2 Purpose Emergency Support Function (ESF) #9 provides guidance for the organization of County resources to conduct life saving search and rescue operations. Specifically, ESF #9 discusses: Specialized search and rescue resources Agency roles and responsibilities State and Federal search and rescue resources Local coordination and liaison activities The goal of search and rescue operations is to save the lives of people who are unable to ensure their own survival without assistance. Search and rescue activities include, but are not limited to: Locating, extricating and providing immediate medical assistance to victims trapped in collapsed or damaged structures Locating and assisting missing or trapped persons, vehicles, boats, and downed aircraft This annex is to provide a coordinated response of the Harvey County Search and Rescue that may respond as a result of a natural or man-made disaster. Scope This ESF Annex is designed to provide a flexible organizational structure capable of meeting the varied requirements of many emergency scenarios with the potential to require activation of the Emergency Operations Center (EOC) and implementation of the Local Emergency Operations Plan (LEOP). ESF #9 is a functional annex to the LEOP and to the extent possible, information contained in other sections of the LEOP will not be repeated in this document. Policies ESF #9 applies to all agencies and organizations with assigned emergency responsibilities as described in the LEOP. Many of the agencies with ESF #9 responsibilities have existing emergency plans and procedures. ESF #9 is not designed to take the place of these plans, rather it is designed to complement and support the departmental staffing and procedures already in place. 3 General The Newton Fire/EMS Department is the primary agency and ESF Coordinators for ESF #9 Search and Rescue. Specially trained and equipped Urban Search and Rescue (USAR) teams are maintained by the Department of Homeland Security, Federal Emergency Management Agency (FEMA). USAR teams may be deployed to assist local jurisdictions with complex search and rescue operations. The closest USAR Teams to the County are located in Columbia, Missouri and Omaha, Nebraska. This ESF Annex was developed to complement the National Response Plan (NRP) dated December Where appropriate, ESF #9 also incorporates the elements of the National Incident Management System (NIMS) to help ensure a coordinated response. The 19 counties of South Central Kansas is served by Kansas Task Force 5. The fire districts train their personnel in the Incident Command System (ICS) and the NIMS to help ensure coordination during emergency situations and if necessary, the integration of State and Federal resources. State and Federal search and rescue resources will be requested by the EOC through the procedures described in ESF #5 Emergency Management. As described in existing mutual aid agreements, outside search and rescue resources will remain under the direct control of the sponsoring agency but will be assigned by the Incident Commander and/or the EOC to respond as necessary. In the event of a downed aircraft, the Federal Aviation Administration is responsible for locating the downed aircraft. The County will coordinate ground rescue and/or recovery operations of victims. The following specialized capabilities exist with local and/or regional agencies for Search & Rescue: Rescue Each jurisdiction is responsible for providing rescue, emergency treatment and transportation for the seriously ill or injured. This is accomplished through the local fire department. If beyond the capabilities of the fire department, it may activate the Harvey County Search and Rescue Squad. Kansas Task Force 5 Establish a search and rescue coordination center within the disaster area. Designate a Search and Rescue Coordinator Establish liaison with the various agencies and officials having search, rescue, transportation, and medical capabilities Provide manpower, vehicles and equipment Provide underwater emergency assistance, search, rescue, and body recovery Emergency Medical Services Provide emergency medical care at the rescue scene and transport injured to area hospitals Provide triage personnel in the field during rescue operations Coordinate all ambulances to and from the scene to the area hospitals Emergency Management 1/26/2012 2:36:44 PM Page 3 of 11

4 Establish liaison and preplanning with neighboring jurisdictions Establish a volunteer reserve organization Develop and maintain local resource inventories listing equipment, facilities, and agencies which will contribute to the support f search and rescue missions. Engineering Provide heavy equipment and manpower if needed at the scene and coordinate the operation of heavy equipment from other areas Kansas Department of Transportation Provide manpower, vehicles, aircraft, and other equipment Kansas Highway Patrol Provides manpower, vehicles, aircraft, and communications equipment Accurate records must be kept to provide information to various agencies and individuals at the completion of search & rescue activities. Harvey County EMS will document where injured persons were found, treated, and transported (if applicable) for additional medical care. Law enforcement, under the direction of the Harvey County EMS, will record where deceased victims were found as well as account for and secure evidence and personal belongings. Primary communications are via radio. Alternate communications are either through cellular or public telephones, and pagers. Day-to-Day Rescue Operations The fire and law enforcement provides 24-hour coverage regarding fire safety and law enforcement. Therefore, they are capable of handling day-to-day rescue operations. In addition, selected departmental personnel are trained in specialized skills such as Emergency Medical Technician (EMT), advanced first aid, and extrication procedures. Kansas Task Force 5 The technical and skilled Kansas Task Force 5 is readily available to augment the other departments. It has its own training program that keeps it at an advanced state of readiness. Also, it has personnel who can assist with medical, heavy equipment and diving operations. Natural Disaster/Technological Hazards The day-to-day rescue capability will be augmented during natural disasters and technological hazards to the extent necessary to eliminate the problem on hand. The operation may induce mobilization of medical personnel, building trades, engineering services, heavy equipment operation, and military support from the Kansas National Guard. Aid Local resources and outside assistance will be coordinated through the EOC. The EOC will not be activated to support day-to-day operations unless activation is requested by the incident commander or ordered by the senior elected official 1/26/2012 2:36:44 PM Page 4 of 11

5 in the jurisdiction involved. Organization Technical search and rescue operations will be controlled by the Incident Commander(s) at the scene(s) ICS structure. The Incident Commander(s) will assess the need for additional resources and request that the EOC deploy assets to support field operations. Outside search and rescue resources will be controlled by the procedures outlined in mutual aid agreements. These agencies will remain under the direct control of the sponsoring agency, but will be assigned by the Incident Commander and/or the EOC to respond as necessary. The County Emergency Operations Center (EOC) will serve as the central location for interagency coordination and executive decision-making, including all activities associated with ESF #9. The ESF #9 team members are critical members of the EOC Team and will work within the EOC structure as described in ESF #5 Emergency Management. In events involving search and rescue operations, the Emergency Management Department will request that an appropriately trained fire department or law enforcement representative report to the EOC to coordinate ESF #9 activities. As additional EOC staffing needs become apparent, other agency personnel may be asked to report to the EOC to assist with search and rescue activities. If necessary, State and Federal representatives may be asked to report to the EOC to ensure appropriate coordination. Searches The senior fire officer of the jurisdiction will coordinate all searches involving: Fire Personal injuries Law enforcement officials are responsible for searches involving: Lost or missing persons Fugitives Bomb threats When a search extends beyond the capabilities of the coordinating agency, the Emergency Management Director will be notified to coordinate additional requirements. Additional resources (e.g. personnel, equipment, supplies) may be available through: Local, state and/or federal Volunteer organizations Wide Area Search The elements of a Wide Area Search incident includes: Large geographical area affected Unknown number of victims 1/26/2012 2:36:44 PM Page 5 of 11

6 Overwhelms local resource capacity Requires a variety of resources Search Management Determine the size and scope of the affected area Determine the scope and complexity of damage Create a master map using intelligence gathered from the field Determine availability of local resources and determine level of readiness Strategy and Tactics Segment and prioritize search area Effective use of resources Tasking: Levels and types of searches (Hasty, Primary, Secondary) Team: Number and skill level of team members Time: Time allocated to complete the search assignment Technique: Method of search (technical, canine, physical) Tasking Defined Hasty (Rapid) Search Fast paced, methodical search of the assigned area of operation in an attempt to locate victims that are in immediate need of evacuation from harm. Primary Search Quick search of the structures likely to contain survivors. Secondary Search Systematic search of every room of every structure in the assigned area of operation. Special Response Team (SRT) Search A Special Response Team (SRT) search is employed when the Incident Commander (IC) has identified specific evacuation requirements necessary to limit the loss of life for special needs victims. Notifications In events involving search and rescue operations, the Emergency Management Department will request that an appropriately trained Task Force 5 representative report to the EOC to coordinate ESF #9 activities. As additional EOC staffing needs become apparent, other agency personnel may be asked to report to the EOC to assist with search and rescue activities. If necessary, State and Federal representatives may be asked to report to the EOC to ensure appropriate coordination. Actions Preparedness Maintain this ESF Annex as well as supporting operating procedures and guidelines Ensure personnel receive appropriate emergency operations training Ensure mutual aid agreements are in place with surrounding jurisdictions Develop and maintain mutual aid agreements with private area resources that could be useful during search and rescue operations Participate in Emergency Management training and exercises Response 1/26/2012 2:36:44 PM Page 6 of 11

7 Respond as required on a priority basis Activate mutual aid if needed Coordinate activities with other responding agencies Coordinate with search and rescue elements responding from outside the jurisdiction Alert or activate off-duty and auxiliary personnel as required by the emergency Conduct other specific response actions as dictated by the situation Recovery Replenish supplies and repair damaged equipment Continue all activities in coordination with the EOC based on the requirements of the incident Participate in after-action briefings and develop after-action reports Make necessary changes in this ESF Annex and supporting plans and procedures Prevention Review the hazards most likely to affect the County and identify potential vulnerabilities in the search and rescue function Develop plans to overcome these deficiencies (i.e., new equipment, training, mutual aid procedures) Direction and Control The ESF #9 (Search and Rescue) Coordinator will: Work with the EOC Team to rapidly assess the situation and take appropriate actions to support search and rescue operations at the scene(s) Assess the need to request specialized search and rescue resources from outside the County Serve as the liaison with search and rescue resources from outside the County, including State and Federal agencies Work with ESF #3 (Public Works and Engineering) to ensure heavy equipment support to search and rescue operations Coordinate with ESF #8 (Health and Medical Services) to help ensure the coordination of emergency medical assistance and victim transport Work with the Incident Commander(s) and the EOC Team to help ensure search and rescue personnel deployed to the disaster scene are appropriately outfitted with and trained to use personal protective equipment required by the presence of any potentially hazardous materials/substances Direction and control of the total rescue is the primary responsibility of the Emergency Management Director. All requests for responses involving rescue operations and coordination or additional resources will be channeled through the Emergency Management Director. The Rescue Officer will manage the overall rescue operations from the field. All personnel, equipment, and resources assigned to the rescue force will be under the officer s direction and control. A response log will be kept and turned in to the Emergency Management Director at the conclusion of the operation. Responsibilities All tasked agencies will: Maintain updated resource inventories of supplies, equipment, and personnel resources, including possible 1/26/2012 2:36:44 PM Page 7 of 11

8 sources of augmentation or replacement Develop applicable standard operating procedures, guidelines and/or checklists detailing the accomplishment of their assigned functions Deploy a representative to the County EOC to assist with ESF #9 activities Provide ongoing status reports as requested by the Search and Rescue Coordinator Document all costs and expenses associated with response and recovery activities taking care to clearly separate disaster related work from daily work in the event that reimbursement from the State and Federal government becomes available Maintain up-to-date rosters for notifying personnel and 24-hour EOC staffing capabilities Participate in Emergency Management training and exercises. The following resources are available for response within Harvey County for search and rescue missions: Sedgwick County Emergency Management K-9 Team (SCEMK9) Kansas Task Force 5 Kansas Regional Tasks Forces Wilderness Team Wilderness Search Teams are trained to find lost or missing individuals in rural and urban settings. They generally work off-lead. There are dogs that look for any live human scent and dogs that are scent specific area search dogs as well. All teams must pass both a day and night search scenario. Many of these dogs cross train in Disaster or scent specific work. Tracking/Trailing Team The Tracking/Trailing Canines search for lost or missing persons using a specific scent source and last known location of a missing person. Canines certify twice under team standards (Basic and Advanced) and some also have outside training and certifications through various area Law Enforcement Agencies. The dogs may also specialize in Urban or Rural Search. These dogs have successfully located persons in training at the end of trails that are over 72 hours old, heavily contaminated and traverse over variable surfaces in several weather extremes. Some dogs have located their victim over 5 days since the trail was set. They can track or trail in wilderness or urban settings. Human Remains Detection Team Human Remains Detection (HRD) canines, sometimes referred to as 'cadaver dogs', are trained to locate the scent of human decomposition and alert the handler of it's location; on land, under water and buried. HRD canines search for victims who have died as a result of natural or man-made disasters, drowning, suicides or other means. There is also a Forensic HRD team that specializes in locating trace evidence and residual scent. This team has been taught to search homes, vehicles and property without causing damage or disturbing the integrity of a crime scene. Handlers are trained in Crime Scene Preservation as well, and participate in yearly training on how to properly and safely handle training aids through the Blood borne Pathogens guidelines set forth by OSHA. Disaster Team The Disaster Search Canine searches for lost or missing persons due to natural or man made disasters such as tornadoes, building collapse and bombings, and other instances where persons may be buried or trapped under debris or rubble. Canines also complete building searches as part of this training and SCEMK9 teams train to the Federal National Disaster Standard set forth by FEMA (Federal Emergency Management Agency). Some members have background training with these National Task Forces from Missouri and Nebraska. NTSB/FAA Jurisdictions at Aircraft Accidents In the event of a downed aircraft, the Federal Aviation Administration (FAA) may provide guidance on the last known 1/26/2012 2:36:44 PM Page 8 of 11

9 location/coordinates of the aircraft. The County will coordinate ground rescue and/or recovery operations of victims. The NTSB has responsibility for investigating all aircraft accidents and incidents. Accidents involving scheduled air carriers, air taxi aircraft and fatalities will be investigated by the NTSB. Minor accidents or those involving general aviation aircraft (of a non-fatal nature) have been delegated to the Federal Aviation Administration Flight Standards District Office (FAA-FSDO). Removal or disturbance of disabled aircraft and / or contents prior to NTSB or FAA-FSDO assuming custody may be done only: To remove persons trapped or injured To protect wreckage from further damage To protect the public from injury Note: When necessary to disturb or move the aircraft or its contents, sketches, descriptive notes and photographs should be taken of the accident scene, including original position and condition of the aircraft and contents and any significant impact marks. Release of the disabled aircraft and / or contents must be obtained through NTSB or FAA- FSDO, as appropriate, prior to any removal or recovery action. Civil Air Patrol Kansas Wing Will provide aerial searches of the area to help define the search area parameters, provide photography, and heat sensing equipment for night-time operations to assist in the searches. Administration and Support Support Requests for emergency assistance will be resolved at the lowest level direction and control facility with appropriate response resources capabilities. Unresolved assistance requests will normally flow upward from cities to the county, and/or field deployed command posts to responsible representatives in the State Emergency Operations Center (SEOC), and as required to other states or the federal government for assistance support. Logistics Resource lists should be maintained and updated periodically. Special resources include: Aircraft, both fixed wing and helicopters Boats available for search and rescue work Snowmobiles available for search and rescue work Portable communication equipment Personnel with special skills Pilots Firefighters and rescue squad personnel with training on heavy rescue equipment Trackers Dogs Note: Tracking dogs are the most common and usually follow a trail, air scenting dogs do not need a track or a scented article but find the subject by sniffing downwind. 10 Auxiliary units for feeding and other support Agreements and Understandings All agreements and understandings entered into for the purchase, lease, or otherwise use of equipment and services, will be in accordance with the provision of laws and procedures. The Proclamation of a State Disaster issued by the Governor may suspend selected rules and regulations that affect support operations. The primary agency will determine the specific impact of the situation and inform the ESF group members. Status Reports The primary agency will maintain status of all outstanding assistance requests and unresolved ESF-related issues. This information will be summarized into periodic status reports and submitted in accordance with applicable operating procedures. Expenditures and Recordkeeping Each ESF agency is responsible for establishing administrative controls necessary to manage the expenditure of funds and to provide reasonable accountability and justification for federal reimbursement in accordance with the established guidelines. The first source of funds for expenditures by agencies in response to an emergency, imminent disaster, or recovery from a catastrophic incident, is to be from County and local jurisdiction funds. Following the conclusion of any significant emergency event/incident or exercise, the primary agency representative will conduct a critique of the group activities during the event/incident/exercise. Support agencies will provide written and/or oral inputs for this critique and the primary agency representative will consolidate all inputs into a final report and submit it to the County Emergency Management Director.
