4 1.0 Introduction Instructions were received from Mr. B. Saund of McCarthy & Stone to complete a sustainability statement for a proposed new build scheme at Bridge Avenue, Maidenhead. This statement, which will provide a review of the scheme s energy demand and provision, has been commissioned in partial response to planning conditions contained within planning permission document 15/02275 from the Council of Royal Borough of Windsor and Maidenhead. The scheme granted permission in document 15/02275 consists of the redevelopment of an existing site and the construction of 38 residential apartments with associated communal spaces, external landscaping and car parking. The study has two primary aims: 1. Establish the relevant planning conditions from the scheme s planning permission document 2. 5 2.0 Context 2.1 Site Layout A drawing is provided in Appendix A which details the site layout and position of the scheme. The development is situated directly on bridge avenue, the street elevation shown is orientated to the west. Bridge Avenue is situated close to the centre of Maidenhead. 2.2 Planning Condition As previously stated, this sustainability statement refers to planning permission document 15/02275, specifically responding to Condition 21 which is set out below: No development shall take place until details of sustainability measures have been submitted to and approved in writing by the Local Planning Authority. These details shall demonstrate how the development would be efficient in the use of energy, water and materials in accordance with the Royal Borough of Windsor & Maidenhead Sustainable Design & Construction Supplementary Planning Document. The development shall be carried out and subsequently retained and maintained in accordance with the approved details. Reason: To ensure that measures to make the development sustainable and efficient in the use of energy, water and materials are included in the development and to comply with the Royal Borough of Windsor & Maidenhead Sustainable Design & Construction Supplementary Planning Document. Relevant Policies - AAP MTC4. Having established the relevant condition, the statement will identify the key elements from The Royal Borough of Windsor & Maidenhead Sustainable Design & Construction Supplementary Planning Document (SPD) to which to respond. 2.3 Sustainable Design & Construction SPD The SPD dates from June 2009, clear instructions on typical contents for the statements is contained in Section 2 of this report, called Measuring and Demonstrating Sustainability. In discussions with the project team and local authority this report will concentrate on three topics from the SPD. This is on the basis that the other aspects are either defunct due to changes in legislation such as the repeal of Site Waste Management Regulations 2008 or changes brought about by the amendment to the planning and energy bill following the conclusion of the Housing Standards Review. For topics not covered within this statement which are not defunct, it is assumed that separate reports/responses have been submitted by other parties which respond to these. 6 Table 1 on the next page sets out three topics covered within this statement, Section 3.0 will respond to each of these topics for the purposes of Condition 21. Requirement for developments with an existing or proposed garden or other green area to include provision for rainwater harvesting. 3.0 Condition Response 3.1 Energy Consumption Requirement for developments to meet highest practical standards of sustainable design to reduce energy demand. In responding to the condition to demonstrate that energy consumption has been minimised in line with the SPD is the intention of the developer to make use of the so-called fabric first approach. This refers to the capacity of certain building fabrics to be more thermally efficient than others through attributes such as thermal mass. L1459/Sustainability Statement 5 June 2016
7 The developer has proposed to adopt a fabric first approach to specification and as detailed below, the proposed U-Values are a significant uplift on the minimum requirements under Part L. Highly insulated external walls comprising a prefabricated metal frame system adopting MMC (modern methods of construction) will be preferred. One benefit of this is that high levels of air tightness and workmanship are likely to be achieved. In addition, highly insulated roof and floors will mean that a comfortable environment within the development will be provided and reduce the building s reliance on the main heating system. The main heating system specified will be electric under floor which achieves efficiencies of 100% which is a further improvement on the minimum 88% efficiency required by individual gas combination boilers. The fabric of the building will be used to minimise CO2 emissions from regulated sources and reduce energy consumption in as far is practically possible based upon the client s specification and sensible consideration to the internal environment to users. As a demonstration of this, the proposed U-values of the new building in comparison to those required by Part L of Building Regulations are tabulated in Table 2. 8 3.2 On-Site Renewable Generation Requirement for developments to secure at least 10% of the expected energy demand from on-site renewable or low carbon sources. The policy requires that at least 10% of the energy demand for the scheme is taken from on-site renewable or low carbon sources. SAP and SBEM calculations have been used to establish the energy consumption of the scheme. The calculations for annual energy consumption for the scheme taken from SAP and SBEM data are included within this report in Appendix B. These calculations help calculate the contribution from renewables to energy demand, in order to demonstrate the necessary contribution from renewable energy technologies in line with the Council s planning condition. Following consultation with the client Photovoltaic panels (PV) are their preferred renewable energy technology. These will be applied in order to satisfy the 10% renewable energy criterion. This equates to approximately kwp of PV, it is therefore the intention of the developer to install a minimum of kwp of PV to the scheme to provide a satisfactory response to the condition. 9 3.3 Water Management The water management topic is split into 3 parts; this section will respond to each in turn Water Consumption Requirement for residential developments (replacement or new dwellings) to achieve a per capita consumption of potable water of 120 litres or less per person per day. Part G of the Building Regulations sets out limiting water consumption values for homes, this being 125 litres per person per day. McCarthy & Stone s final specification of sanitary ware in apartments will be targeting Part G compliance as a minimum. However, through careful consideration of flow rates for WHB taps, Kitchen Sinks, Showers and Baths the target of 120 litres or less per person per day will be met, this will include where applicable the specification of water efficient white goods Non-Residential Developments Requirement for non-residential developments (replacement or new floor space) to exceed statutory requirements. This development is deemed residential, albeit with communal elements, which will comply with the relevant statutory requirements under Part G of the Building Regulations Rainwater Harvesting Requirement for developments with an existing or proposed garden or other green area to include provision for rainwater harvesting Regarding landscape management and water conservation, water butts will be utilised or where possible and drainage design permits a collection facility to utilise in the maintenance and management of landscaping. 10 4.0 Conclusion This sustainability statement has addressed the energy strategy of the proposed development of 38 retirement living apartments and associated communal space on Bridge Avenue in Maidenhead. The statement has been commissioned to demonstrate that the proposed development will adhere to planning condition stipulated by the Council of Royal Borough of Windsor and Maidenhead as well as the Sustainable Design and Construction SPD. This statement has demonstrated that the proposed development is to be constructed in an energy efficient manner minimising energy consumption through the fabric construction with building U-values exceeding the minimum requirements of Part L. In response to the 10% renewable energy requirement, this statement has utilised a calculation methodology based upon actual energy calculations for the scheme, and makes use of projected data for the proposed development to establish that kwp of Photovoltaics will be applied as a minimum to meet the 15, kwh/yr target. The report has demonstrated how the scheme has sought to address water conservation through not only the sanitary ware specification but also the use of collection facilities for the limited landscaped areas. The conclusion therefore of this statement on reflection of the above is that a satisfactory response has been provided to Condition 21 of application 15/02275 for Bridge Avenue, Maidenhead.
