2 MIRAS UNIVERSITY INTERNATIONAL MODEL UNITED NATIONS 2016 CONFERENCE Guidebook of Rules and Procedures Section 1 General Information 1. Rules and Procedures The rules and procedures are to be used as the standard guideline throughout the Miras International Model United Nations Conference. They should be read before the beginning of the conference and will be adopted as the rules and procedures for the conference. The rules and procedures can only be change within a committee if a Chair gives prior notice at the commencement of a session. 2. General Conduct It is expected that all delegates through/out the conference will show respect and courtesy to all other participants, the committee Chairs, stuff and students of Miras University, as well as auxiliary staff. If a delegate fails to adhere to Rule II the delegate may be called to order by their Chairs. If a delegate continues to act in an inappropriate manner they may receive a warning and that may result in suspension from their committees. Repeated acts of misconduct may result in expulsion from the conference. 3. Language The official language of all committee sessions and the conference shall be English and Russian (*General Assembly Committee). Delegates are also requested to refrain from speaking other languages when not in session given that all delegates are not guaranteed to know any other language than the official language. 4. Dress code All delegates at the MUIMUN Conference must adhere to the following dress code. As a general rule, delegates must be dressed in Western business attire. Suits A suit always looks professional and is the best option. Be sure to keep suits clean and wrinkle-free. Shirt & Tops Males must wear a collared button-down shirt. Females may wear a blouse, sweater or button-down shirt. Dresses are also appropriate as a long as they are adequate in length (see the rules set for skirt length). No t-shirts. Pants & Bottoms Slacks and suit pants are acceptable, preferably in dark colors. Female may wear skirts but also wear pantyhose or stockings. Skirts should be more than two inches above the knee. No jeans or shorts. Shoes Females may wear high-heels but they may prove uncomfortable after some time. Open toe shoes must be professional. Males should wear dress shoes. No sneakers or flip-flops. Hair Keep hair looking professional at all times; hair style should detract from your overall appearance. Jewelry & Pircings If you have piercings on your face that is not for cultural purposes or that is on your ears it is best to remove the rings or studs during the conference for a professional presentation. Section 2 Pre-Conference Preparation 5. Research for conference It is expected that all delegates will have thoroughly researched their counties and topics and would have extensive knowledge. All delegates should have a very good understanding about their country and their position on the issues which will be discussed in their respective committees. Knowledge required would include historical background, treaties, current news regarding topics which will be discussed in your committee, allies, and stances on global issues and how your country has supported or opposed issues. 6. Position Papers All delegates are to submit a position paper to their respective chair by Position papers are to be at least 1 page in length (single-spaced) which outlines your country s position on the topic to be discussed. Please refer to section which discusses what should be in a position paper. 7. Preparation of Speeches All delegates are required to prepare and present an Opening Speech for each topic they are to debate. Your opening speech may include your position paper but you may also talk about what you as a delegate hope to accomplish by attending the conference. Opening speeches will be between 1-2 minutes if your committee is less than 25 delegates. Committees which have more than 25 delegates are permitted the maximum of a minute for their speech. Please note: due to time restraints delegates may be called at random to deliver their speech so ALL delegates must be prepared to talk
3 Section 3 Attendance 8. Attendance Policy All delegates attending MUIMUN are expected to attend all official sessions and should arrive on time. If you are late for any reason an adequate explanation must be given to your Chair upon your arrival at the session. Repeated lateness or unacceptable absences will result in a warning from the Chair of your Committee. If a delegate receives several warnings due to repeated lateness or unacceptable absences from sessions may result in the delegate not receiving a Certificate of Participation. 9. Delegate Roll Call A roll call will be taken at the commencement of EACH session with delegates replying with either present or present and voting or present and observing. Present allows a delegate to abstain from voting Present and voting permits a delegate to vote for or against a resolution Present and observing permits a delegate not to vote as they only have observer status within the committee. A Roll Call allows the Chair to keep track of delegates who are either late or absent. If a delegate arrives at their committee late they are required to pass a note to the Chair expressing their status for that session, either present or present and voting or present and observing. 10. MUIMUN Participation Certificate All delegates attending the conference will receive a MISMUN Participation Certificate at the Closing Ceremony reception on October 30, The issuing of the Certificate is conditional on attendance during the conference. 11. Section 4 - Debate Procedures 12. Voting on the Agenda of the Committee At the commencement of the first session all delegates in their respective committees are to vote on the agenda for that committee to determine the order of issues to be debated. Therefore, the issue with the majority of votes gains priority status in the debate order for that committee. 13. Opening Speeches All delegates are expected to present at the beginning of each topic an opening speech which reflects your country s position on the issue. The Chairs of each committee will call at random countries which they choose. 14. Speaker s List At the completion of delegates opening speeches the Chair will open up the speaker s list which permits any delegate wishing to introduce a point or aspect of the topic to be discussed places their name on the speaker s list. The point of a speaker s list allows for a more in-depth discussion regarding matters which are deemed important to be debated. 15. Motion for a Moderated or Unmoderated Caucus Once delegates have a better understanding of issues they can begin to debate the specifics of those matters by motioning for a caucus. There are two types of caucuses which have to be motioned to be accepted within the committee. The motion MUST specify if the caucus is to be moderated or unmoderated and in addition, the length in minutes of the caucus. a) Motion for a Moderated Caucus A moderated caucus is a formal debate regarding a specific matter which is moderated by the Chair. The Chair will call upon delegates to take the floor and speak. The Chair will then ask the delegate if they are open to any points of information the delegate can nominate the number of points of information they wish to answer and is not compulsory the Chair will then select delegates wishing to ask a point of information (this is done by holding up your country s place name). Delegates who have motioned for a moderated caucus must specify their reasons for the caucus, the structure (time for both for/against and or open debate). In additional the delegates must nominate the individual speaking time for each speaker. b) Unmoderated Caucus An unmoderated caucus is a temporary halt to the formal debate and allows delegates to meet informally. An unmoderated caucus is useful for allowing delegates to get together with other delegates to write a resolution or being a working paper. It can also be used for merging of resolutions or for lobbying and getting other signatories to your resolution. 16. Working papers A working paper is a clause or a group of clauses that has not been submitted as a draft resolution. Moderated caucuses can be used to debate working papers before they are submitted as draft resolutions. 17. Submitting a Draft Resolution A draft resolution is a completed resolution that is handed to the Chairs and debated as a whole resolution before being voted upon. In order for a draft resolution to be submitted to the chair it must clearly satisfy the following requirements: the resolution must have perambulatory and operative clause Perambulatory clauses set the foundations for the resolution s argument. They serve to cite historical facts, precedents, and statements about the purpose of action. They help explain why the committee is addressing the topic. All perambulatory clauses should begin with a present participle and end with a comma. Operative clauses are the policies that a resolution is designated to create. They are used to explain what the committee will do to address the issue. The operative clauses begin with a verb which is called an operative phrase and end with a
4 semicolon. Operative clauses differ from perambulatory clauses as they must be numbered and follow some logical or chronological order. Section 5 Debating a Draft Resolution 18. Time Allotments for Debate of Draft Resolutions Once the draft resolution has been submitted to the Chair, the Chair will nominate the number of minutes of debate time this will include the number of minutes of debate time against the resolution, and the number of minutes of debate time for the resolution. 19. Speeches During the time allocation for, against and in open debate, the Chair will select speakers who will give speeches for their position on the resolution, that is, for or against. At the beginning of the debate, the Chair will specify the time limit for each of the speeches. At the end of the speeches, the Chair will ask the speaker if they are open to any points of information. 20. Yielding back to the Chair On the completion of a speech, and after all points of information have been answered, the Chair will ask the delegate to yield the floor back to the Chair. However, a speaker can yield the Chair to another speaker if there is enough floor time left from the original speaker. A speaker would usually yield the Chair to another speaker who will support their position on the resolution. Please note: speakers are permitted only one yield. Section 6 Points of Debate 21. Point of Personal Privilege A point of personal privilege is always directed to the Chair and is the only time a delegate may interrupt a speaker. Generally a point of personal privilege will ask the speaker to raise their voice as they are difficult to understand or to clarify their speech. 22. Point of Order A point of order is directed to the Chair and asks if a speech or action was in order with the rules and regulations of the session. This point may not interrupt the delegate is currently speaking. 23. Point of Parliamentary Inquiry A point of parliamentary inquiry is directed to the Chair and inquires about the procedures of the session and the debate. This point may not interrupt the delegate is currently speaking. 24. Point of Information A point of information is directed to the delegate who has the floor and serves to ask a question about the content of the speech or their position on a certain issue of topic. A point of information must be in the form of a question. This point may not interrupt the delegate is currently speaking. 25. Right to Reply If a delegate whose national integrity has been insulted by anther delegate may rise on this point to clarify. Section 7 Motions of Debate 26. Motion A motion is any proposal made by a delegate for a motion to pass there must be a second and no objections. In addition to the motions for moderated and unmoderated caucuses, listed below are other forms of motions of debate. 27. Motion to Extend Debate The motion to extend debate refers to extending a moderated or an unmoderated caucuses or time in open debate for a resolution. 28. Motion to Move into Time Against, Time to Open Debate, or Voting Procedure When debating a resolution in time for and no delegate is willing to speak for the resolution, delegates can motion to move into time against the resolution. When debating a resolution in time against and no delegate is willing to speak against the resolution, delegates can motion to move into time for open debate, or they motion to move into voting procedures. When debating a resolution in open debate and no one is willing to speak, delegates can motion to move into voting procedure. 29. Motion to Close Debate When debating within a caucus and the time for discussing the topic is exhausted before time delegates can motion to close the debate. 30. Motion to Table a Topic Delegates can motion to table a topic and return to it later. By motioning to table a topic delegates put the current issue/topic on hold and move onto another topic and may or may not come back to it later. This form of motioning is generally used in a crisis where delegates are asked to deal with a crisis which has arisen and must be addressed immediately. 31. Motion to Reintroduce a Topic This motion to reintroduce a topic follows on from XXXII whereby delegates ask the previously debated topic to be reintroduced this would usually follow after the immediate crisis has been dealt with. 32. Motion to Introduce a Resolution
5 After all the requirements of a working paper has been fulfilled the main submitter of a resolution motions to have that resolution submitted for debate. 33. Motion to Adjourn the Meeting If the debate of the resolution has been exhausted or due to time restraints, delegates can motion to have the meeting adjourned to another time. Section 8 Amendments 34. Editorial or Friendly Amendments Editorial amendments do not alter the overall meaning, effect or substance of the draft resolution. These amendments tend to be grammatical in nature and are passed automatically if there are no objections from other delegates. 35. Unfriendly Amendments An unfriendly amendment is an amendment which alters the meaning, intent, effect or overall substance of the draft resolution. The submitter of the draft resolution may present and speak for the amendment; The Chair will then allot time to debate the amendment. Once time for debating the amendment has elapsed, a voting procedure on the amendment will take place for an amendment to pass there must be a two-thirds majority. Delegates are also allowed to submit an amendment to the amendment the same procedure follows as outlined above. Section 9 Procedures and Motions for Voting on Resolutions 36. Voting Procedure Final resolutions must be passed by a simple majority of votes from delegates. The Chair will firask delegates wishing to vote to raise their placards and then all delegates who wish to vote 37. Voting Motions a) Motion to Divide the House If there is a tie in the voting procedure on a resolution, that is, no clear winner, a motion to divide the house would be tabled. During this motion ALL delegates are required to vote on the resolution with no abstentions. ALL delegates must therefore vote either for or against the resolution. The counting of votes will determine a majority. b) Motion for the Division of the Question If a resolution fails, a motion for the division of the question requires for each clause to be voted upon independently, allowing for the possible elimination of the clause that failed, and a revote on the final revised resolution. c) Motion for a Roll Call Vote A roll call vote requires that the Chair count votes by asking each delegate, in alphabetical order, to say their vote out loud. This is useful in case there is suspicion of error in counting votes or there is suspicion that an ally or a co-submitter voted against the resolution. 38. Veto In some committees like the Security Council a country has the right to veto and therefore, overrides the majority vote and the resolution is not passed. Not all countries have veto, with only five currently having this status.
