2 ISSUE 18 EVENTS He Guoqiang Tours ChemChina On February 12th, He Guoqiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of CPC Central Committee for Discipline Inspection, made a survey tour of ChemChina in the company of He Yong, Secretary of CCCPC Secretariat and Deputy Secretary of CPC Central Committee for Discipline Inspection. He Guoqiang first paid a visit to the newly founded Chemical Industry Museum of China, and then listened to a report by ChemChina President Ren Jianxin on ChemChina's reform and development, counter-measures to the financial crisis and CPC party organization. He Guoqiang fully affirmed the remarkable growth of ChemChina in the past years, and provided his view for ChemChina's operations amid the economic downturn. Benin President Visits Huaxing's Exhibition Booth ChemChina Receives Süd-Chemie Guests On February 9th 2009, the traditional Chinese Lantern Festival, President Ren Jianxin of ChemChina received Dr. Günter von Au, Chairman of the Germany-based chemical company Süd-Chemie AG. The two exchanged views freely on matters of common concern, including how the chemical industry could best charter its way forward amidst the worsening world financial crisis. They reached consensus on the necessity of surmounting the challenges by deepening two-way cooperation and optimizing resource allocation. Headquartered in Munich, Süd-Chemie AG was established in Over one and a half centuries, it has evolved into a world renowned chemical company with a wide range of businesses including high-performance desiccants, catalysts, absorbents, additives, etc. It has a large presence in the Chinese market with highly localized production and operation. The Import & Export Division of BlueStar Huaxing Petrochemical Co. Ltd. had a booth at the 2008 Chinese Commodities Exhibition (Benin) organized by the Ministry of Commerce, PRC. It drew wide attention of attendees from West African countries around Benin. It even attracted President of the hosting country, his Excellency Thomas Boni Yayi who visited the booth in the company of Benin's commerce minister and China's ambassador to Benin. 3 ISSUE 18 COMPANY NEWS BlueStar At the just concluded 2008 National Science & Technology Awards of China, BlueStar Lehigh Engineering Corporation (Lehigh) and BlueStar Changsha Research and Design Institute (CRDI) jointly won the second prize for the "1,000,000 t/a potassium fertilizer technology and commercialization" program. The program, approved by the former State Planning Commission as a hi-tech demonstration project, is deemed to be one of the ten landmark projects in the country's West Development Endeavor. applying the patented technologies developed independently by the Shanxi Synthetic Rubber Strives to Beat the Clock Wins Two National Science & Technology Awards Shi Shaojun Xi Jinming two companies, the facility was engineered and designed by Lehigh and CRDI in collaboration. It was completed in the end of 2003 and went into stable commercial production in 2006, making high quality fertilizers with potassium chloride content reaching 95%. The success of the project is a testimony to China's potassium chloride production technology and facilities which are now world class. It also indicates further progress made by BlueStar in its R&D and engineering strength and its capability to commercialize research findings. S h a n x i S y n t h e t i c Rubber Group held a m e e t i n g a t t h e Yanggao construction field on February 1 2 t h, u r g i n g a l l constructors to work full sail to beat the clock. By January, the actual investment in the company's Yanggao project amounted to RMB864 million, but success still requires the workers to rise to the challenge of meeting the deadline. The engineering design will be completed in two months; purchase of equipment has accomplished 96.5% of plan and 63.6% of the total has been delivered to site, with all the rest expected to arrive by March; construction of main facilities for operation control have been completed and put into use, while building of utilities entered the final stage and they were planned to be fully operational by April; major civil engineering for production units has been completed and installation is now underway. Installation of all production units is planned to be complete for commissioning by June. BlueStar (Beijing) Launches Continuous Improvement Kang Jian, Ding Haifeng BlueStar (Beijing) Co., Ltd. launched its continuous improvement project on February 12th. According to BlueStar Group's strategy of promoting continuous improvement in the Group as part of execution of Lean Six Sigma management, BlueStar (Beijing) will employ advanced management mode to improve management and cultivate talents. At the meeting, BlueStar (Beijing) signed a contract with Atos Origin for the continuous improvement project. According to the contract, BlueStar (Beijing) will implement continuous improvement under the guidance of Atos Origin, who will provide training and technical support for BlueStar. After the signing ceremony, He Peng, Atos Origin's Lean Six Sigma Senior Consultant, delivered the first training to the attendees - BlueStar (Beijing)'s managers and senior directors. Two ChemChina Firms Named Hi-tech Enterprises Shenyang Chemical Co., Ltd. and Yiyang Yishen Rubber Machinery Co., Ltd. recently qualified as "Hi-tech Enterprises" in Liaoning and Hunan provinces, respectively. The certificates were jointly issued by each province's Science and Technology Office, Financial Office, National Taxation Bureau and Local Taxation Bureau. According to policies concerned, each of the two companies will enjoy a favorable tax policy for their enterprise income tax in the next three years. In recent years, Shenyang Chemical developed a series of vinylchloride-ethyleneacetate copolymer resin and special resins used for gloves. Its H-30 products have dominated the domestic market of general purpose gloves, and have at the same time entered the market of medical gloves, putting an end to China's relying on imported technologies. In terms of R&D in the fields of PVC paste resin and silica white, a number of the company's inventions were granted technology patents by the State Intellectual Property Office (SIPO) and won quite a few awards from the State, Liaoning Province and Shenyang City. Its main product, PVC paste resin, was designated "China Top Brand." Adopting Japanese Kobelco's up-to-date tire vulcanizer technology, Yiyang Yishen Rubber Machinery is dedicated to manufacturing highprecision mechanical tire vulcanizers and hydraulic pressure tire vulcanizers. Altogether 75% of its output was sold to world renowned tire manufacturers such as Japanese Bridgestone and Sumitomo. 2

4 ISSUE 18 NEW YEAR CELEBRATION ChemChina held a get-together for the Chinese Lunar New Year at the headquarters building in Beijing, calling together ChemChina administratives, directors of all subsidiary companies and staff working at ChemChina HQ to celebrate the yearly events. The administration of ChemChina offered New Year's wishes to all the employees. ChemChina's directors and employees enjoying the wonderful performances. A modern dance brought by staff of ChemChina Rubber Corp., "Happy New (Niu) Year - A Bullish Year for You!" A Guangxi folk song by CNCE, "Sing If You Want to Sing." Smiling faces are found everywhere. The small sketch by Science & Technology Office wins unanimous applause. 3
