This position will serve as lead to assigned staff providing supervision, general guidance, and technical and hands-on assistance as needed during construction projects. Selected candidate will plan, organize, execute and supervise the administration and inspection of specific construction projects, ensure compliance with plans, specifications, code and relevant regulatory laws, and direct the work of assigned inspectors. Additionally, selected candidate may be required to monitor project budgets to determine whether spending levels are consistent with approved budget. The ideal candidate will be approachable, have strong interpersonal and technical skills and extensive mechanical, and electrical construction work experience. Work Schedule This position is overtime eligible and employees must be available to work Monday through Friday; 7:30 a.m. to 4:00 p.m. Some inspection duties may require work to be performed in the evenings, on weekends and holidays. Plan and supervise inspection of construction materials, facilities, equipment and machinery installed in King County construction contracts. Review plans and specifications being developed for specific projects to ensure compliance with established construction standards and objectives, including compliance with county green building and sustainability policy directives. Direct the work of construction management inspectors in the planning and

3 coordination of required inspections for King County s transit facilities. Provide supervision and general guidance to inspectors during the course of a construction project. Travel to various construction sites within King County. Perform some of the duties of those assigned to construction inspection work. Review and coordinate the submission of field inspection reports prepared by assigned inspectors and the processing of progress payments. Develop reports and summaries of construction activities and supervise the preparation of "as built" plans. Furnish legal staff with technical and contractual data in support of legal positions on contracts and claims. Provide specific technical consultation in various engineering disciplines including HVAC, electrical systems, instrumentation, controls and hydraulics. May organize, plan and supervise special inspection, installation and testing of equipment, systems, instrumentation and controls. Enforce contract requirements to ensure Contractor conformity to agency specifications. Review contract specifications for bid proposals, attend pre-bid conferences and evaluate bid proposals. Monitor the work performance of contractors and review progress payments. Assist engineers, planners, and operating and maintenance staff with transit functions during the planning and design of facility extensions and modifications. Review engineering drawings to ensure compliance with King County standards. Ensure right of way, easement and permit conditions and environmental protection requirements are adhered to in projects. Serve as the liaison between King County, public agencies and property owners. Conduct constructability reviews using plans, specs, and site visits. Coordinate with project managers, engineers, contractors and others daily regarding process change orders, request for information (RFIs), submittals, scheduling and, technical problems etc. Perform independent cost estimates and negotiate change orders, develop and/or maintain all construction management documentation including meeting minutes, change orders, submittals, RFIs, etc. as required by County. Assist the Transit Construction Management Supervisor with personnel actions such as initiating disciplinary actions and conducting performance evaluations. Perform other duties, responsibilities, and activities as assigned. EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS: The Transit Construction Management IV position analyzes a variety of construction circumstances to determine whether they conform to King County requirements and contract specifications. A thorough knowledge of current construction management and engineering principles and practices as well as familiarity with relevant regulatory laws, ordinances, codes, standard specifications and plans is necessary. A working knowledge of modern construction practices, methods, materials and equipment is also required.

4 Additional Qualifications include: A bachelor's degree in construction management, engineering or related field or the equivalent combination of education and experience and six (6) years of engineering/construction experience which includes three years of field inspection are required Working knowledge of applied construction fundamentals and techniques (must have technical competence to make technical recommendations/decisions on a variety of facility engineering related problems) Experience working with diverse individuals and customers and maintaining effective relationships Strong communication and interpersonal skills including ability to build and lead project work teams and the ability to secure compliance with construction contracts Proficiency using a computer and programs such as Word, Excel, and Outlook Ability to effectively prioritize and plan work (must have strong organization skills) Demonstrated ability to work effectively in a team environment and also alone. Skill at working collaboratively, creating relationships, and building trust and rapport with others Experience effectively managing staff (experience should include appropriately delegating work items and assigning tasks) Desired Qualifications HVAC or electrical design and construction experience Experience with systems commissioning and energy management systems Knowledge of Green building, LEED, and sustainable practices and ability to achieve contractor conformance, including required documentation Physical Requirements Some physical skill and effort are required to perform inspections. This position requires lifting and carrying inspection equipment and the ability to climb fixed ladders.
