux or vocal nodules (callouses on the vocal chords) abnormal breathing patterns that produce inefficient voice

Trivia Question #2 True or False? Public schools get free money for our students. (That is, the public school receives the exact same amount for a child, regardless of where he/she goes to school.)

FALSE Public schools get free money for our students. Reality: Public schools do get some money for special education children, but not the same amount as for special education public school students.

Tips for Navigating the PSSP Process

What is the process to qualify for Special Education Services? 1) Parent calls the school district in which the child s parochial school resides. The district may send the child to screening first. The district will ask what areas of special education the parent is concerned about.

What is the process to qualify for Special Education Services? 2) The district has 15 business days to notify the parent of what testing will be done. The consent to test paperwork will list the names and types of testing that will be done, along with the name and specialty area of the people doing the testing.

What is the process to qualify for Special Education Services? 3) The district has 60 days after receiving parent s consent to test to complete the evaluation. All testing listed on the consent to test form will be performed in this time frame, along with parent and teacher interviews and a meeting to discuss the results of the testing. Parents, the child s teacher, and often an administrator from the parochial school are involved in the evaluation results meeting.

Trivia Question #3 When is the most common time of year for schools to evaluate children?

Trivia Question #3 Although they evaluate year round, most evaluations are done after the 1st quarter. Intervention teams are gathered and interventions are used before a referral can be started. Showing student data is helpful to the evaluation process.

What is the process to qualify for Special Education Services? 4) If the child is eligible for special education services and the parents agree to having their child receive services, a PSSP will be created. A private school service plan(pssp) is the name of the Individualized Education Plan (IEP) for private/parochial schools.

What do services look like? An SLP (speech language pathologist) will come to your school 1-2 times per week, usually for 30 minute sessions. At the pre-k and K level, the SLP might come into the classroom to deliver services, depending on the child s need. Most elementary aged children are worked with outside of the classroom.

Trivia Question #4 If a child had services at a public school will they automatically receive the same services at your school?

Trivia Question #4 No. When a student changes schools, a new plan is created, which could mean a change in services.

I have a child who could use your help! Next Steps: 1) Contact the parents of the child you think could benefit from S/L services. 2) Make sure the parents are willing to have their child evaluated. 3) Have the parents contact the school district in which your school resides and request an evaluation for speech and language services. (Even if they live in a different district.) 4) Once the parents request an evaluation, the school district will contact you with further instructions.

Some Words of Caution.. Parents have the right to deny having their child tested for special education services. They also have the right to deny services if their child qualifies for services. School districts have the right to offer special education services only at a school district building. This usually only happens if you have a child that requires additional services, such as if they qualify for a cognitive disability, learning disability, or autism in addition to S/L.

Trivia Question #5 True or False? All public school students who need help, get help.

FALSE All public school students who need help, get help. Reality: Only the bottom 7% of students receive special education services. Many children in public schools also fall between the cracks of qualifying for services.

If you re looking for additional information... for the Bulletin from Wisconsin s Department of Instruction on Private School Service Plans for general information about different speech and langauge disorders in elementary aged children for speech and language information for preschool aged children to contact me with any other general questions
