1 IEEE-OCS Meeting Seattle, WA January 27 & 28, 2014 Chair: Paul F. White Vice Chair: Stephen Norton Secretary: Andy Gillespie, PE Recording Secretary: Paul V Campbell Honorary Secretary: Peter M Bartek January 27, 2014 Meeting brought to order at 8:30 am Welcoming comments from Paul White and expression of thanks offered to King County Metro in Seattle, WA Safety Briefing for Metro Transit Division Building in the case of emergency. Greeting and introduction of attendees. 44 people attended on Monday and 28 on Tuesday. Minutes for the last meeting in Pittsburgh, PA offered for comments and approval. Motion carried for acceptance as issued. Lunch was provided compliments of the Arthur J Hurley Company (Steve Gilchrist). Mr. Bih-Yuan Ku has advised on the IEEE Response for the 2014 Membership survey is available. He has requested that we identify our response as Land Transportation for credit. Travel Funding Reimbursement for Transit Agency personnel. Get your expense reports to Paul White utilizing the Excel form on the Web page ( Please submit in excel format so that if any changes that may need to be made to expedite the process can be made by Paul White prior to release to IEEE-VTS for payment. Dinner this evening will be at the Alexis Hotel courtesy of LTK and Hatch Mott McDonald who will provide presentations as a part of the dinner. Cocktails at 6:00 Dinner at 7:00 (Spouses are welcome) Dinner for Tuesday evening will be open and we will meet in the Lobby at 6:00 for all of those interested in attending. Next meeting will be held in Los Angeles courtesy of the LACMTA on May 5 th and 6th, :35 am. Greeting and Introduction of the King County Metro from Mr. Kevin Desmond General Manager.
2 KC Metro has 155 Electric Trolley Buses utilized on their systems. They plan to replace their fleet with New Flyer buses in (Spring) They have a $5M TIGGER Fund for 0% Emissions Battery powered buses. Currently working on the First Hill Streetcar/ETB Project with Testing scheduled for this summer. This will allow Off-Wire operation with the buses going downhill. The subject was raised about the River Front Trolley System and it was stated that this system will probably be phased out for lack of funding and a maintenance facility. 9:10 am. Meeting returned back to Current meeting schedule. A suggestion from the last meeting that our fall meeting be held in Europe in 2014 was discussed. Mr. John Estses Western Sierras suggested that we postpone this meeting into 2015 as a possible conflict with INNOTRANS may not allow the other European Agencies to give us full attention. Fall meeting is uncertain at this time. This meeting will be discussed during our next meeting in Los Angles with possible locations at Cleveland, Charlotte, Houston (APTA EXPO) or Denver (25KV). Los Angeles meeting will be held under a different format than our typical meetings. It is our intention to have a Lessons Learned- New Hardware Special Design-Solutions to Problems program. It has been asked that anyone interested in doing a presentation contact Paul White at your earliest convenience. This will allow us to schedule a certain amount of time for all interested parties. Website continues to be upgraded with meeting information at ( General Information IEEE OCS Group Open to all interested with no requirements involved other than attendance. We strongly encourage joining the IEEE-VTS. Application forms are available on our web page. 9:25 am. Mr. Dave Thurston was introduced as the new IEEE-VTS (Vice President). He also works for Parsons. He advised that the IEEE is heavily involved with the Joint Rail Conference and this meeting is currently scheduled on April 4 th in Colorado Springs, CO. He suggested that we have our next spring meeting in April, 2015 in San Jose, CA. They can offer our group meeting space as the conference is held over a 2 1/2 days. We will discuss this potential opportunity during our next meeting in Los Angeles, CA. The IEEE-VTS Budget meeting will be discussed during the next Board of Governors in two weeks and detail will be made available on the web page in the near future. PE Certificates for meeting participation are available through Mr. Paul White. Secretary Position has become available as Mr. Andy Gillespie s resignation due to workload at SEPTA. We deeply appreciate his service and dedication within our group. A generous round of applause was given to him as acknowledgement for his service. Active Standards: P-1628 P-1629 P-1630

A new Par will be resubmitted by February 3, 2104 with Paul White being the Group Chairman for now. A request from the Group has been raised that if a Group Chairman can t fulfill the requirements for any reason, please request assistance so that the PAR/Standard doesn t falter and fall through the cracks. Committee Comments: Steve Norton Vice Chairman; acknowledges other LCMTA personnel for participating in this meeting. Paul V. Campbell Recording Secretary No comments P-1791 OCS Terminology: Chris Pagni this PAR has expired in October and Chris will reapply for a new PAR by next meeting. They anticipate being ready for Ballot by Fall of Live Line Maintenance Ray Davis advises it is ready for review and group comments. They hope to have it finalize over the next few months. P-1833 Moises Ramos and John Schlick advise that this information will be ready for review at the Los Angeles meeting in April. P-1876 Contact Wire Identification- Standard has been submitted for balloting and it is moving closer to finalization P-2406 Disconnect Switch Successfully applied for PAR. The PAR was sent out for review and comment with possible balloting in the near future. Secretary Position: This position has been made available. There is no policy in place as for replacement. The position is responsible for making meeting arrangements and fills in for the Vice Chairman when necessary. Paul V Campbell was selected to be promoted to this position. A vote was taken and the motion was carried on the selection. A replacement for the Recording Secretary is needed with John Schlick offering to take over the responsibilities. The motion was carried on this selection.
4 Open Discussion: Mr. Ron Clark provided the comments on riding the Seattle Streetcar and indicated that T-shirts were available Riding the S.L.U.T. for anyone who cared to purchase one. Trolley Motion: Mr. Daniel Steiner offered a publication on what is happening in Europe with regards to Trolley Buses. He is currently the President of this Committee Group. You can find information on the Internet by typing Trolley Motion. Trolley Bus Magazine Information on Trolley Buses around the world. It is offered through subscription through Mr. Steve Morgan in Portland. OR. There is also a book available Seattle Trolley Coaches by author Mr. Harve W. DiMarro. Break 9-55am. Reconvene: 10:23am Mr. Alex Wolak King County Metro provided detail with regards to the tour scheduled for tomorrow (11.00) of the System. The Tour Guides are volunteers and would appreciate any donations for this continued project. Mr. Lou Di Michelle suggested that we reintroduce the Standards for Electrical Insulation (P-1628). He has agreed to participate as the Working Group Chairman. The reference is for Insulation Standards for Synthetic Insulators as C-29 has been created for Porcelain Insulators. C-29 is not applicable to the synthetic materials and characteristics. Tomorrow s meeting will be held at the Hotel and will start at 8:30am. 11:00 am Review the Surge Arrester Standard for resubmission/renew PAR. Group review and request for comments. 12:00 Break for Lunch 1:00 Reconvene and continue on the review of the Surge Arrester 3:00 Break The Live Line Maintenance Group broke away for review of their materials. 3:15 Reconvene and continue with the Surge Arrester standard review 4:00 Adjourn for the day.
