2 Introduction This directory of local county legal resources provides information about more than one hundred programs and services available to self-represented persons in Wisconsin. Some of these agencies and organizations provide free or low-cost legal services or assistance. Other programs offer mediation and services for crime victims. This directory is not exhaustive of all legal resources in the state. Each legal resource is responsible for the quality of service you may receive from it. None of the services listed by county are sponsored by or endorsed by the Wisconsin court system. This resource listing is provided for informational purposes only and does not constitute legal advice. On a statewide level, the Wisconsin courts maintain an online self-help law center that is designed to help self-represented persons find forms and learn about Wisconsin law and court procedures. The website highlights interactive programs for family law and small claims that guide a person through the process of filing for divorce or for a small claims action, from filing the first document to the final hearing. By answering a series of questions, this interactive site may help the person fill out necessary forms, print blank forms, or download a basic guide to divorce or small claims in a specific county in Wisconsin. The website also provides information on how the courts work and on representing yourself in court. A judge appoints a CASA volunteer advocate to a child. Golden House (920) Provides domestic violence services including legal advocacy and shelter for victims. (800) Sexual Assault Center / Family Services (920) Offers 24-hour, confidential, free services for victims of sexual assault or abuse, and their families and friends. 8 Burnett Burnett County Victim/Witness Assistance Program (715) Community Referral Agency (800) Provides advocacy and services for victims of domestic violence and sexual abuse. social security and SSI, family law, health, housing, income maintenance, wills, and Indian law. Calumet Calumet County Victim/Witness Assistance Program (920) Conflict Resolution Center (920) Mediators assist with disputes involving small claims, neighbor problems, domestic problems, juvenile disputes, consumer/merchant issues, worksite problems, and personal or business relationships. Located in the Winnebago County Courthouse. Foreclosure Mediation Assists homeowners facing a mortgage foreclosure action in Calumet County. Mediation is a confidential and voluntary process where you and the lender seeking to foreclose on your home may discuss ways to resolve your foreclosure case, including reinstatement of the loan and possible modification of the loan terms. Harbor House Domestic Abuse Programs (800) or (920) Provides support and advocacy services for victims of domestic abuse. 5

Chippewa Chippewa County Victim/Witness Assistance Program (715) Chippewa County Bar Association Free Legal Clinic Volunteer attorneys staff this free legal clinic from 6:30 to 8:00 p.m. on the 4th Wednesday of the month (except December) at the Chippewa Falls Public Library. Family Support Center (715) or (800) The mission of the Family Support Center is to help women, men and children end domestic violence, sexual assault, child abuse and other forms of interpersonal violence through education, prevention and intervention services. social security and supplemental social security (SSI), family law, health, housing, Northern Wisconsin Legal Advice Project Northern Wisconsin Legal Advice Project is a special service of Wisconsin, Inc., for eligible clients who have legal questions which can be addressed through Internet legal advice. 6

Community Immigration Law Center (608) Offers brief consultations with volunteer attorneys on basic legal immigration issues. Provides assistance with immigration forms and fillings. Community Justice Incorporated (608) Represents low-income families and individuals in cases involving landlord/tenant, disability and mental health, employment, family, child welfare, education, discrimination, consumer/credit, land use, environmental issues. New users must call during intake hours: Monday Thursday from 1:00 to 4:00 p.m. Be prepared to spend minutes on the phone. 8

(608) Juvenile judges assign the CASA program to individual children or sibling groups through court order in CHIPS (child in need of protection) and other cases in which children s safety, permanency, and well-being are at issue. Dane County Legal Resource Center (608) Provides materials and information for legal research. Dane County Victim/Witness Unit (608) Staff assists victims and witnesses throughout the criminal court process by answering questions, keeping victims and their families informed of case development, providing information and referrals to community service providers, assisting with restitution, and offering personal assistance when possible. Disability Rights Wisconsin (608) Disability Rights helps people across Wisconsin gain access to services and opportunity through its advocacy and legal expertise. Legal support addresses access, inclusion, dignity, most-integrated choices and equal rights issues. Domestic Abuse Intervention Services (DAIS) (608) or (800) Offers crisis intervention and community education/prevention programs, including a 24-hour help line, programming for children from violent homes, legal advocacy, support groups, emergency safety planning, and a domestic violence shelter. The Economic Justice Institute (EJI) Serves low-income and other under-represented clients in matters designed to enhance access to justice and economic security. The Economic Justice Institute (EJI) is home to the University of Wisconsin Law School's civil, anti-poverty clinical programs. Foreclosure Prevention Task Force and Foreclosure Answer Clinic (608) This coalition of public agencies, non-profit service providers and other community partners works together to develop sustainable alternatives to foreclosure in Dane County. Student Tenant Education & Mediation (STEM) (608) For UW-Madison students. Provides student tenant education, problem resolution assistance, and no cost mediation services for housing issues. Tenant Resource Center (608) Offers landlord/tenant mediation and a provides tenants, landlords and social service agency staff with information, referrals and applications for low-cost housing, subsidized housing, transitional housing and emergency shelter services. Unemployment Compensation Appeals Clinic (no website available) (608) University of Wisconsin law students in the program provide representation in unemployment compensation hearings. Veterans Law Center This free legal center serves low-income veterans and their families, providing brief legal advice, information and referrals on a variety of civil legal matters. Volunteer attorneys, paralegals and law students staff the clinic. Veterans Service Office (608) Provides benefits information to veterans. 10

14 Wills for Heroes Volunteer attorneys and support personnel participate in clinics around the state at which the volunteer attorneys prepare simple wills and other basic estate planning documents at no charge for eligible first responders and their spouses or domestic partners. Kenosha County Legal Clinic (262) Volunteer attorneys provide legal advice on family, housing, guardianship, and consumer issues. Milwaukee Justice Center (414) Volunteers provide self-represented litigants with basic legal information and appropriate referrals on civil legal matters including divorce, custody and support, landlord-tenant disputes, probate, small claims and large claims.
