4 Evans Farm Townhomes Cary, NC Executive Summary The Evans Farm Townhomes development is located on the southeast quadrant of the intersection of O Kelly Chapel Road at Green Level Church Road in Cary, North Carolina. The site is currently vacant and is part of the Evans Farm residential development. As currently envisioned, the development will consist of 155 townhomes. The site is proposed to be accessed by one right-in/right-out driveway onto O Kelly Chapel Road with access to Green Level Church Road via Rosepine Drive (right-in/right-out) and Horton s Creek Road (full-movement). Full build-out of the development is anticipated in This report presents trip generation, distribution, traffic analyses, and recommendations for transportation improvements required to meet anticipated traffic demands. The traffic conditions studied include the existing (2013) traffic, projected (2016) background traffic, and projected (2016) build-out traffic conditions. The weekday AM and PM peak hours were studied. The proposed development is anticipated to generate approximately 73 trips in the AM peak hour (12 entering, 61 exiting) and 86 new trips in the PM peak hour (58 entering, 28 exiting) as shown on Table ES-1 below. 6 Evans Farm Townhomes Cary, NC NC 55 at O Kelly Chapel Road: Construct an additional left-turn lane to provide dual left-turn lanes with 450 feet of storage each, an additional through lane, and an exclusive right-turn lane with 350 feet of storage on northbound NC 55 (Parkside Town Commons) Construct an additional left-turn lane to provide dual left-turn lanes with 300 feet of storage each, an additional through lane, and an exclusive right-turn lane with 250 feet of storage on southbound NC 55 (Parkside Town Commons) Restripe the existing left-turn lane to provide 350 feet of storage, construct two exclusive through lanes, and extend the storage of the existing right-turn lane to 400 feet on eastbound O Kelly Chapel Road (Parkside Town Commons) Construct triple left-turn lanes with 500 feet of storage each, two through lanes, and an exclusive right-turn lane with 150 feet of storage on westbound O Kelly Chapel Road (Parkside Town Commons) O Kelly Chapel Road at Alston Avenue: Construct an exclusive left-turn lane with 100 feet of storage on southbound Alston Avenue (All Starz Children s Academy) Construct an exclusive left-turn lane with approximately 100 feet of storage on eastbound O Kelly Chapel Road (All Starz Children s Academy) Construct exclusive left and right-turn lanes with approximately 75 feet of storage each on westbound O Kelly Chapel Road (All Starz Children s Academy) O Kelly Chapel Road at Green Level Church Road: Install a traffic signal (Amberly Town Center Townhomes) The following roadway improvements are committed to be performed by the proposed project: O Kelly Chapel Road at Alston Avenue: Extend the exclusive left-turn lane on eastbound O Kelly Chapel Road to provide 160 feet of total storage Construct an exclusive right-turn lane with approximately 120 feet of storage on eastbound O Kelly Chapel Road Restripe the committed exclusive right-turn lane on westbound O Kelly Chapel Road to a shared through/right lane O Kelly Chapel Road at Green Level Church Road: Extend the exclusive left-turn lane on westbound O Kelly Chapel Road to provide full storage back to Alston Avenue (approximately 1,100 feet) Construct an exclusive right-turn lane on westbound O Kelly Chapel Road to provide full storage back to Alston Avenue (approximately 1,100 feet) ES - 3
7 Evans Farm Townhomes Cary, NC O Kelly Chapel Road at Site Driveway: Widen O Kelly Chapel Road along the site frontage to accommodate the future 6-lane median divided cross section Construct an exclusive right-turn lane with 100 feet of storage on eastbound O Kelly Chapel Road With the improvements committed by the proposed project and other approved developments in place, analysis indicates that all of the study intersections are expected to operate at an acceptable level-ofservice at project build-out with the exception of the Alston Avenue approaches to O Kelly Chapel Road. Analysis indicates that the Alston Avenue approaches are expected to experience very long delays with or without the Evans Farm Townhome development in place. Long delays are common on minor street approaches with major arterials, and this intersection is not expected to meet an 8-hour vehicular volume traffic signal warrant given the land uses using Alston Avenue. If delays and queues become an issue at this intersection, it is expected that some of the southbound left-turn traffic on Alston Avenue will use Green Level Church Road instead. Proposed site traffic is expected to account for only 2 percent of the total traffic at this intersection. The committed and recommended roadway laneage is shown on Figure ES-1. ES - 4
