3 Article 1 Organization Section 3: Section 4: Section 5: Section 6: Section 7: The organization shall be known as the GCHSAA Volleyball League of the Archdiocese of New York The organization will be governed by the by-laws and constitution of the Catholic High School Athletic Association (CHSAA) for the Archdiocese of New York, the Girls Catholic High School Athletic Association (GCHSAA) for the Bronx, Manhattan, Staten Island and Westchester, and these by-laws. In case of a conflict, the constitution and by-laws of the GCHSAA will be considered first and then these by-laws. These by-laws shall govern both Junior Varsity (JV) and Varsity volleyball teams. Playing rules for games will be governed by the current NCAA rules for Women s Volleyball, subject to local exceptions enacted by this league or its chairperson. Those exceptions will be noted in an addendum to this document, and agreed to by a majority of the league governing body. The League governing body will be comprised of one coach designated by each school. Each school shall have one vote. In the event of a tie, the vote of the chairperson will be used to resolve the issue. Amendments to these by-laws require a majority vote at a league meeting, and will be subject to the approval of the Athletic Directors. A legal meeting shall be defined as a meeting where a quorum is in attendance; a quorum being defined as a majority of the school coaches in attendance. Changes to the bylaws are effective immediately, except as noted in the specific by-law. Membership in the league shall be open to all Catholic secondary schools in the Archdiocese where girls are enrolled, (and to select private schools that are members of the governing association.) - 3

4 Article 2 - Meetings Section 3: Section 4: Two meetings a year will be held d - 1) the first Monday after Labor Day, and 2) the first Monday in November. A representative from each school must attend each meeting. Each meeting will be chaired by the chairperson, and minutes will be taken and distributed after the meeting. Copies of the minutes will be made available to the Athletic Directors. Meeting notices will be ed to the coach s , or faxed to each school to the attention of the AD. Meeting notices must be sent at least 2 weeks in advance of the meeting. and fax notices may be followed up by a phone call, but this is not mandatory except if the meeting will be held in less than two (2) weeks from the notification date. Article 3 Coaches Responsibilities Section 3: At least one coach from each school must attend each meeting. All schools hosting a season or post season matches (tiebreakers, playoffs, etc.) are expected to provide setup of gym, practice balls, gate, scorers, Libero trackers, linesjudges and all functions relative to the function of the match or matches. Each school is responsible for having a trained scorer, Libero tracker and linesjudge for home matches. Coaches are responsible for the conduct of their teams. Coaches will ensure that the gyms are properly set up; practice balls are available for both teams; score, lineup, and Libero tracking sheets must be provided; game balls are available; and a proper area is available for the opposing team to place personal items. The home school is responsible for spectator control at all - 4

5 times. Coaches are responsible for ensuring their team s compliance with the Code of Conduct. Section 4: Section 5: Section 6: All coaches must upload their scores on the website the evening of their match. Scores must accurately reflect the match result may be placed in the comment box at the bottom of the page. The score sheets must be retained by the home court coach for the duration of the season, and may not be discarded until the post season coaches meeting. Score sheets must be made available to the chairperson if necessary. Game scores will be recorded as if the score is not reported or does not have a supporting score sheet. The AD of the offending school will be notified. Rosters may be submitted to the chairperson at the September Athletic Director s meeting and/or must be uploaded to each school s section on the website no later than October 1 according to the provisions in Article 7. Coaches must ensure that the chairperson has a current address, phone numbers (home, work, and cell, where applicable), address, and fax number. This will be the information used by the chairperson to correspond with the appropriate coach during the summer months when access to the various schools is limited. Article 4 Conduct The GCHSAA has implemented a Code of Conduct. It has been made available to all coaches. Coaches are responsible for ensuring that this code is read before every match, and ensuring that the spirit of this code is embraced by themselves, and their teams. During play, only one coach may address a referee for entire match. Quiet on serves should be adhered to. Any player or coach receiving an expulsion or disqualification from a referee must report the circumstances in writing to the commissioner within 24 hours of the match. Referees will be directed to verbally report the incident to the assignor, who will in turn alert the chairperson immediately after the match. - 5

6 In the case of disqualification, within 24 hours of the incident a written report should be submitted to the chairperson. Any player or coach expelled from a set automatically is suspended from the remainder of the current match. Any player or coach receiving a disqualification automatically is suspended from the rest of the current match and the next 2 (two) consecutive League matches, and must leave the playing area immediately. Suspension may be appealed to the chairperson, who will then contact the appropriate AD representatives to convene a hearing. If the chairperson is involved, the appeal must be made to the GCHSAA president. The suspension is stayed until the hearing is ended. Rule Six (6) of the NCAA Rules will be used as a guide by the referees for appropriate penalties. Section 3: Complaint Procedures (a) Referee complaints will not be entertained by the league chairperson. Referees shall utilize their discretion, and will be directed to enforce their complaints regarding a player or coach via the authority granted to them by NCAA Rule 6, and should sanction them with a yellow or red card depending on their interpretation of the offense. If the referees are unwilling to enforce their complaint by issuing a warning (yellow card) or penalty (red card) then their comments will not be entertained by league officials. (b) Complaints regarding any issue from a coach or another interested outside party should be directed to the chairperson, in writing, within 24 hours of the alleged incident. The complaint must detail a specific complaint or incident as the subject. Details regarding when the alleged incident occurred, who was involved, and other related information in support of the complaint must be included. The chairperson will notify the coaches involved, and the appropriate school athletic directors, and forward to all concerned parties a copy of the complaint received within 48 hours of the alleged incident. The athletic directors will then resolve the situation. There will be no further involvement from volleyball league officials unless requested by the athletic directors. (c) Any complaints not forwarded to the chairperson in writing will not be entertained or considered. If the complaint involves the chairperson, the complaint will immediately be forwarded to the league president for appropriate action. (d) At the beginning of the season, coaches have the right to request to the chairperson and league assignor not to have a particular referee or referees oversee their games. These requests will be fulfilled to the best of the assignor's ability. If there is a complaint about a referee, it needs to be - 6

7 addressed to the respective athlete director and then discussed with league chairperson. Article 5 Playing Rules Section 3: The current NCAA rules will govern league play with modifications. Exceptions are noted in this section. Eighteen substitutions. Deciding Set is 15 points. Regular season caps on sets. Linesjudges Varsity matches will be three (3) out of five (5) sets. The non-deciding sets will be to 25 points. The deciding set will be to 15 points, switching at 8. For the regular season the cap on non-deciding sets is 30, and deciding set is 20. Post season will have no cap and a team must win by two (2) points JV matches will be two (2) out of three (3) sets. The non-deciding sets will be to 25 points. They must provide an appropriate number of practice balls, and appropriate game balls. The official state ball is the Tachikara SV5W volleyball. It must be at least 2 colors. This ball is the official game ball for all season and post season play. Each school must have two of these balls used for league matches and when hosting playoffs. Two scorers must be provided, and they must know how to keep the written score and the Libero tracking sheet. Two linesjudges must be provided; the visiting team retains the right to provide a linesperson if they so choose. The right to select linespeople by the visiting team must be exercised prior to the start of the match. Scorers and linesjudges should be trained in scorekeeping and line calls. The home team coach must retain the score sheets, and provide same to the chairperson upon request. - 7

8 Section 5: Section 6: Section 7: Section 8: Referee Fees are the responsibility of the home team, and are payable at the rate agreed to by the AD s for that season. Uniforms must conform to NCAA requirements. Numbers on uniforms must center and at least four inches in front and six inches on back. The libero jersey uniform must contrast all the other uniforms on court. Color on the libero jersey must stand out on the court. Teams will not be permitted to play without their coach in attendance. Teams or coaches who are late will forfeit games at the discretion of the referee and the opposing coach. As a general guide, if a coach or team is more than 15 minutes late without notification to the opposing coach, they may forfeit the first game, and may forfeit an additional game every 15 minutes. Every consideration should be given to a team or coach if the opposing coach has been notified of a delay in the arrival time, and no forfeits should take place if at all possible. As a last resort, a coach may contact the chairperson and the assignor if they are unable to contact the opposing coach or school. If the chairperson is so notified, it will be considered the same as contacting the opposing coach. If a serious accident occurs while the ball is in play, a referee, upon seeing injury, must stop play immediately. The rally is replayed. If the injured player cannot continue playing within 60 seconds, the player must be replaced by a legal substitution or a legal libero replacement, or the team must take a legal timeout if the player is to continue playing. If the referees are informed within approximately 60 seconds that the injured player will be replaced, no timeout is charged regardless of the time required to safely remove the injured player from the playing area. - 8

9 Article 6 Playoff Structure and Seeding The playoffs will consist of quarterfinals, semifinals, and finals. Quarterfinals and semifinals are at the higher seed. Finals will be at a host institution agreed upon by the AD s. Participants will be as follows: Junior Varsity: Bronx-Manhattan-Westchester Division #1, #2, #3, #4 Staten Island #1, #2 Quarterfinals Match 1 BMW #2 vs. BMW #4 Match 2 SI #2 vs. BMW #3 Semifinals Match 3 SI #1 vs. Winner Match #1 Match 4 BMW #1 vs. Winner Match #2 Finals Winner Match 3 vs. Winner Match 4 Varsity B: Bronx-Westchester Division II #1 & #2 Manhattan #1 & #2 Staten Island #3 & #4 Quarterfinals Bx-West #1 & Manhattan #1 BYE Match 1: Bx-West #2 vs. Staten Island #4 Match 2: Manhattan #2 vs. Staten Island #3 Semifinals Match 3: Manhattan #1 vs. Winner Game 1 Match 4: Bx-West #1 vs. Winner Game 2 Finals Winner Match 3 vs. Winner Match 4-9

10 Varsity A: Bronx-Westchester Division I #1, #2, #3, #4 Staten Island #1 & #2 Quarterfinals Bx-West #1 & Staten Island # 1 BYE Match 1: Bx-West #2 vs. Bx-West #4 Match 2: Staten Island #2 vs. Bx-West #3 Semifinals Match 3: Staten Island #1 vs. Winner Match 1 Match 4: Bx-West #1 vs. Winner Match 2 Finals Winner Match 3 vs. Winner Match 4 Section 3: Section 4: All League playoff matches for both the JV and Varsity divisions will be held at NY GCHSAA sites. The venues will be at the September AD s meeting. First and second place ties at the end of the regular season will be resolved by a one match tiebreak playoff. When seeding is required in the case of three or four way ties, the byes and seeding order will be determined by the criteria contained in Article 6, Section 4. Teams in contention for playoff berths who have played each other twice and split during regular season and are tied according to the standings will have a one match playoff on the designated date(s). When possible a neutral court will be utilized. The method for determining the seeding for other tiebreaks will be as follows: Tiebreak 1: Head to Head Competition Tiebreak 2: Number of Games required to defeat opponent Tiebreak 3: Point differential in games played between the tied teams Section 5: The Junior Varsity, Varsity A and B City championships are played immediately after the season. Participants include the JV and Varsity A and - 10

11 B representatives from the Diocese of Brooklyn and from the Archdiocese of New York. Section 6: Section 6: The State championships are played immediately after the season. The winner of the NY Archdiocesan League Championship will participate in the NY State CHSAA Championship. The host for that season and will be based on the agreements made between the AD s and League Presidents at the State meetings. Each school participating in the state championships shall be responsible for all costs associated with their participation. Article 7 Rosters and Player Eligibility Rosters must be uploaded to the website by October 1st. The State Volleyball roster form found on the website must be used. Any student attending the school is eligible to play on either Varsity or JV. Transfer student eligibility shall be governed by the applicable by-laws and constitution of the New York GCHSAA. All players participating at either JV or Varsity levels should appear on the roster. Section 3: A JV player may be promoted to the Varsity at any time during the season by notifying the chairperson within 24 hours. Once a player has been elevated to Varsity, they may not ever again play at the JV level. During the playoffs, a JV player may be elevated to the Varsity if the player did not participate in the JV playoffs. Players are limited to appearing in only one playoff at a given level per year. If the player did not participate in the JV playoffs (through either their team not qualifying or their promotion is planned prior to a playoff appearance), then the player may be elevated through notification to the chairperson. An updated roster must be provided. Players may not move freely between the levels. - 11

12 Article 8 Schedule The proposed schedule shall be established in one of the following manners: Presented to the coaches after the March AD s meeting. Will be uploaded on the website by March 31. All game changes must be rescheduled in the following manner - the coach requesting the change must confer with the opposing coach for a new date and time. Once there is an agreement between the coaches, the coach requesting the change must then contact the referee assignor so the adjustment can be made to the website. Section 3: Section 4: Teams must have at least 10 matches to qualify for playoffs. When divisions have 4 members or less, crossovers with other divisions must be used to complete your schedule. The place of finish or standings in your division is not affected by these crossovers. If teams play each other three (3) times and at the end of the season have tied records, refer to Article 6 Section 4. League games take priority over non-league contests. All games during the season must be completed. Games not completed will be counted as losses, unless one team has demonstrated a willingness to play the game at any time, and the opposing team has not cooperated or made sufficient dates available. In that case the non-cooperating team will forfeit the match. The chairperson will be the sole judge regarding these issues. The chairperson s decision may be appealed to the GCHSAA President and the AD s. - 12

13 Article 9 Protests Protests regarding game events must be made in accordance with the applicable NCAA rules. See Section 16 of the NCAA rulebook. If a protest cannot be resolved at the time of the protest, then NCAA Rule16, Section 2, Article 2, subpart (d) will be amended as follows: The circumstances must be recorded on the back of the score sheet. The game will continue, and the score sheet, a notice of protest from the protesting coach, and a written statement from each coach should be forwarded to the chairperson within 24 hours of the conclusion of the game. If the chairperson s team is involved, written statement will be submitted to the GCHSAA president. A copy of the protest notification and the written statement of the protesting coach should also be forwarded to the league president within 72 hours of the conclusion of the game, in accordance with the by-laws and constitution of the GCHSAA of the Archdiocese of New York. The chairperson will confer with the appropriate league personnel to establish the merits of the protest and to take appropriate action, if warranted. The information that should be recorded on the score sheet must include, but is not limited to, the information detailed in NCAA Rule 16, Section 2, Article 4, subparts (a) through (f). If there is a protest during the quarterfinal playoffs, then it shall be addressed as in Section 1, above. Protests during the semi-finals or finals will be addressed to the chairperson immediately, who will convene a committee of the available coaches, AD s in attendance and league personnel in attendance. If the chairperson s team is involved, the chairperson will convene the committee, appoint a chairman, and recuse him or herself from the decision making process. The protest will be ruled on immediately, and appropriate action will be taken if necessary. - 13

14 Article 10 Responsibilities of the Chairperson The chairperson shall be the coordinator of all league activity. The chairperson shall: Convene meetings Schedule meetings Preside at meetings Arrange for distribution of meeting minutes Attend AD meetings to report on conditions in the league Coordinate protests Arrange for appropriate venues for playoffs Coordinate the City or State Championship when we are the host diocese And any other responsibilities that are appropriate to the position. - 14
